Abstract

Saniri negeri merupakan lembaga yang sudah ada sejak lama dalam sistem pemerintahan negeri terutama di negeri-negeri adat (desa) di Maluku. Sebagai lembaga adat Saniri Negeri merupakan representase masyarakat negeri yang juga berfungsi menyuarakan aspirasi masyarakat. Saniri negeri juga mitra dari pemerintah negeri dalam merencanakan dan menyusun program yang akan dilakukan di dalam negeri berdasarkan kebutuhan masyarakat dan negeri itu sendiri. Pemberlakuan UU nomor 5 tahun 1979 tentang Pemerintah desa yang menyeragamkan sistem pemerintahan desa di seluruh Indonesia, telah merubah nilai-nilai budaya yang menyangkut adat istidat yang dianut dan membawa pengaruh terhadap keberadaan adat istiadat seperti halnya negeri di Maluku, termasuk kelembagaan Saniri. Namun dengan pemberlakuan UU no 32 Tahun 2004, yang memberikan ruang bagi daerah-daerah di Indonesia termasuk Provinsi Maluku yang kemudian ditindak lanjuti dengan dikeluarkannya Peraturan Daerah Nomor 14 Tahun 2004 tentang Penetapan kembali Negeri sebagai kesatuan masyarakat Hukum Adat dalam wilayah Pemerintahan Provinsi Maluku.beserta masyarakat adatnya yang dapat menerapkan lagi dalam sistem pemerintahan yang sudah ada sejak dulu. Keberadaan Saniri Negeri diharapkan dapat menjalankan peranannya selain sebagai lembaga adat yang sudah ada sejak dulu juga saat ini sebagai bagian dan mitra dari pemerintah negeri untuk bersama-sama menjalankan pemerintahan di negeri demi kesejahteraan masyarakat. Eksistensi Saniri Negeri diharapkan dapat memainkan peran lebih karena saat ini telah ada Peraturan Daerah yang khusus tentang Saniri Negeri, termasuk di lokasi studi Negeri Suli yang mengacu pada Peraturan Daerah Kabupaten Maluku Tengah Nomor 04 Tahun 2006 tentang Pedoman Penataan Saniri Negeri atau Badan Permusyawaratan Negeri. Dengan adanya Peraturan Daerah tersebut Saniri Negeri lebih mengetahui kedudukannnya, serta dapat melakukan peranan, fungsi dan kewenangannya dalam pemerintahan negeri.

Abstract

Pelaksanaan sistem manajemen untuk peningkatan pelayanan di bidang kesehatan bukanlah sesuatu hal baru. Tipe asuransi kesehatan kala ini yang dimiliki oleh sebagian besar warga indonesia kebanyakan bagian dari Penyelenggara Jaminan Sosial ataupun BPJS dengan melayani kerjasama di sebagian rumah sakit salah satunya RSUD Dr. M. Haulussy. Metode penelitian yang digunakan dalam penelitian ini merupakan metode kualitatif dengan menggunakan pendekatan studi kasus. Teknik pengumpulan data dilakukan dengan wawancara mendalam kepada Kepala Instalasi Gawat Darurat, Staf pelayanan administrasi serta pengguna jasa BPJS di ruang IGD. Tidak hanya wawancara, pengumpulan data juga di lakukan dengan observasi yaitu meninjau langsung lokasi penelitian dan melakukan studi dokumentasi dengan dengan menelaah hasil penelitian terdahulu. Hasil riset menampilkan kalau faktor yang diterapkan pihak manajemen rumah sakit terkhususnya di divisi administrasi meliputi: (1) Planing yaitu pemberian pelatihan kepada staf admistrasi yang ada di RSUD Haulussy, Penyusunan RUK dan RPK (2) Organizing, yaitu proses pengorganisasian dengan pelatihan mengaitkan banyak lembaga di dalam RSUD Dr. M. Haulussy (3) Actuating yaitu penerapan pelayanan administrasi pasian BPJS (4) controlling, yaitu pengawasan yang dilakukan oleh manajemen RSUD Haulussy (5) evaluating yaitu proses kenaikan mutu sumber energi manusia sangat erat kaitanya dengan keahlian dalam manajemen data pelanggan berbasis informasi. Diharapkan penelitian ini mampu meningkatkan kinerja manajemen rumah sakit terkhususnya di unit administrasi IGD dalam penerimaan pasien BPJS dengan memperhitungkan aspek pengembangan serta pelatihan pelaksanaan evaluasi kegiatan serta penambahan sarana dan prasarana yang memadai.

Abstract

This research is a qualitative descriptive study that aims to identify and analyze the Role of the State Government in Administrative Services in Hitumessing District, Leihitu District, Central Maluku Regency. This research was conducted in Hitumessing Country. With data collection techniques used in the form of observation, interviews, and documentation with a number of informants who are considered to be directly involved in the Role of the State Government in Administrative Services in Negeri Hitumessing, Leihitu District, Central Maluku Regency. The results of this study indicate that the role of the State Government in Administrative Services in Hitumessing District, Leihitu District, Central Maluku Regency has not been optimal or has not been implemented properly. This can be seen from the results of research on service standards, which have several indicators, namely: service procedures, turnaround time, facilities and infrastructure, and competence of service providers. This study concluded that it is necessary to increase the discipline, knowledge and expertise of officers so that the service process can be carried out properly.

Abstract

This research was carried out at the PT. Pelindo IV Ambon Branch (Ambon Container Terminal) This research was motivated by the lack of direct socialization from the Ambon Container Terminal to service users regarding existing SOPs, for example socialization of the issue of ship visit fees, and the unavailability of suggestion box facilities so that it makes it difficult for service users in submitting a complaint. The informants taken in this study were limited to employees of the Ambon Container Terminal. This type of research is descriptive research that describes the performance of employees in port services. Data collection techniques are carried out by means of observation, interviews and documentation. The data analysis technique used in this study is a qualitative descriptive technique. The results of this study indicate that the performance of employees in port services using the mangkunegara method is running quite well, this can be seen from the existing SOPs. It is recommended that the Pelindo IV Ambon branch office (ambon container terminal) carry out more supervision, provide more adequate equipment and conduct training for employees.

Abstract

Salah satu tujuan utama dari kebijakan dan program Pemerintah dalam bidang perikanan dan kelautan adalah peningkatan kesejahteraan penduduk, terutama penduduk lokal yang mendiami wilayah pesisir dan terlibat dalam kegiatan perikanan berskala kecil. Walaupun demikian, tidak semua kebijakan dan program berjalan sesuai dengan tujuan. Salah satu penyebab adalah tingkat pemahaman yang terbatas terhadap masyarakat target, terutama tentang budaya yang terkait mata pencaharian di laut dan interpretasi lokal terhadap lingkugannya. Makalah ini membahas dampak dari kebijakan pemerintah terhadap mata pencaharian nelayan lokal, dimana perubahan yang terjadi ada yang menguntungkan, tetapi ada juga yang tidak sejalan dengan pengetahuan dan karakter lokal. Dengan menggunakan data lapangan dari desa Lermatang, sebagai salah satu desa di Kecamatan Tanimbar Selatan, digambarkan bagaimana pengenalan akan budidaya rumput laut, dan keputusan presiden untuk skema kilang di darat (onshore) pengelolaan LNG pada Lapangan Abadi Blok Masela di wilayah Tanimbar Selatan mengarah pada perubahan aktivitas dan perilaku nelayan serta hak melaut (fishing rights). Metode pengumpulan data yang dipakai adalah observasi dan wawancara yang dilakukan dalam selang waktu yang bervariasi. Temuan penelitian menunjukkan bahwa strategi lokal yang dipilih sebagai respons terhadap program yang datang dari luar berimplikasi pada perubahan pengelolaan lingkungan di wilayah darat dan laut yang berakibat pada perubahan aktivitas mata pencaharian di laut

Abstract

This research was conducted at the Office of the Harbor Master and Port Authority (KSOP) Class I Ambon because of the background of the inaccuracy of the syahbandar in supervision. Informants taken in this study were limited to KSOP employees in the Sailing Safety, Guarding and Patrol Division and Ship Captains. This type of research is descriptive research that describes the SOP of Sailing Approval Letter (SPB) issuance services. The data collection techniques used are observation. Interview and documentation. The data analysis technique used in this research is qualitative descriptive technique. The results of this study indicate that the supervision of the seaworthiness of ships by KSOP has been running quite well, this can be seen from the SOP of issuing letters and ship documents that are on time and checking ships carried out every incoming and outgoing ship. It is recommended that the Ambon Class I Harbor and Port Authority Office (KSOP) further improve its duties and responsibilities in carrying out supervision properly and more thoroughly based on existing and predetermined SOPs, and further emphasize sanctions for errors from both the Syahbandar and the Ship.

Abstract

Saniri is part of the state government which has the duties, functions, and authorities which are listed and stipulated in the Regional Regulation of Central Maluku Regency Number 04 of 2006. Saniri is formed to support the administration of state government, nd and is domiciled as a supporting element for the administration of the state government and partners of the head of state government. Thus, in the state government, Saniri has a big role and occupies an important position, because it can determine the direction of development to be achieved by the community through the State Government. As part of the state government as well as the representation of the people of the country, the state Saniri must be able to synergize with the state government in carrying out its duties and responsibilities. Saniri must understand their duties, authorities, and responsibilities, with good performance. Because performance is success in carrying out tasks or work results that can be achieved by a person or group in an organization in accordance with their respective authorities and responsibilities or about how a person is expected to function and behave in accordance with the tasks assigned to him and the quantity, quality and time spent on the task. Indeed, achieving good performance is strongly influenced by various factors, both internal and external factors. This study uses a qualitative method that aims to examine and analyze the factors that influence the performance of the saniri in carrying out their duties, functions, and responsibilities in the country's government.

Abstract

This study aims to analyze the role of the Village Consultative Body in supervising village financial management in Waiheru village, Teluk Ambon Baguala sub-district. The village consultative body has a strategic role in overseeing village funds so that they are not misused. This type of research is qualitative research aimed at knowing BPD supervision based on the problems discussed, namely problems that occur at the research location. The informants in this study were 7 people. Data collection by interview, observation, and documentation. Data analysis through data reduction, data presentation and conclusions, while data validity uses triangulation of sources, techniques and time.The results showed that the role of the Village Consultative Body in supervising village finances in Waiheru Village, Teluk Ambon Baguala Subdistrict was not optimal because of the lack of transparency of the village fund budget to the community and seen from the supervision indicators, namely measuring supervision whether in accordance with the initial plan, comparing supervision from the previous plan, and correcting performance if there is an error.

Abstract

This research is a study that uses qualitative methods to determine and analyze Population Administration Services in Tahalupu Village, Huamual Belakang District, West Seram Regency. This research was conducted in Tahalupu Village, Huamual Belakang Subdistrict, West Seram Regency. Primary data collection was carried out through interviews with a number of informants who were directly involved in the administration service process. The results of this study describe that the quality of population administration services in Tahalupu Village is generally categorized as not good, this is evidenced by the main tasks of service employees who have not been carried out optimally because the facilities / infrastructure in the Tahalupu Village office, Huamual Belakang District, West Seram Regency are not adequate.
