Abstract

Siak District encourages efforts to support sustainable development through Regional Regulation No. 4 of 2022 concerning Siak Green District. Siak Hijau District regulates the sustainable management of natural resources in several utilization zones with the aim of harmonizing efforts to save and protect the environment with the economic benefits of natural resource management, which still considers aspects of environmental sustainability. This policy goal is very strategically integrated with ecological-based BUMKam management. This community service was carried out in Dosan Village, Pusako District. The method is done through presentations, discussions, brainstorming, simulations, effective facilitation of the community and BUMKam managers to identify business opportunities that are in accordance with the natural resource utilization zone, so that it is expected to become a village development model that supports sustainable development in Siak District. The results of the service show that BUMKam Kampung Dosan can be developed through optimizing local potential. Kampung Dosan Pusako Sub-district has tourism potential in the form of Lake Naga Sakti and Khalifah Sulaiman Green Park as an effort to develop the type of BUMKam business. In addition, it is necessary to have the ability to obtain business opportunities through the establishment and management of a Waste Bank as well as clean water and environmental management by BUMKam Kampung Dosan.

Abstract

Green Villages are a strategic approach to promoting sustainable development, especially in tropical peat areas. This initiative is part of the Green Regency Siak policy in response to the importance of community-based environmental governance in achieving the Sustainable Development Goals (SDGs). However, in-depth studies related to the adaptive governance model in this policy are still limited, both from a theoretical and empirical perspective. This study uses a descriptive qualitative approach with case studies in several villages in Siak Regency that have implemented Green Villages. Data were collected through in-depth interviews, document studies, and participatory observations, and then analyzed thematically using the theoretical framework of adaptive governance. The results of this study found that the adaptive governance model in Siak Regency consists of four main dimensions, namely, multi-actor participation, institutional flexibility, integration of local knowledge, and response to environmental dynamics. Its implementation includes village regulations, restoration programs, and ecological fiscal incentives. This study concludes that the success of Green Villages is largely determined by local adaptive capacity and cross-sectoral support. A collaborative and social learning-based governance framework is needed in dealing with the complexity of sustainable peat ecosystem management

Abstract

Identical collaborative governance is used in government and must handle COVID-19 to create fast, precise, focused, integrated and synergistic steps between ministries/agencies, local governments, and other stakeholders. This research describes collaborative governance in efforts to deal with COVID-19 in Riau Province, especially Pekanbaru City, considering that the city recorded a relatively high initial increase in cases compared to other areas in Riau Province as well as the implementation of collaborative management. The research method is qualitative, with the type of research used is the exploratory type and literature study. This article analyses several aspects of collaborative governance, namely the initial role of the government, non-state actors, joint decision making, formal organizing, gaining consensus, and the existence of problems to collaborate both on public policies and services.
