Abstract

Digital-based education has become a global paradigm that requires a comprehensive transformation in regulations, management, leadership, and institutional frameworks within higher education. This study aims to identify global issues in digital education relevant to Islamic higher education institutions; analyze UIN Sunan Gunung Djati Bandung’s strategic responses and policy adaptations to these global demands; describe internal and external challenges during the digital transformation toward a World Class University (WCU); and provide strategic recommendations for a sustainable and globally competitive digital education system. This research employs a literature review, collecting data through analysis of institutional documents, and online news tracking related to digitalization, leadership, and higher education regulations. The findings reveal that UIN Bandung addresses global challenges—such as technological disruption, digital inequality, and accreditation demands—by strengthening online learning regulations, modernizing digital-based management services, fostering transformational leadership, and establishing adaptive digital institutions. Key challenges include infrastructure limitations, uneven digital literacy, limited internationalization of digital programs, and a slow organizational cultural shift. To overcome these issues, the university implements comprehensive strategies, including strengthening digital infrastructure, reforming globally oriented curricula, enhancing digital competencies among academic communities, and promoting international collaboration. The study emphasizes that comprehensive institutional readiness is essential for UIN Sunan Gunung Djati Bandung to realize its vision as a World Class Digital University that is adaptive, ethical, and globally competitive.

Abstract

Higher education institutions today are not only centers of knowledge development but also expected to meet international standards as World Class Universities (WCU). One major challenge in achieving this status lies in the effective, transparent, and output-oriented management of budgeting and financing systems. UIN Sunan Kalijaga Yogyakarta, in its effort to become a World Class Education (WCE) institution, faces significant global pressures such as declining state budget allocations, international accreditation demands, increasing PhD faculty ratios, and the need for campus expansion. This study aims to examine how budgeting and financing systems—Rupiah Murni (RM), Public Service Agency (BLU), and Single Tuition Fee (UKT)—are implemented, the global issues influencing higher education financing, and how these systems support institutional transformation. Using a qualitative descriptive approach and case study method, the research reveals that UIN Sunan Kalijaga adopts a hybrid financing model combining state funds, institutional revenues, and student contributions. The BLU system grants financial flexibility through service income and asset optimization, while UKT is managed transparently to ensure affordability. However, global issues such as funding cuts, education inflation, and dependency on government-issued Islamic bonds (SBSN) pose ongoing challenges. In this context, financial systems become critical drivers for improving infrastructure, academic quality, and global engagement. Initiatives like endowment fund development signal a strategic shift toward long-term financial sustainability. Ultimately, budgeting and financing serve not only administrative functions but also act as key catalysts in achieving WCU standards.

Abstract

This study explores the global digital marketing strategies implemented by Universitas Internasional Batam (UIB) in its pursuit of World Class Education (WCE). Employing a qualitative descriptive approach, the research analyzes UIB’s efforts to expand its international reach through multilingual website development, participation in global mobility programs such as Erasmus and AIESEC, and active digital campaigns across social media platforms. Findings reveal key challenges including limited multilingual content, insufficient digital marketing infrastructure and human resources, and a lack of differentiated international academic programs and sustainable collaborations. Despite these challenges, UIB demonstrates strategic progress through capacity-building initiatives, accreditation efforts, and enhanced global partnerships. The study highlights the importance of integrating digital innovation with local cultural values (glocalization), strengthening international academic networks, and adopting data-driven marketing approaches. The results provide valuable insights for higher education institutions aiming to compete effectively in the increasingly globalized digital education market.

Abstract

In the era of globalization and increasing competition among higher education institutions, Universitas Negeri Jakarta (UNJ) is striving to achieve the status of a World Class Education (WCE) institution. This study aims to explore how leadership and international collaboration at both institutional and human resource levels contribute to the realization of WCE at UNJ. Utilizing a qualitative descriptive approach, data were collected through in-depth interviews with university leaders, international office staff, and academic personnel, alongside analysis of institutional documents. The findings reveal that visionary, transformational, and distributed leadership plays a crucial role in fostering internationalization strategies, including academic mobility, global research partnerships, and cross-border curriculum development. However, the study also identifies significant challenges such as limited institutional synergy, inadequate international literacy among staff, and underdeveloped monitoring systems for sustainable collaboration. The research emphasizes the need for integrated leadership models and systematic human resource development to enhance global competitiveness. Ultimately, the synergy between effective leadership and strategic international cooperation is essential for positioning UNJ as a globally recognized university.

Abstract

The pressures of globalization have pushed higher education institutions to reorient their policies beyond local needs toward international competitiveness by aligning with World Class Education (WCE) standards. This study explores how UIN Syarif Hidayatullah Ciputat responds to such global demands through its education management policies. Using a qualitative single case study design adapted from Yin, data were collected via in-depth interviews with policy stakeholders, document analysis of strategic and academic policy, and participatory observation. Thematic analysis, following Braun and Clarke’s framework, was employed to interpret findings. Results show that UIN Ciputat's policy response is reflected in its Strategic Plan 2020–2024 through five priority programs emphasizing teaching quality, global publication, human resource development, infrastructure modernization, and global partnerships. Influential external policies, particularly the Ministry of Education’s Key Performance Indicators (IKU), have encouraged restructuring efforts toward international accreditation and improved global visibility. Implementation strategies are executed through strategic faculty-level agendas and institutional coordination mechanisms involving regular monitoring and evaluation. Despite several constraints—including budget reallocation due to COVID-19, low international publication output, and digital infrastructure gaps—the university has leveraged its autonomous status (PTN-BH), regional rankings, global networks, and government incentive funds to advance its internationalization agenda. This research concludes that while UIN Ciputat has made substantial progress, further optimization in funding, collaboration, and capacity-building is necessary to fully achieve WCE standards.

Abstract

This study aims to examine the strategic efforts undertaken by Universitas Negeri Jakarta (UNJ) to enhance human resource professionalism and build competitive advantage in its pursuit of becoming a World Class University (WCU). The era of globalization demands higher education institutions to continuously innovate and improve their quality to remain competitive at the international level. This research employed a descriptive qualitative approach using a case study method. Data were collected through in-depth interviews with UNJ leadership, document analysis of UNJ’s strategic plan, and indirect observation. The findings reveal that UNJ has implemented various strategies, including faculty and staff qualification improvement programs through advanced studies and professional training, curriculum development aligned with Industry 4.0, enhancement of international scientific publications, and expansion of global partnership networks. However, the university still faces several challenges, such as limited funding for large-scale research and the need for a more globally oriented academic culture. The study recommends strengthening multinational research collaboration, increasing financial support for research-active faculty members, and accelerating institutional digital transformation to support UNJ’s vision of becoming a World Class University.
