Abstract

The study aims to find out the implementation of human resource development at the Office of the Regional Development Planning Board of the Palu City. The main theory in this study was the theory of Human Resource Development by Hasibuan (2011: 72-73) by looking at two aspects namely informal and formal development. The research method use the Qualitative-descriptive. The location in this study was carried out at the Regional Development Planning Agency (BAPPEDA) with as many as 5 informants selected purposively. Data collection is done by conducting interviews, observation, and documentation. Data analysis techniques use the Interactive model of Miles and Huberman. Based on the results of the research on human resource apparatus development at the Bappeda Office of the Palu City in the previous discussion, it can be concluded that from the two aspects namely informal development and overall formal development is adequate, there are still some things that need to be improved in order to improve the quality of resource development can be more maximal.

Abstract

This study aims to analyze the implementation of urban slum handling policies in the West Besusu Region, Palu Timur District, Palu City. The main theory that became the reference in this study was the theory of policy implementation by Edward III who saw the implementation of the policy by looking at 4 aspects, namely; (1) Communication Aspects, (2) Resource Aspects, (3) Disposition Aspects and (4) Aspects of the Bureaucratic Structure. The research method uses a descriptive-qualitative approach. The location of this study was located in West Besusu Village, East Palu District with informants as many as 5 people who were selected purposively. Data collection is done using Interactive models of Miles and Huberman. Based on the results of the study, the implementation of the policy of handling slum environments in the West Besusu area of East Palu District has not been running optimally. This can be seen based on the theory of Edward III in looking at the implementation of policies from 4 aspects, namely: aspects of communication, aspects of resources, aspects of disposition and aspects of bureaucracy, there are 2 aspects that still need to be improved and improved, namely aspects of communication which need to improve the form of communication the community can evenly understand the policy of handling slum environments in the West Besusu area of East Palu District and the aspects of facilities and infrastructure resources and budgets that have not been optimal so that it hampers the implementation of policies for handling slums in the West Besusu area of East Palu District.

Abstract

The purpose of this study was to find out the Leadership Style of the Kinovaro Sub-District of Sigi District, Central Sulawesi Province. The main theory that becomes the reference in this study is the theory of Luthans Leadership Style (2005: 649) by looking at two three aspects, namely leader-member relations, Task Structures, Power and Leaders (Leader's Position). . Qualitative Research Methods. The location of this study in this study was carried out in the Kinivaro Sub-District Office in Sigi Regency, Central Sulawesi Province, with 6 informants selected purposively. Data collection is done by conducting interviews, observation, and documentation. Data analysis techniques use the Interactive model of Miles and Huberman. Based on the results of the research of the leadership style of the District Head of Kinivaro District of Sigi, it can be concluded that of the three aspects, namely leader-member relations, Task Structures, Power and Leaders (Leaders' Position) as a whole can be implemented well , except that the dominant one is the leadership style that is oriented towards the task.

Abstract

Penelitian ini bertujuan untuk menganalisis kesuksesan penerapan Sistem Informasi Anggota Komisi Pemilihan Umum dan Badan Adhoc (SIAKBA) dalam mendukung proses rekrutmen Panitia Pemilihan Kecamatan (PPK) pada Pemilu 2024 di Kabupaten Banggai. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif. Pengumpulan data dilakukan melalui wawancara mendalam dengan berbagai informan yang terlibat secara langsung dalam proses rekrutmen, serta ditunjang oleh data relevan lainnya. Hasil penelitian menunjukkan bahwa implementasi SIAKBA dalam tahapan rekrutmen PPK di Kabupaten Banggai berjalan dengan capaian yang cukup baik. Hal ini terlihat dari kemudahan akses, kelengkapan informasi, serta dukungan layanan yang diberikan. Berdasarkan enam dimensi kesuksesan sistem informasi DeLone dan McLean, sistem dinilai memiliki kualitas yang memadai, informasi yang disajikan cukup akurat, serta layanan yang responsif. Namun, terdapat kendala dalam hal akses internet di wilayah terpencil dan kesulitan teknis dalam pengunggahan dokumen, yang berdampak pada kepuasan sebagian peserta rekrutmen. Secara umum, SIAKBA memberikan kontribusi positif terhadap proses administrasi rekrutmen badan adhoc KPU. Untuk mendukung keberhasilan yang lebih optimal, diperlukan penguatan infrastruktur jaringan, penyempurnaan fitur sistem, serta sosialisasi yang lebih luas kepada masyarakat. Dengan langkah tersebut, implementasi SIAKBA diharapkan semakin mendukung prinsip transparansi, efisiensi, dan akuntabilitas dalam penyelenggaraan tahapan rekrutmen PPK.
