Abstract

The year 1999 has been marked as the reform era where the old law on regional autonomy has been replaced with the new ones, i.e. Law Number 22 Year 1999 and Law Number 32 Year 2004. These two new laws have promoted the emergence of new local governments throughout Indonesia, as a process of amalgamation. Between 1999 and 2007 there were 173 new local governments emerged. The assumption that amalgamation will bring more fund and development to the new region (local government) has been the reason why this phenomenon emerged. The Municipality of Sambas is one of the examples. This study has been conducted according to Government Regulation Number 129 Year 2007, to find out whether the Municipality of Sambas was feasible to be amalgamated into three Municipalities. The result of the study shows that based on the indicators stated in Government Regulation Number 129 Year 2007, the amalgamating is not feasible.

Abstract

This study aims to identify strategies for improving the quality of human resources as peacekeepers at the TNI Peacekeeping Mission Center (PMPP TNI). Using qualitative methods, this research explores strategies that can be implemented to enhance the quality of human resources at PMPP TNI. Through an analysis of relevant texts and literature, this study emphasizes the importance of developing quality leadership and planned human resource development in the context of global peacekeeping missions. The findings of this study reveal the complexity of the challenges faced in implementing these strategies, including the need for international collaboration in knowledge and technology exchange. The implications of these findings indicate that a holistic and targeted approach is necessary to achieve the goal of improving human resource quality in peacekeeping training. Additionally, this research underscores the importance of cross-border collaboration in training technology to achieve optimal training independence. This study provides valuable contributions for policymakers and practitioners in formulating strategies to enhance the quality of human resources as part of efforts to maintain world peace

Abstract

Kasus korupsi tunjangan kinerja (tukin) di Kementerian Energi dan Sumber Daya Mineral (ESDM) yang melibatkan sepuluh pegawai dari Direktorat Jenderal Mineral dan Batubara (Ditjen Minerba) telah menimbulkan kerugian negara sebesar Rp 27,6 miliar. Penelitian ini bertujuan untuk menganalisis mekanisme pemberhentian pegawai yang terlibat dalam kasus korupsi, dampak hukum dan administratif dari tindakan tersebut, serta efektivitas pemberhentian dalam mencegah kasus serupa di masa depan. Metode penelitian yang digunakan adalah studi literatur dengan pendekatan kualitatif, yang melibatkan analisis berbagai sumber informasi seperti jurnal ilmiah, buku, artikel berita, dan dokumen resmi. Hasil penelitian menunjukkan bahwa pemberhentian pegawai yang terlibat dilakukan dengan tidak hormat, berdasarkan penerapan Undang-Undang No. 13 Tahun 2003 tentang Ketenagakerjaan. Dampak dari tindakan ini termasuk perbaikan citra organisasi, pengurangan risiko korupsi di masa depan, dan penegasan komitmen terhadap integritas. Dapat dikatakan bahwa pemberhentian pegawai korup merupakan langkah penting dalam menjaga integritas institusi dan membangun fondasi yang kuat untuk tata kelola pemerintahan yang bersih dan transparan.

Abstract

This article aims to analyze several articles on the topic of coordination in the public sector using the literature review method. Results This study addresses the importance of coordination at different levels of government, organizations, and companies, which is a complex challenge and depends on the specific context. Hegele (2018) found that government coordination is more often focused on structural structuring than policy substance. Shi & Gao (2016) emphasized that the effectiveness of global account management is greatly influenced by operational conditions. Rios (2015) underlines the importance of intergovernmental coordination in addressing drug trafficking in Mexico, while Dieperink et al. (2018) point out that multilevel governance coordination is essential in managing urban flood resilience. These findings emphasize that for poverty alleviation programs, the Indonesia government must build effective multi-stakeholder coordination to ensure the successful implementation of the programs

Abstract

Bureaucratic reform in military institutions is a major challenge in creating a professional, transparent, and meritocracy-based system. TNI, as a pillar of national defense, faces structural and organizational culture barriers in implementing an effective merit system. This research aims to analyze the implementation of meritocratic governance in TNI's bureaucratic reform, identify inhibiting factors, and design strategies to improve the effectiveness of the merit system. Using a qualitative approach based on literature review and policy analysis, this research found that although reforms have been carried out, resistance to change, lack of digital infrastructure, and the strong influence of seniority are the main obstacles. To overcome these challenges, data-driven reforms, digitization of HR management, and alignment of regulations with the characteristics of military organizations are needed. The results of this research are a breakthrough in building a more adaptive meritocracy model in the military environment, encouraging professionalism, and accelerating the achievement of national bureaucratic reform targets. With the right strategy, TNI can transform into a more modern and accountable institution in HR management.

Abstract

Traffic accidents remain a significant concern, causing high mortality rates and severe injuries, particularly in East Aceh Regency. This study examines the role of collaborative governance through the pentahelix approach in minimizing traffic accidents. The pentahelix model involves government, academia, businesses, communities, and the media in traffic safety management. Using a literature study method, this research identifies key factors contributing to accidents, evaluates the role of various stakeholders, and explores strategies for effective collaboration. The findings highlight structural challenges, resource limitations, and the need for an integrated approach to accident prevention. The study recommends forming inclusive forums, enhancing knowledge sharing, and strengthening stakeholder coordination to improve road safety. A structured collaborative governance model can significantly reduce traffic accidents, especially among minors, ensuring a safer road environment.
