Abstract

ABSTRACT This study analyzes and obtain a description of Policy Implementation delegation of some authority of government of the Regent to the District Head in District Tanjungsari of Sumedang Regency. Design used in this study using descriptive research design with a qualitative approach. Data analysis techniques employed in descriptive research through data selection, data reduction, data presentation, drawing conclusions and verification. The results of this study can be revealed that the implementation of the policy of delegation of some powers to the District Head in District Regents Tanjungsari accordance with decree No. 55 of 2009 which bestows 22 (twenty two) areas of authority, are still not followed up with a technical guide its implementation, making it difficult for field implementation fully implemented and still can not run optimally. The obstacles faced by the integrated services that have not been implemented, in the sense of the service process in the district Tanjungsari not through one door and go through the procedure on each part in accordance with their main duty, so that the bureaucracy getting longer, there are still overlapping authority with Technical service or other agencies, so that the implementation of the service becomes not optimal, uniform pattern of delegation of authority to all the districts to make the pattern of service be the same and there is no specification tailored to the needs of local communities, Lack of Human Resources (HR). So that the delegation of authority is on target and in accordance with the needs, competencies and skills Increasing Human Resources (personnel) in the district Tanjungsari who will carry out the delegation of authority, the provision of funding support for the implementation of the delegation of authority from the Regents to the District Head in District Tanjungsari of Sumedang Regency in a way inventory and forecast demand infrastructure and facilities and where possible existing infrastructure be utilized in the process of implementation of the delegation of authority. Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas program Layanan Sambang Warga bagi masyarakat miskin di Kabupaten Sleman Provinsi Daerah Istimewa Yogyakarta. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data yang digunakan wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa dimensi pencapaian tujuan menunjukkan adanya kejelasan tujuan/sasaran dan dasar hukum. Pada dimensi integrasi telah digambarkan melalui adanya SOP yang jelas untuk memberikan kemudahan dan kejelasan bagi petugas layanan dan masyarakat. Dimensi adaptasi menunjukkan adanya kegiatan Bimtek yang telah diperoleh petugas layanan dan adanya keterbatasan sarana khususnya kendaraan bermotor dalam penerapan program Layanan Sambang Warga (LASAMBA). Kesimpulannya, bahwa pelaksanaan Program LASAMBA bagi masyarakat miskin di Kabupaten Sleman sudah berjalan cukup efektif. Akan tetapi masih ditemui kendala-kendala yan terjadi karena kurang mencukupinya kebutuhan sarana dan prasarana dan data alamat yang belum valid. Kajian ini juga mengungkap adanya tantangan terkait kemampuan sumber daya manusia petugas pelayanan. Secara teknis, program LASAMBA dijalankan dengan melakukan kunjungan langsung ke masyarakat, khususnya masyarakat miskin, yang kesulitan mengakses layanan sosial karena berbagai keterbatasan. Pendekatan ini memungkinkan respons yang lebih cepat dan efektif terhadap permasalahan sosial. Kata Kunci: Efektivitas; Masyarakat Miskin; Program Layanan Sambang Warga (LASAMBA)

Abstract

At present, there is an ongoing assessment of competency development requirements at the organizational level within the Balikpapan City BKPSDM unit. The findings of this examination delve into the necessity for competency development at the organizational level, scrutinizing the challenges and future issues faced by BKPSDM. The analysis involves the meticulous collection of data and information pertaining to the unit's challenges. These findings serve as a foundation for evaluating the individual competency development needs of each employee based on their respective roles. To enhance the professionalism of civil servants (ASN), the government must implement strategies such as aligning Civil Servants with their respective fields of expertise to maximize productivity. Furthermore, it is imperative for the government to uphold a conducive organizational environment to mitigate external influences on ASNs. A transparent and effective recruitment system, currently operating on a merit basis, is essential. However, relying solely on the merit system is insufficient; individuals must demonstrate a willingness to embrace change and take on responsibilities with dedication. The proposed model for competent state civil servants at Balikpapan City BKPSDM is the Quantum Leadership Model, encompassing five key follower roles: strategic implementor, follower as the leader, source of information, feedback provider, and friends and partners. These roles emphasize the multifaceted responsibilities of civil servants in executing strategic initiatives, showcasing leadership qualities, providing information, offering feedback, and fostering collaborative relationships. Additionally, meeting the demands for transparency in governance underscores the need to reinforce public relations and work relations, especially in the face of global competition.

trategi pengembangan adalah proses yang digunakan untuk menyelaraskan praktik pengembangan dengan tujuan organisasi. Penelitian ini bertujuan untuk mengetahui strategi pengembangan desa wisata Neval Van Java terhadap peningkatan kesejahteraan masyarakat. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif, dengan memberikan gambaran mengenai strategi pengembangan desa wisata terhadap peningkatan kesejahteraan masyarakat. Teknik analisis data yang digunakan adalah reduksi data, penyajian data dan penarikan kesimpulan. Kemudian teknik pengumpulan data yang digunakan yaitu observasi, wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa strategi yang dilakukan belum menunjukkan hasil yang maksimal, hal itu dibuktikan dengan ke 4 indikator yang digunakan sebagai berikut: (a) SDM; (b) Dana, (c) Informasi dan teknologi, dan (d) Sarana prasarana, Sektor pariwisata merupakan sektor yang potensial sebagai penyumbang pendapatan asli daerah, maka program pengembangan desa wisata diharapkan dapat memberikan kontribusi bagi pembangunan ekonomi dan kesejahteraan.

Abstract

Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kabupaten Penajam Pasir Utara. Peneliti menggunakan pendekatan kualitatif dalam penelitian ini. Teknik pengumpulan data terdiri observasi, wawancara mendalam dan studi dokumentasi. Implementasi Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kabupaten Penajam Paser Utara menunjukkan bahwa terdapat upaya untuk meningkatkan pelayanan publik melalui PATEN yang menghadapi berbagai tantangan.Pertama, perubahan regulasi, terutama telah mengalihkan beberapa kewenangan dari kecamatan ke dinas yang lebih spesifik..Kedua, meskipun ada peraturan yang mendukung pelaksanaan PATEN, seperti Peraturan Bupati Nomor 24 Tahun 2014, implementasi di lapangan masih terhambat oleh ketidaksesuaian waktu dan prosedur, serta kurangnya pemahaman masyarakat mengenai perubahan yang terjadi.Ketiga, inovasi dalam layanan, seperti program Antar Jemput Izin (AJI), yang sebelumnya berhasil, kini terhenti karena perubahan kebijakan yang tidak mendukung.Secara keseluruhan, meskipun PATEN memiliki potensi untuk meningkatkan efisiensi dan efektivitas pelayanan publik, tantangan regulasi dan implementasi yang ada perlu diatasi.

Abstract

Community needs for decent living When fundamental requirements are satisfied—clothing, food, shelter, and health care, for example—the community can be considered prosperous and able to carry out a variety of economic activities. Welfare is also a very basic concept. MSMEs, or MSMEs, or small and medium-sized businesses, can assist with this. This literature study aims to explain the ways in which micro, small, and medium-sized firms, or MSMEs, improve their local communities.
