Abstract

This study aims to evaluate the policy of publishing the Suitability of Spatial Utilization Activities in the developing tourism area in Rote Ndao Regency and identify the challenges faced. The study uses a descriptive qualitative approach through in-depth interviews, observations, and document studies. The analysis is carried out using William N. Dunn's Policy Evaluation Theory which includes indicators of effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The results show that the policy for issuing the Suitability of Spatial Utilization Activities has not fully answered the purpose of the policy, namely in facilitating the licensing process in accordance with spatial utilization, in this case the ease of the licensing process in accordance with the direction of spatial utilization and the development of sustainable tourism activities in Rote Ndao Regency. The main obstacles faced include the unavailability of Spatial Detailed Plan documents in the area which are integrated with the Online Single Submission system, regulatory limitations related to the utilization of coastal border areas to support tourism activities and the lack of optimal control and supervision activities after the issuance of permits, although the existence of tourism activities has had a positive impact on economic growth. This study recommends accelerating the preparation of Detailed Spatial Planning and Zoning Regulations in tourism areas, increasing human resource capacity, increasing coordination, synergy and data integration to realize sustainable spatial utilization and create a conducive climate for investment activities.

Abstract

This paper conducts a systematic literature review (SLR) to examine how Supreme Audit Institutions (SAIs) have integrated social media as a means to promote transparency, accountability, and public engagement. Based on an analysis of twenty two scholarly publications released between 2008 and 2024, the study highlights patterns in the adoption and application of social media platforms particularly on Twitter and Facebook within the context of government audits. Findings indicate that although SAIs increasingly utilize these platforms to disseminate information and enhance public outreach, their communication strategies often fall short of fostering meaningful, interactive engagement with citizens. Common obstacles include institutional conservatism, limited resources, and the complexity of audit language, all of which hinder broader participation. Nonetheless, the literature identifies emerging best practices that demonstrate how strategic use of social media can move beyond passive information sharing to support dialogue, responsiveness, and collaborative oversight. The review concludes that social media holds considerable yet largely untapped potential to strengthen SAIs’ democratic function. Realizing this potential will require not only technological adaptation but also organizational shifts toward more open, participatory governance models.

Abstract

This study analyzes the impact of good governance and e-governance on public trust in the Bureau for Press, Media, and Information (BPMI), Presidential Secretariat, Ministry of State Secretariat of the Republic of Indonesia. A quantitative approach was used, surveying 115 respondents involved in public information services. The findings show a strong positive correlation between good governance and public trust (r = 0.844), and a significant correlation between e-governance and public trust (r = 0.660). The combined effect of good governance and e-governance accounts for 72.6% of the variance in public trust. This indicates that effective implementation of transparency, accountability, and digital service innovations through e-governance significantly enhances public trust in the institution. Furthermore, e-governance accelerates the flow of information and improves public perception of the integrity and professionalism of BPMI. These results emphasize the importance of combining good governance with digital innovations to consistently strengthen public trust in governmental institutions.
