Abstract

Abstrak: Tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan implementasi Perka BKN  Nomor 25 Tahun 2013 tentang kenaikan pangkat PNS di Kabupaten Mahakam Ulu. Penelitian termasuk penelitian deskriptif dengan pendekatan kualitatif, data yang digunakan yaitu data primer dan data skunder serta diolah dengan analisis model interaktif. Hasil penelitian menunjukkan bahwa implementasi kebijakan pada aspek komunikasi, sumberdaya, disposisi,dan struktur birokrasi dalam pelaksanaannya belum berjalan secara optimal. Faktor pendukung kebijakan kebijakan ini adalah adanya dukungan dari Pemerintah Kabupaten Mahakam Ulu dalam proses kenaikan pangkat khususnya anggaran khusus pegawai, adanya sarana dan prasarana yang menunjang pekerjaan yang dibutuhkan pegawai sehingga dapat membantu mengatasi permasalahan-permasalahan. Faktor Penghambat  yaitu ketidaktersediaan Tim PAK dalam proses kenaikan pangkat khususnya jabatan fungsional tertentu di Mahakam Ulu dan penempatan pegawai tidak sesuai dengan jabatan fungsional tertentu. Keyword : Implementasi, Penyetaraan, Perka

Abstract

This study aims to evaluate the potential effects of relocating the national capital on the local economy, design strategies to maximize economic and social benefits, and identify challenges. The research methods applied include literature and policy analysis, with a qualitative approach and descriptive analysis of available data. The results show that relocating the national capital has a significant impact on the local economy. First, the construction of new infrastructure such as roads, bridges, and other public facilities has increased investment and economic growth in the surrounding area. Second, the presence of a new government has increased economic activity through demand for administrative services, which positively affects sectors such as property, hospitality, and transportation. However, relocating the capital also presents challenges such as increasing property prices that can lead to gentrification, as well as social and demographic changes that require careful spatial planning and effective social impact management. Suggested mitigation efforts include sustainable spatial planning, social infrastructure development, local economic empowerment, and continuous monitoring of the impacts that occur. Thus, relocating the national capital has the potential to improve the local economy, but this can only be achieved through careful management and appropriate mitigation strategies.

Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan serta menganalisis strategi inovasi iBalikpapan pada Dinas Perpustakaan dan Arsip dalam upaya meningkatkan minat baca masyarakat Kota Balikpapan. Jenis penelitian ini menggunakan jenis penelitian kualitatif deskriptif.  Jenis data  yang digunakan adalah data primer dan data sekunder dan analisis yang digunakan adalah analisis model interaktif. Hasil penelitian menyimpulkan bahwa Aplikasi iBalikpapan dalam upaya meningkatkan minat baca Masyarakat di Kota Balikpapan secara umum telah dilaksanakan dengan baik namun belum maksimal, hal ini dapat diketahui berdasarkan indicator strategi inovasi dalam memberikan layanan terintegrasi, bahwa Dinas Perpustakaan dan Arsip Kota Balikpapan melalui aplikasi iBalikpapan telah mengusung pemberian layanan terintegrasi dengan menghadirkan fitur-fitur seperti profil, followers, following, koleksi buku digital, E-Pustaka, E-Reader, Go-Book, ruang belajar, fitur tombol suka dan komentar, kotak masuk, serta ulasan. Keterlibatan masyarakat memiliki peran mulai dari tahap pengembangan aplikasi hingga pengawasan pelaksanaan aplikasi serta evaluasi penggunaan aplikasi iBalikpapan dimana ketika ditemukan permasalahan atau kekurangan maka Masyarakat dapat melaporkan pada Dinas  Perpustakaan  dan  Arsip  Kota  Balikpapan  baik  melalui  situs  web resmi iBalikpapan, outline Whatsapp, maupun ulasan pada aplikasi Playstore sebagai tempat aplikasi iBalikpapan diunduh.Menjalin Kerjasama/Kolaborasi, pelaksanaan kolaborasi pada aplikasi iBalikpapan melibatkan kerjasama bersama pihak swasta yaitu PT Woolu Aksara Maya selaku pihak penanggung jawab penyedia jasa sistem dan operasi dalam bidang TI. Kemudian untuk Kolaborasi Internal Organisasi Perangkat Daerah pada Pemerintah Kota Balikpapan dan Kolaborasi Eksternal Pemerintah Kota Balikpapan seperti Tokoh, Komunitas, Perpustakaan Sekolah maupun Perpustakaan Perguruan Tinggi kolaborasi berupa pengelolaan dan penyediaan ruang e-Pustaka dalam aplikasi iBalikpapan.  Aplikasi iBalikpapan merupakan pergeseran pelayanan publik konvensional menuju digital. Hal ini membuat masyarakat dapat mengakses layanan membaca buku secara mudah tanpa harus datang langsung ke perpustakaan.

Abstract

AbstractMining activities are activities that utilize natural resources that have a direct impact on the environment. Development activities that do not comply with regulations and are not sustainable have the potential to cause major damage to the environment. C Excavation Mining is a type of mining whose scope is smaller than mineral and coal mining. However, because its scope is smaller, this does not mean that Excavation C mining does not have an impact on the environment. As a region rich in natural resources, East Kalimantan is a province with enormous potential in the mining sector. With this great potential, regulations are important to regulate all types of mining operations. In 2022, authority over mining permits, which was previously in the hands of the center, will again be in the hands of regional governments. However, East Kalimantan in particular still does not have a PERGUB regulation regarding the Galian C mine, so there are several cases involving the illegal Galian C mine and its negative impact on the related environment. This article will briefly discuss how the absence of a PERGUB regulating the illegal mining of Excavation C has resulted in losses and hampered East Kalimantan's natural resource wealth, and what recommendations for regulatory reform the local government can carry out regarding this issue.Keywords: Galian C, Governor Regulation, East Kalimantan

Abstract

This study aims to evaluate the implementation of the Nusantara Capital development planning policy as a strategy to accelerate the achievement of the development of sustainable cities and communities. This study uses a normative legal research method. The collected legal material is then qualitatively analyzed to describe the problem and answer the study objectives. The results show that the development of the Nusantara Capital has been strategically integrated with the SDGs. A solid legal and policy foundation has facilitated a holistic approach in planning and implementing this project, covering everything from efficient spatial organization to sustainable resource management. This policy implementation demonstrates a solid commitment to sustainable development principles, including environmentally friendly infrastructure development, social integration, and community participation. Moreover, the development of the Nusantara Capital explicitly supports the achievement of the development of cities and communities, which aims to create inclusive, safe, resilient, and sustainable urban environments. This approach ensures that development targets such as adequate housing, sustainable transportation, cultural heritage preservation, and environmental management are holistically integrated, meeting long-term objectives while addressing urbanization challenges. Therefore, it is recommended that the government should continue to strengthen policies and regulations that support sustainable development practices, ensuring transparency and accountability in every phase of development. For the private sector and industry, it is highly advisable to invest in environmentally friendly technologies and sustainable practices that support the vision of the Nusantara Capital as a model for future cities. Meanwhile, the community should be actively involved in the planning and decision-making processes to ensure that development is inclusive and meets local needs. Cooperation among all parties is essential to achieve inclusive, safe, resilient, and sustainable development goals, in line with SDG 11.
