Abstract

Kebijakan Dana Insentif Daerah (DID) di Indonesia dimulai sejak tahun 2011 dengan tujuan memberikan penghargaan kepada pemerintah daerah atas kinerjanya. Mengingat perkembangan DID menjadi hal yang diprioritaskan oleh pemerintah pusat maka perlu adanya evalusi dalam pengalokasiannya. Penelitian ini akan melihat bagaimana evaluasi kebijakan tersebut dilihat dari kesesuaian alokasi pemberian DID serta mengetahui faktor-faktor apa saja yang dominan dalam pemberian DID kepada pemerintah daerah. Metode yang digunakan adalah regresi logistik untuk melihat apakah daerah tersebut memenuhi kriteria atau tidak, apabila daerah tersebut memenuhi kriteria maka berhak untuk menerima DID. Selanjutnya, hasil nilai probalilitas observasi akan sandingkan dengan status penerima DID dari data Kemenkeu periode waktu 2012 – 2020. Didapatkan hasil bahwa terjadi ketidaksesuaian dalam pengalokasian DID, dimana daerah yang memenuhi kriteria penilaian harusnya berhak menerima DID, tetapi kenyataannya tidak menerima DID dan sebaliknya.

Abstract

In determining electricity tariffs in Indonesia, it has changed since 2015, namely by the policy of tariff adjustments or adjustments to electricity tariffs by adjusting to macro indicators namely ICP, exchange rates and inflation. This paper will examine the impact of the tariff adjustment policy on Indonesia's household electricity consumption. By using the Ordinary Least Square (OLS) regression method, the results show that the effect of electricity prices on electricity consumption is negative and insignificant, which means that the effect of changes in electricity prices on household electricity consumption is very small. From this study also added control variables from the social, economic and building aspects that can affect household electricity consumption pattern.

Abstract

The implementation of National Health Insurance (NHIS; or Jaminan Kesehatan Nasional/JKN)’s policy, increasing patient access to medicine while keeping its budget under tight control, has the potentiality to result in compromising the safety and efficacy of the medicine. Budget constraint and the existing asymmetry information in terms of quality and price of medicines could lead to a moral hazard situation where pharmaceutical companies may produce substandard and falsified medicines to secure their profit. The result of this research using logistic regression analysis showed that despite previous assumptions, medicines included in JKN list are actually having lower probability of falsified or substandard compared to their counterparts, non-JKN medicines. In terms of the relation between price and quality of the medicines, the probability of falsified or substandard medicines increases up to a price level where for the poor qualified medicines does not have the ability to copy the original medicines while still making profit out of it. As a result, this research recommends full implementation of JKN to include all essential medicines into its list to avoid asymmetry information and maintain medicines quality. JKN also needs to have a price-differentiation policy which allows pharmaceutical companies to maintain quality of their medicines, even to innovate for a better one, while still maintaining a good profit and their ability to compete in the JKN era.

Abstract

Studi ini menganalisis dampak kebijakan larangan ekspor bijih nikel (2014–2016) dan pembangunan smelter (2009–2021) terhadap PDRB per kapita dan konsumsi rumah tangga per kapita menggunakan data panel seimbang dari 81 kabupaten/kota di Sulawesi periode 2006–2021. Dampak kausal dan efek spillover dianalisis menggunakan metode Difference-in-Difference (DiD) dan Spatial Durbin Model (SDM). Hasil penelitian menunjukkan kebijakan larangan ekspor tidak berdampak pada kedua variabel. Pembangunan smelter justru berdampak negatif terhadap PDRB per kapita, tetapi menghasilkan efek spillover positif pada PDRBperkapita daerah tetangga dan efek spillover negatif terhadap konsumsi rumah tangga per kapita di daerah non-smelter.

Abstract

Natural resource extraction in Kalimantan has long been a cornerstone of both local and national economic development. While such resources can stimulate growth, their impact on socio-economic indicators depends on the intensity of interaction between economic and social dimensions. This study analyzes the effects of coal mining, oil and gas extraction, and oil palm plantations on poverty and open unemployment rates across 55 districts and cities in the five provinces of Kalimantan (West, East, North, South, and Central Kalimantan) over the period 2010 to 2023. Panel data regression is employed, with robustness checks conducted by dividing the analysis into two subperiods: 2010-2016 and 2017-2023. The results show that coal mining has not contributed to reducing either poverty or unemployment. Oil and gas extraction has no significant impact on poverty and has not reduced unemployment during the 2010-2016 period. In contrast, oil palm plantations consistently reduce open unemployment across the entire period and are associated with poverty reduction in the 2017-2023 subperiod. These findings suggest the need for governance reform in the mining sector to improve its contribution to poverty and unemployment reduction, along with stronger policy support for the palm oil sector, which has demonstrated more consistent socio-economic benefits.

Abstract

Indonesia has renewable energy potential spread across various islands. However, limited interconnection between regions is an obstacle to energy distribution. The purpose of this study is to analyze the planning of renewable energy (RE) power plants covering eight types: Geothermal Power Plants (PLTP), Solar Power Plants (PLTS), Wind Power Plants (PLTB), Biomass Power Plants (PLTBm), Biogas Power Plants (PLTBg), and Waste Power Plants (PLTSa). The analysis was conducted in four main system regions in Indonesia, namely Java-Bali, Sumatra, Kalimantan, and Sulawesi, which are currently not interconnected. The study is based on the availability of renewable energy potential, production forecasts, and installed capacity in Indonesia in 2022. The linear programming method is used to allocate renewable energy potential to minimize generation costs or LCOE (Levelized Cost of Electricity). The results of the study show that the Java-Bali, Kalimantan, and Sulawesi regions can achieve the renewable energy mix target of 34% of total generation in 2030. Meanwhile, the Sumatra region is projected to be able to achieve the renewable energy mix target of 46% in the same year. Furthermore, all regions are projected to achieve 100% renewable energy mix by 2050. The development of PLTS and PLTM/MH is a top priority due to its large potential and low LCOE, with a scale and time adjusted to regional needs.
