Abstract

Pemberian tunjangan kinerja di organisasi Polri bertujuan untuk memotivasi aparaturnya dalam bekerja. Tunjangan kinerja sendiri merupakan imbalan yang diberikan berdasarkan usaha, jerih payah dan kontribusi pegawai yang diberikan pada organisasi yang terangkum dalam penilaian kinerja bukan berdasarkan pangkat dan golongan saja.  Selain itu tunjangan kinerja pun harus menganut prinsip keadilan dan kelayakan, oleh karena itu dalam pelaksanaanya diperlukan strategi yang tepat untuk bisa menerapkan prinsip tersebut. Dalam penelitian ini menggunakan pendekatan kuantitatif dengan metode pengambilan data menggunakan mixed methode melalui survei dan wawancara mendalam. Hasil dari penelitian ini adalah bahwa tidak ada perbedaan persepsi pegawai mengenai keadilan dalam pemberian tunjangan kinerja. Selain itu strategi yang dapat dilakukan adalah dengan mengacu pada  kehadiran, kinerja, beban tugas, tanggung jawab serta resiko pekerjaan dari anggota yang dilakukan sehari-hari.

Abstract

AbstrakPenelitian ini membahas mengenai implementasi kebijakan manfaat Jaminan Hari Tua (JHT) di Indonesia. JHT merupakan salah satu program jaminan sosial ketenagakerjaan dengan manfaat berupa uang tunai yang dapat diberikan kepada peserta ketika memasuki usia pensiun, cacat tetap atau meninggal dunia di Indonesia. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam dan studi literatur. Hasil dari penelitian ini yakni keberhasilan implementasi kebijakan manfaat JHT di Indonesia sangat dipengaruhi oleh berbagai faktor diantaranya meliputi konten dan konteks dari kebijakan itu sendiri serta kepatuhan dan kondisi sosiologis masyarakat. Keberhasilan Implementasi kebijakan manfaat JHT di Indonesia dalam mencapai tujuannya memerlukan adanya sinkrosisasi pada aspek filosofis, sosiologi dan yuridis dari kebijakan tersebut.

Abstract

Abstrak: Masih ada 43% dari 4.450.000 Pegawai Negeri Sipil (PNS) di Indonesia yang memiliki kualifikasi pendidikan Sekolah Menengah Atas (SMA) menghambat kinerja  Pemerintah Indonesia. Lebih lanjut lagi, 32,6 % dari total PNS di Indonesia mendekati usia pensiun. Keadaan itu mendorong Pemerintah Indonesia melaksanakan rekrutmen Calon Pegawai Negeri Sipil (CPNS). Studi ini membahas penyusunan perangkat seleksi di rekrutmen CPNS. Perangkat seleksi tersebut adalah Tes Kompetensi Dasar (TKD) dan Tes Kompetensi Bidang (TKB). Studi ini dilakukan melalui pendekatan post positivist dengan studi kasus di Lembaga Ilmu Pengetahuan Indonesia (LIPI). Wawancara mendalam dengan aktor sentral dalam penyusunan perangkat seleksi menjadi sumber pengumpulan data primer. Studi ini melihat perangkat seleksi melalui lima dimensi dari perangkat seleksi yang efektif yaitu reliabilitas, validitas, generalisasi, utilitas, dan legalitas. Penyusunan TKD dilakukan oleh Kementerian Pendidikan dan Kebudayaan sedangkan penyusunan TKB dilakukan oleh tim khusus di LIPI. Studi ini menunjukkan bahwa hampir semua aspek perangkat seleksi efektif sudah terimplementasi. Aspek yang belum terimplementasi adalah tahap testing dari perangkat seleksi tersebut. Beberapa tantangan penyusunan juga terungkap dalam studi ini. Manfaat dari studi ini adalah memberikan saran berbasis riset kepada Pemerintah Indonesia untuk mengembangkan perangkat seleksi yang lebih baik di masa yang akan datang. Abstract:  The fact that from among 4.450.000 civil servants in Indonesia, as many as 42% are still senior high school graduates hampers the Indonesian government from achieving organizational goals effectively. In addition, as much as 32,6% of civil servants are elderly human resources approaching retirement age. Such conditions force Indonesian government to take an option of recruiting Civil Servant Candidate. This study discusses the preparation issue of the selection tool used to screen the applicants during the recruitment process. The selection tool in question are Basic Competence Test and Field Specific Competence Test. A post positivist case study was conducted at the Indonesian Institute of Sciences. In-dept interviews with central stakeholders were used as data collection method. The study looked from five dimensions of effective selection tool which are reliability, validity, generatability, utility, and legality. The formulation of Basic Competence Test was conducted by Ministry of Education and Cultures while the formulation of Field Specific Competence Test was conducted by special team in Indonesian Institute of Sciences. The study shows that from mentioned dimensions, while most aspects were implemented in the formulation, the step missing was a tryout of those selection tools. The study also shows that the formulation faced several specific challenges in each competence test. Benefit of this study is to give research-based advice for Indonesian government in next Civil Servants Candidate recruitment process.

Abstract

The purpose of this journal is to describe the staff planning for a second category of honorary employees who are not qualified to be civil servants in the Bogor Regency. The issue of staff planning in the public sector is important because the employees need to achieve the mission of public sector to response the demands of society and to meet the public's needs. The result of this research can be used as the recommendations to the central government, Bogor Regency Administration, and other local governments in efforts to face the second category of honorary employees who are not qualified to be civil servants. The method of this research is a qualitative approach. This research uses in-depth interviews with purposive technique and study document. The result shows that staff planning of Bogor Regency Administration is to re-employ the second category of honorary employees who are not qualified to be public servants. This staff planning is based on environment, forecasting, purposes, plans, and support from Bogor Regency Administration, but needs to consider the existence of Draft of Regulation about Civil State Apparatus (RUU ASN); regional minimum wages and insurance; training and development; and limitation of working age.

Abstract

This purpose of this research paper is to describe the role of the Denpasar City Government in supporting the resources of endek fabric creative industry. The Denpasar Government has done a number of policies/activities in supporting the resources of endek fabric creative industry. As a result, the Denpasar Government earned with Upakarti and Innovative Government Award nomination in 2012. Furthermore, one of their attempts was submitted in UNPSA Competition. Nevertheless, endek fabric industry still face several problems, namely the lack of weavers and the crisis of competitiveness of the endek fabric. This research utilizes several concepts, such as the role of the government in the Triple Helix Model, the resource endowment in regional development, and creative industry. The approach is of the study is the qualitative approach that utilize in-depth interviews and literature study. The result is that the Denpasar City Government plays the role as the regulator by formulating the Denpasar Local Regulation No. 6/2012 as a cornerstone of the endek industry development. Furthermore, the Denpasar City Government provided weaving tools and conducted eight activities/policies, such as training and exhibitions; suggestion for using endek products; holding Denpasar Festival and trade mission; promoting Endek Ambassador pageant; building Imperium Kumbasari and Denpasar Design Center; establishing Denpasar's Endek, Bordir, and Songket Association. The Denpasar City Government has provided the interaction space between university and business interaction spaces. On the other hand, the Denpasar City Government still cannot overcome the crisis faced by the weavers.

Abstract

The year 1999 has been marked as the reform era where the old law on regional autonomy has been replaced with the new ones, i.e. Law Number 22 Year 1999 and Law Number 32 Year 2004. These two new laws have promoted the emergence of new local governments throughout Indonesia, as a process of amalgamation. Between 1999 and 2007 there were 173 new local governments emerged. The assumption that amalgamation will bring more fund and development to the new region (local government) has been the reason why this phenomenon emerged. The Municipality of Sambas is one of the examples. This study has been conducted according to Government Regulation Number 129 Year 2007, to find out whether the Municipality of Sambas was feasible to be amalgamated into three Municipalities. The result of the study shows that based on the indicators stated in Government Regulation Number 129 Year 2007, the amalgamating is not feasible.

Abstract

This article analyses the observation of science & technology (Iptek) and innovation policies in activities of science and technological research, development, and implementation. Science & technology and innovation policies become an important study subject since in some countries this field gives positive effect to competitiveness of a nation. Qualitative approach was selected in studying science & technology and innovation policy in Indonesia since its appropriation with the objective of portraying national policy in science & technology and innovation. Method employed was content analysis qualitative with framing analysis, which in this study refers to concept of science & technological research, development, and implementation. The results of this study shows that national policy of Indonesia during 2000-2011 period were less supportive to development, research, diffusion, and implementation of technology in regions, proven by evidence that there was only few policies supporting the system implementation of science & technological research, development, and implementation in Indonesia.

Abstract

Artikel ini bertujuan untuk memaparkan kondisi nyata mengenai keterbukaan informasi publik yang dikelola oleh Pemerintah Provinsi DKI Jakarta. Adapun yang melatarbelakangi penulisan ini adalah karena Indonesia sebagai negara demokrasi telah menjamin warga negaranya dalam hak untuk memperoleh informasi. Selain itu, untuk mewujudkan good governance yang berasaskan transparansi, partisipatif, akuntabel, berkeadilan, efektif dan efisien, penyelenggara negara berkomitmen dengan menghadirkan keterbukaan informasi yang dikelola kepada publik dan salah satunya dilaksanakan oleh Pemerintah Provinsi DKI Jakarta. Pada pertengahan tahun 2019, Pemerintah Provinsi DKI Jakarta mendapat rapor merah terhadap keterbukaan informasi publik oleh Aliansi Jurnalis Independen (AJI). Penulisan ini menggunakan metode kualitatif yang bersifat deskriptif dengan penjelasan yang mengacu pada pengertian keterbukaan informasi publik dan indikator penilaian keterbukaan informasi publik yang dimiliki oleh Aliansi Jurnalis Independen (AJI) dan menghimpun data sekunder dengan menggunakan data-data publikasi elektronik berupa berita. Hasil penulisan ini menyimpulkan bahwa penilaian rapor merah yang diberikan oleh Aliansi Jurnalis Independen (AJI) tidak sesuai dengan pengelolaan keterbukaan informasi yang dilakukan dan dibantah oleh Pemerintah Provinsi DKI Jakarta yang menyatakan bahwa pengelolaan informasi telah memenuhi indikator keterbukaan informasi publik.

Abstract

AbstrakBerbagai permasalahan muncul dalam pengadaan barang dan jasa pemerintah, mulai dari efektivitas, efisiensi, korupsi, dan lain sebagainya. Pemerintah pun mengambil langkah dengan melakukan perubahan terhadap kebijakan barang dan jasa guna mengatasi permasalahan-permasalahan tersebut. Perubahan kebijakan dilakukan dengan menerbitkan Peraturan Presiden (Perpres) tentang pengadaan barang dan jasa baru yakni Perpres Nomor 16 Tahun 2018 untuk menggantikan Perpres Nomor 54 Tahun 2010. Penelitian dengan menggunakan metode kualitatif melalui studi dokumen ini dilakukan peneliti untuk melihat perubahan apa saja yang terdapat di dalam Perpres Nomor 16 Tahun 2018 tersebut guna mengatasai permasalahan yang muncul dari regulasi sebelumnya.Kata kunci: kebijakan, pengadaan barang/jasa pemerintah, reformasi birokrasi

Abstract

This study aims to illustrate the policy transfer process for the Conditional Cash Transfer (CCT) program in Indonesia. The research approach used in this article is qualitative, with literature review as the data collection method. In simple terms, CCT is a type of social assistance that offers cash to beneficiaries when certain conditions are met. Indonesia has implemented CCT program since 2007 through the Family Hope Program (PKH). The implementation of PKH itself cannot be separated from the efforts of the international development community, such as World Bank and the Asian Development Bank (ADB), in transferring CCT policies. This is done through the production and dissemination of various knowledge products, arrangement of international conferences, as well as the provision of financial and technical assistance. These efforts were supported by policy opportunities which arose at the domestic level, and the active participation of local actors. Therefore, policy transfer can be understood as a process which involves not only the international, but also domestic political actors, who interact and collectively facilitate the transfer and implementation of a public policy. The transfer process is influenced by several factors. In the case of Indonesia, the local political dynamics became a policy opportunity that facilitated the CCT policy transfer process.
