Abstract

The Civil Servant Candidate Basic Training (Latsar CPNS) is designed to meet the needs of shaping the character of civil servants (ASN) and serves as a crucial foundation for the establishment of a service-oriented government. The participants of CPNS LIPI (integrated with BRIN) are not only located in Indonesia but are also scattered across various countries, engaged in research activities that cannot be abandoned, necessitating the implementation to be conducted through distance learning. The selection of methods and learning model approaches becomes crucial to ensure effectiveness and to ensure that participants comprehend the materials presented by facilitators. The 70-20-10 Learning Model is an approach that not only focuses on classroom learning but also emphasizes a combination of effective learning, with 70% through challenging workplace assignments, 20% task implementation and problem-solving, and 10% from training and reading. The research aims to (1) determine whether e-learning can strengthen participants' understanding during Massive Open Online Courses (MOOC), (2) explore the adaptation of the preferred learning model by participants from Science and Technology Human Resources (SDM Iptek) and Management of Science and Technology Human Resources (SDM Manajemen Iptek), and (3) observe the preference for adapting the 70-20-10 learning model in learning agendas 1, 2, and 3 through e-learning. The study's sample consists of Latsar CPNS Grade III participants from LIPI (integrated with BRIN), comprising three cohorts, with a total of 69 participants. The research instrument utilized in this study is a questionnaire distributed to training participants using a Likert scale. Data processing is carried out using descriptive statistics, as well as inferential statistics with Fisher Exact Test and Factor Analysis. The research results indicate that (1) E-learning in Latsar CPNS BRIN is capable of reinforcing the agenda 1, 2, and 3. (2) The adaptation model more favored by participants from SDM Iptek is 70-10-20. Meanwhile, the learning model more preferred by SDM Management Iptek is the 20:70:10 learning model. (3) In the deepening of agenda 1 material, participants are more suited to the formal learning model (10). For Agenda 2 material, participants tend to favor social learning (20). Meanwhile, for Agenda 3 material, participants prefer a combination of formal learning and experiential learning (10-70).

Abstract

This study examines the role of widyaiswara in research activities, specifically the usage of digital literacy and artificial intelligence (AI) in scientific publications. Using descriptive and inferential analysis (Fisher Exact Test and Dummy regression), it was discovered that 87.5% of respondents had participated in scientific publications, with 65% serving as main authors, whereas 7.5% had never written. As many as 81.25% of widyaiswara perform scientific searches, while just 34.38% use reference management tools. The Fisher test revealed a substantial correlation between publication type and scientific search utilization, but not with reference management systems. The usage of AI in publications remains minimal, with just 16.1% of respondents using it, and there is no meaningful association with publication type. Regression models suggest that digital literacy considerably increases the number of scientific publications, but AI has not been widely used. Overall, widyaiswara's level of technology use and digital literacy remains poor when it comes to publishing scientific articles in the digital era. Keywords: Widyaiswara; Digital Transformation; Scientific Publication; Digital Literacy; Artificial Intelligence (AI)

Abstract

Basic Training (Latsar) for Civil Servant Candidates (CPNS) is a critical element in developing the competencies of Indonesia's civil servants. This study aims to analyze the effectiveness of a blended learning approach in improving learning outcomes of Latsar participants based on their domicile, either domestically or abroad. A quantitative approach was employed using descriptive and inferential statistical analysis. Data were collected from 158 participants of the 2024 BRIN CPNS Latsar program and analyzed through independent sample t-tests and binary logistic regression. The findings reveal that participants residing abroad achieved significantly higher scores in independent learning (MOOC), whereas domestic participants performed better in actualization reports. No significant differences were found in e-learning, classical training, or actualization design seminars. Logistic regression results indicate that only the actualization report assessment significantly influenced participants’ graduation outcomes. These results highlight the importance of tailored support for overseas participants and the essential role of mentors and coaches in guiding actualization-based learning. The study recommends enhancing coaching strategies to ensure equitable learning outcomes regardless of participant location. Keywords: CPNS Basic Training; Blended Learning; Learning Outcomes; Participant Domicile; MOOC; Actualization

Abstract

This research aims to analyze the obstacles and solutions faced by educators (widyaiswara) in improving the productivity of scientific publications. The research method employed is analytical descriptive, utilizing online questionnaires for data collection. The primary respondents are 40 educators participating in scientific publication pilot training. Data analysis involves descriptive statistics, multinomial logistic regression, and Fisher exact test. The research findings indicate that 50% of educators mention time constraints, 17.5% cite laziness, and 15% identify a lack of references as obstacles. The proposed solutions to overcome these obstacles involve the utilization of artificial intelligence (AI) technology. Regarding the use of references in scholarly literature, educators are deemed proficient in selecting reference sources. However, there is room for improvement in the optimal utilization of scientific reference tools, with 66% of educators not yet utilizing reference management applications in their scientific publications. This research provides insights into challenges and recommended solutions for enhancing the productivity of scientific publications for educators. The promotion of AI utilization, modern applications, and tools for academic reference searches needs continuous advocacy. Participation in training, joining Communities of Practice (CoP), and self-directed learning in scientific writing can serve as solutions for educators to boost motivation and improve the quality of their research and resulting publications.

Abstract

Publication of Scientific Writing in national scientific journals is a demand that must be fulfilled as a form of scientific responsibility, and has an impact on increasing interest in Scientific Writing Training. Data processing and analysis is one of the materials that is considered important in Scientific Writing training. However, in reality, this material is not easy to convey to participants. The power of data processing and analysis material is not only theoretical, but also needs to be deepened through the practice of data processing and analysis. This research aims to evaluate the effectiveness of curriculum changes in Basic Level of Scientific Writing training which focuses on Data Processing and Analysis Practices material, by comparing the evaluation results in 2022 and 2023. The instruments used in this research are (1) evaluation assessment of training implementation from participants for training organizers, as well as (2) Scientific Writing Seminar assessments, with respondents of 105 Scientific Writing Training participants in 2022, and 126 Scientific Writing training participants in 2023. Data analysis processing was carried out using Boxplot descriptive statistical analysis and continued with inferential statistical analysis using independent tests sample t-test, one-way ANOVA, and Duncan's follow-up test. The research results show that curriculum changes have had a better effect on participants' ability to produce scientific papers.
