Abstract

This study aims to analyze the effect of organizational structure on the organizational design of the West Seram Regency Government. This study was designed using a qualitative approach with a positivism paradigm, which is based on a deductive logic system (hypothetico-deductive method). The type of research is a case study. The results showed that the dimensions of complexity in the SKPD organizational structure look wide horizontally and vertically high so that it is more complex. Similarly, the dimension of formality, has not touched its substance because there is no standardization of work, regulations and standard work procedures for employees in carrying out their duties and responsibilities. Meanwhile, from the centralized dimension, the decision-making and supervision processes have been handed over to each SKPD, although in the end the highest decision rests with the Regent of West Seram Regency.

Abstract

Saniri negeri merupakan lembaga yang sudah ada sejak lama dalam sistem pemerintahan negeri terutama di negeri-negeri adat (desa) di Maluku. Sebagai lembaga adat Saniri Negeri merupakan representase masyarakat negeri yang juga berfungsi menyuarakan aspirasi masyarakat. Saniri negeri juga mitra dari pemerintah negeri dalam merencanakan dan menyusun program yang akan dilakukan di dalam negeri berdasarkan kebutuhan masyarakat dan negeri itu sendiri. Pemberlakuan UU nomor 5 tahun 1979 tentang Pemerintah desa yang menyeragamkan sistem pemerintahan desa di seluruh Indonesia, telah merubah nilai-nilai budaya yang menyangkut adat istidat yang dianut dan membawa pengaruh terhadap keberadaan adat istiadat seperti halnya negeri di Maluku, termasuk kelembagaan Saniri. Namun dengan pemberlakuan UU no 32 Tahun 2004, yang memberikan ruang bagi daerah-daerah di Indonesia termasuk Provinsi Maluku yang kemudian ditindak lanjuti dengan dikeluarkannya Peraturan Daerah Nomor 14 Tahun 2004 tentang Penetapan kembali Negeri sebagai kesatuan masyarakat Hukum Adat dalam wilayah Pemerintahan Provinsi Maluku.beserta masyarakat adatnya yang dapat menerapkan lagi dalam sistem pemerintahan yang sudah ada sejak dulu. Keberadaan Saniri Negeri diharapkan dapat menjalankan peranannya selain sebagai lembaga adat yang sudah ada sejak dulu juga saat ini sebagai bagian dan mitra dari pemerintah negeri untuk bersama-sama menjalankan pemerintahan di negeri demi kesejahteraan masyarakat. Eksistensi Saniri Negeri diharapkan dapat memainkan peran lebih karena saat ini telah ada Peraturan Daerah yang khusus tentang Saniri Negeri, termasuk di lokasi studi Negeri Suli yang mengacu pada Peraturan Daerah Kabupaten Maluku Tengah Nomor 04 Tahun 2006 tentang Pedoman Penataan Saniri Negeri atau Badan Permusyawaratan Negeri. Dengan adanya Peraturan Daerah tersebut Saniri Negeri lebih mengetahui kedudukannnya, serta dapat melakukan peranan, fungsi dan kewenangannya dalam pemerintahan negeri.

Abstract

ABSTRACTThis study aims to analyze the magnitude of the influence of work motivation and organizational climate on the performance of employees of the Bureau of Public Relations and Protocol of Regional Secretariat of Maluku Province. The approach used in this research is quantitative approach. The population in this study is all employees in the Bureau of Public Relations and Protocol Secretariat of Maluku participating 40 people. The sample is part of the population or part of the number and characteristics of the population. A sample of 25 people were determined randomly based on the sample tables of Issac and Michael. Data were analyzed by multiple linear regression. The result of the research shows that (1) work motivation consisting of salary, job itself, promotion, supervision and organization climate consisting of responsibility, identity, warmth, support, conflict simultaneously has positive and significant effect to employee performance, (2) salary is a variable of work motivation factors that has a positive and significant influence and the most dominant on employee performance and (3) Warmth is a variable of organizational climate factors that has a positive and significant influence and second dominant to the performance of the Bureau of Public Relations and Protocol of Regional Secretariat of Maluku Province.

Abstract

Penelitian ini bertujuan mengetahui dampak modernisasi terhadap perubahan struktur keluarga pada masyarakat adat. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Hasil dari penelitian ini menunjukkan bahwa modernisasi membawa perubahan dalam struktur keluarga di Negeri Noloth. Perubahan struktur keluarga ini ditunjukkan dari adanya perubahan peran dan fungsi keluarga. Dan yang paling kelihatan adalah fungsi sosial pada masyarakat, sebelum berkembangnya teknologi keluarga di negeri Noloth sering memanfaatkanmeja makan sebagai sarana interaksi antar anggota keluarga akan tetapi sekarang antar anggota keluarga disibukkan dengan Handpon dibandingkan bercerita dengan anggota keluarga, sehingga fungsi sosial sangat kentara sekali perubahannya.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menguji Pengaruh Keselamatan dan Kesehatan Kerja Terhadap Kinerja Pegawai di PT. PLN UP3 Ambon. Pendekatan pada penelitian ini menggunakan pendekatan kuantitatif. Teknik pengumpulan data menggunakan kuesioner dan observasi. Teknik analisis data menggunakan uji asumsi klasik, uji t, uji F, dan Koefisien Determinasi. Hasil penelitian menunjukkan bahwa keselamatan kerja berpengaruh signifikan terhadap kinerja pegawai PT. PLN UP3 Ambon dengan dibuktikan dari hasil uji t dimana nilai t-hitung yang lebih besar dari t-tabel (3,782 > 2,000) dan nilai sifnifikan yang lebih kecil dari nilai probalitis (0,000 < 0,05). Kesehatan kerja berpengaruh signifikan terhadap pegawai PT. PLN UP3 Ambon dengan hasil uji t lebih besar dari t tabel (5,720 > 2,000) dan nilai signifikan lebih kecil dari nilai probalitis (0,000 < 0,05). Keselamatan dan Kesehatan kerja berpengaruh signifikan terhadap kinerja pegawai, dibuktikan dengan hasil uji F yang dimana nilai F-hitung lebih besar dari nilai F-tabel (51,294 > 3,15) dan nilai signifikan yang lebih kecil dari nilai probalitis (0,000 < 0,05).

Abstract

The development of the village is basically the entire process of organizing a series of planned and systematic activities carried out by the village government together with the entire community in various aspects of life, including social, cultural, economic, and political fields, to improve the village's quality of life from an unfavorable state to a perceived better one in the future. The methods used in this Community Service activity include discussions, question-and-answer sessions, and opinions sharing. The results of this Community Service activity are activities dedicated to the community, with discussions about the three development elements present in the Negeri Rumah Tiga Kota Ambon. This provides an overview of how the development of the capabilities of the local population/community and the preparation of mechanisms as the main actors in development are nurtured, ensuring that development proceeds by the established programs.

Abstract

This study aims to analyze the implementation of School-Based Management (SBM) at Madrasah Tsanawiyah (Mts) in Balpetu Village, Kepala Madan District, South Buru Regency. Although the SBM concept is designed to provide autonomy to schools in resource management, this study identifies significant challenges in its implementation. The main challenges faced include financial limitations, a lack of qualified human resources, inadequate infrastructure, and minimal support from the local community and government. The limited educational facilities, such as buildings still using basic construction materials, as well as restricted electricity and internet access, further hinder the learning process. Additionally, operational funds sourced from the BOS program remain insufficient to meet the school's needs. This research employs a qualitative method, with data collected through interviews, observations, and document studies. Based on the findings, it is recommended that the local government and the Ministry of Religious Affairs pay more attention to the educational conditions in this area and provide adequate support to address the issues faced. This is essential to ensure optimal learning quality and achieve the desired educational goals. This research is expected to serve as a reference for developing school-based education policies in remote areas.

Abstract

Saniri is part of the state government which has the duties, functions, and authorities which are listed and stipulated in the Regional Regulation of Central Maluku Regency Number 04 of 2006. Saniri is formed to support the administration of state government, nd and is domiciled as a supporting element for the administration of the state government and partners of the head of state government. Thus, in the state government, Saniri has a big role and occupies an important position, because it can determine the direction of development to be achieved by the community through the State Government. As part of the state government as well as the representation of the people of the country, the state Saniri must be able to synergize with the state government in carrying out its duties and responsibilities. Saniri must understand their duties, authorities, and responsibilities, with good performance. Because performance is success in carrying out tasks or work results that can be achieved by a person or group in an organization in accordance with their respective authorities and responsibilities or about how a person is expected to function and behave in accordance with the tasks assigned to him and the quantity, quality and time spent on the task. Indeed, achieving good performance is strongly influenced by various factors, both internal and external factors. This study uses a qualitative method that aims to examine and analyze the factors that influence the performance of the saniri in carrying out their duties, functions, and responsibilities in the country's government.

Abstract

This study explores the role of traditional village governments in integrating local wisdom with modern policies through the implementation of sasi, a customary natural resource management system in Negeri Lima, Leihitu District, Maluku. Using a qualitative approach, data were collected through observation and in-depth interviews with local stakeholders, including customary leaders and government representatives. The findings reveal that traditional institutions, particularly the kewang, function as critical intermediaries that align indigenous practices with contemporary governance frameworks. The implementation of sasi has become more adaptive and structured due to this synergy, resulting in improved management of local resources such as nutmeg and coconut, while maintaining ecological sustainability and economic relevance. The study highlights that traditional village governments are not merely preservers of custom, but also agents of innovation who mediate change without sacrificing cultural identity. The novelty of this research lies in its focus on the evolving role of adat-based governance in responding to modern challenges, offering a new perspective on how traditional systems can collaborate with formal policies to produce sustainable, locally rooted solutions. This integration model not only reinforces the relevance of local wisdom in contemporary contexts but also presents a replicable framework for similar communities confronting ecological and developmental pressures. The study contributes to social sciences and humanities by providing empirical evidence of how tradition and modernity can co-create responsive, innovative models for natural resource governance.
