Abstract

This research was conducted in Negeri Morella Village, Leihitu District, Central Maluku Regency, with the aim of identifying and describing community participation in the implementation of development in the area. The main focus of the research is to determine the extent of community participation in the development process and to identify the factors that support and hinder such participation. Data collection was carried out using a natural setting approach, utilizing primary data sources. The methods used included observation, interviews, and documentation. The results of the study indicate that community participation in development in Negeri Morella Village is still relatively low, particularly in the planning stages of development programs and activities. Nevertheless, the local government continues to involve the community in the implementation process. Interviews revealed that some community members are less active in participating, due to personal interests and social conditions. However, there are also community members who are quite active in contributing, especially in terms of labor. Despite this, some community members are less informed about the procedures for overseeing development. The factors influencing community participation include age, gender, education level, occupation, income, and environmental conditions. This research provides important insights into community participation in development in Negeri Morella Village, as well as the factors that influence it.

Abstract

Civil Servant Work Discipline is defined as a form of employee attitude in respecting, appreciating, complying with and obeying existing regulations, both written and unwritten and being able to carry them out and not avoiding accepting sanctions if they violate their duties and authorities that was given to him. Enforcing discipline is important for an agency, because discipline contains rules that must be obeyed by employees. To achieve good results in accordance with the goals that have been set, it is necessary to have good work discipline from employees. This study aims to find out how Preventive Discipline and Corrective Discipline and Efforts to improve the work discipline of Civil Servants at the Office of Communication and Information Technology of Maluku Province with a total of five informants. The type of research used is qualitative research with a phenomonology approach by obtaining data from interviews, observations, and direct documentation in the field. The results of this study indicate that it can be said to be quite good because in the preventive and corrective disciplinary processes the types of sanctions that have been issued are verbal warnings only because the types of violations that occur are categorized as minor violations while efforts to increase discipline are strengthening good behavior starting from the leadership of the Communications Service and Informatics of Maluku Province.

Abstract

This study explores the role of traditional village governments in integrating local wisdom with modern policies through the implementation of sasi, a customary natural resource management system in Negeri Lima, Leihitu District, Maluku. Using a qualitative approach, data were collected through observation and in-depth interviews with local stakeholders, including customary leaders and government representatives. The findings reveal that traditional institutions, particularly the kewang, function as critical intermediaries that align indigenous practices with contemporary governance frameworks. The implementation of sasi has become more adaptive and structured due to this synergy, resulting in improved management of local resources such as nutmeg and coconut, while maintaining ecological sustainability and economic relevance. The study highlights that traditional village governments are not merely preservers of custom, but also agents of innovation who mediate change without sacrificing cultural identity. The novelty of this research lies in its focus on the evolving role of adat-based governance in responding to modern challenges, offering a new perspective on how traditional systems can collaborate with formal policies to produce sustainable, locally rooted solutions. This integration model not only reinforces the relevance of local wisdom in contemporary contexts but also presents a replicable framework for similar communities confronting ecological and developmental pressures. The study contributes to social sciences and humanities by providing empirical evidence of how tradition and modernity can co-create responsive, innovative models for natural resource governance.

Abstract

Sasi, sebagai sistem pengelolaan sumberdaya alam, telah menjadi praktik yang diterapkan sejak zaman dahulu dan tetap relevan hingga saat ini. Praktik ini dijalankan melalui kebiasaan turun temurun yang terintegrasi dalam institusi lokal di setiap negeri. Dalam konteks ini, institusi lokal dan pemerintahan negeri adat memegang tanggung jawab terhadap keberlanjutan sumber daya alam, menunjukkan hubungan erat antara keberlangsungan hidup masyarakat adat dan institusi mereka. Pengelolaan sasi dilakukan melalui berbagai bentuk, yang diatur oleh aturan dan ritual khusus. Peran pemerintah negeri sebagai pemimpin pemerintahan lokal sangat signifikan dalam mengorganisir pengelolaan sumber daya alam dengan memberdayakan institusi lokal dan memberlakukan aturan yang berlaku. Penelitian ini, sesuai dengan roadmap yang telah ditetapkan, fokus pada model atau mekanisme pelaksanaan sasi di negeri adat, khususnya di Kecamatan Leihitu, Kabupaten Maluku Tengah. Metode pengumpulan data melibatkan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah memainkan peran kunci dalam pengelolaan sasi, mengintegrasikannya sebagai bagian dari warisan budaya. Kebijakan yang dibuat pemerintah, seperti peraturan pengelolaan sumberdaya alam, terbukti menjadi langkah yang signifikan dalam mendukung keberlanjutan ekosistem dan kehidupan masyarakat adat.
