Abstract

Abstract

This study examines the efforts of Southeast Asian countries to combat piracy and maritime robbery through the ASEAN Maritime Forum (AMF). Using a qualitative research method with a literature review approach, the study finds that AMF plays a critical role in strengthening coordination among ASEAN member states to address maritime threats. Key findings show that mechanisms such as intelligence sharing, joint patrols, and joint exercises among ASEAN security forces have enhanced operational preparedness. However, the study also identifies challenges, including differences in legal frameworks, resource limitations, and political tensions that hinder effective cooperation. Despite these challenges, AMF continues to serve as a vital facilitator of regional cooperation, with the potential to improve maritime security in Southeast Asia. The study emphasizes the importance of better coordination, policy harmonization, and sustained diplomacy to overcome these obstacles.

Abstract

This study aims to evaluate the potential effects of relocating the national capital on the local economy, design strategies to maximize economic and social benefits, and identify challenges. The research methods applied include literature and policy analysis, with a qualitative approach and descriptive analysis of available data. The results show that relocating the national capital has a significant impact on the local economy. First, the construction of new infrastructure such as roads, bridges, and other public facilities has increased investment and economic growth in the surrounding area. Second, the presence of a new government has increased economic activity through demand for administrative services, which positively affects sectors such as property, hospitality, and transportation. However, relocating the capital also presents challenges such as increasing property prices that can lead to gentrification, as well as social and demographic changes that require careful spatial planning and effective social impact management. Suggested mitigation efforts include sustainable spatial planning, social infrastructure development, local economic empowerment, and continuous monitoring of the impacts that occur. Thus, relocating the national capital has the potential to improve the local economy, but this can only be achieved through careful management and appropriate mitigation strategies.

Abstract

This research analyzes the paradiplomacy strategy between South Sulawesi Province, Indonesia, and Ehime Prefecture, Japan, within the framework of sister-province cooperation. Paradiplomacy is an essential tool for local governments to strengthen international relations, especially in the fields of economy, education, and culture. This qualitative research uses a descriptive-analytical approach, using document analysis in the form of books, official reports of the South Sulawesi and Ehime governments, journals, newspapers, online sources, and relevant reports. In addition, face-to-face interviews were conducted with key stakeholders, including analysts from the Government and Regional Autonomy Bureau and translators from the South Sulawesi Cooperation Section. The findings highlight significant potential in fisheries, agriculture, and human resource development. However, challenges such as leadership transition, budget constraints, and communication barriers hinder implementation. The study emphasizes the importance of strategic planning and political commitment to improve the effectiveness of international sub-national cooperation.
