Abstract

The SPB Sainty Governor vessel operating in maritime waters is required to possess a valid Safety Construction Certificate (SCC) to ensure safe and compliant operations. Therefore, the periodic renewal of the Safety Construction Certificate is a crucial process to guarantee that the vessel continues to meet applicable safety standards. This paper provides a detailed review of the SCC renewal procedure for the SPB Sainty Governor, covering essential aspects such as the required administrative documents, stages of comprehensive inspections to assess the vessel’s physical and operational conditions, and compliance with safety standards established by both national and international maritime authorities. The objective of this study is to offer a comprehensive understanding of the SCC renewal process and to emphasize the importance of safety considerations at every stage of vessel operations. Ensuring compliance with safety regulations not only protects the crew and passengers but also contributes to environmental protection and enhances the company’s reputation within the increasingly competitive maritime industry. This study employs a literature review approach combined with field research methods to obtain accurate and relevant data related to the implementation of the Safety Construction Certificate renewal procedure.

Abstract

The procedure for extending a Ship Safety Certificate plays a crucial role in ensuring the legality, seaworthiness, and operational safety of ships. This study analyzes the administrative and technical stages of certificate extension implemented by PT Pelayaran Padimas Global at the Class I KSOP Tanjung Balai Karimun through a descriptive qualitative approach with observation, document analysis, and literature review. The results indicate that the extension process includes application submission, document verification, physical inspection of the vessel by the Maritime Inspector, and issuance of a new certificate in accordance with applicable safety regulations. The main documents required include the previous certificate, inspection report, and proof of VAT payment, although obstacles such as limited inspection schedules, service constraints, and applicants' lack of understanding of the requirements are still encountered. Although the procedure complies with IMO standards and national maritime law, improvements are needed through system digitization, strengthening human resource capacity, and more transparent coordination to improve the efficiency, compliance, and quality of maritime certification governance in Indonesia.

Abstract

In order to modernize ports through digital transformation, the Indonesian government introduced Inapornet as an integrated electronic port service system to simplify maritime sector operations and document management. Inapornet functions as a centralized platform that accelerates information exchange, customs procedures, and increases transparency in shipping services. This study aims to analyze the implementation and optimization of Inapornet at the Class I Port Authority (KSOP) of Tanjung Balai Karimun using a qualitative descriptive approach and logistic regression analysis during February–August 2025, involving all shipping and logistics companies under the KSOP's supervision. The results showed that the main obstacles were limited digital skills of officers (65%), internet instability (66%), complexity of ship documents (62%), and large file sizes (62%), which hampered the system's effectiveness. Therefore, the study recommends regular training, periodic system evaluations, and improvements in infrastructure and digital literacy. Optimizing Inapornet is expected to improve service quality, operational efficiency, and support the realization of a smart, efficient, and transparent port.
