Abstract

If the Church is perceived as a moral institution, then this institution should play a greater role in fighting corruption. However, the facts show the opposite which until now Papua is included in the list of the top ten most corrupt provinces, even though more than 80% of the population claims to be Christian. This study uses a content analysis approach. Researchers reduced the findings based on four levels categories, namely the equivalent word category, cognitive, affective, and conative. The results of this study indicate that the attention of church leaders to corruption issues is not a top priority.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana media online memberitakan serta memberikan penekanan pada pemberitaan mengenai deklarasi Beny Wenda sebagai presiden sementara Papua Barat pada tanggal 1 Desember 2020. Media online yang diteliti ialah detik.com dan Tempo.co. Waktu pemberitaan yaitu tanggal 2 desember 2020 atau satu hari setelah peristiwa tersebut terjadi. Dengan jumlah pemberitaan sebnayak lima berita. Analisis framing dalam penelitian ini menggunakan pendekatan Roberth N. Entman yang menekankan pada empat aspek framing yaitu define problems, diagnose causes, make moral judgement, treatment recomendetion. Sedangkan metode penelitian yang digunakan ialah kualitatif deskriptif. Hasil yang ditemukan dalam penelitian ini ialah bahwa dalam pemberitaan deklarasi Benny Wenda sebagai Presiden sementara Papua Barat yang diberitakan oleh detik.com dan Tempo.co pada dasarnya memiliki aspek framing yang sama.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana praktik komodifikasi khalayak yang dilakukan oleh surat kabar harian Cenderawasih Pos melalui pemberitaan demonstrasi. Penelitian ini dilakukan dengan paradigma kritis. Paradigma kristis melihat suatu realita secara kritis sebagai objek penelitian. Paradigma penelitian ini melihat realita yang terjadi tidak sesuai dengan apa yang sebaiknya terjadi pada masyarakat (ketimpangan, ketidakadilan, penindasan, peminggiran, korupsi, dsb). Realita inilah yang menjadi objek penelitian paradigma kritis. Pendekatan yang digunakan dalam penelitian ini ialah analisis isi kualitaif. Analisis isi digunakan untuk memperoleh hasil yang mendalam dan terperinci dari teks yang diteliti. Hasil penelitian ini menemukan bahwa telah terjadi komodifikasi khalayak dalam pemberitaan aksi protes. Komodifikasi khalayak dilakukan melalui proses penempatan iklan dalam halaman sambungan dari headline.

Abstract

Acceleration of improving public services using a digitalization approach in the industrial era 4.0 is something that is no longer commonplace. The government as a public service provider is expected to be able to take advantage of these technological advances, to increase its ability to process, manage, distribute and distribute information and public services. The implementation of this electronic-based government is carried out to improve the quality of public services that are effective, efficient, transparent and accountable. As a barometer of governance in Papua Province, the City of Jayapura is expected to be a role model in e-Government-based public service governance. Therefore, this study aims to describe the implementation of e-Government in relation to openness of public services in Jayapura City. The research methodology used in this research is descriptive qualitative with data collection techniques through in-depth interviews. Data analysis used in this study includes data collection, data presentation, data reduction, and drawing conclusions. The results of this study indicate that the Jayapura city government has made efforts to utilize electronic-based public services, although it has not been maximized.

Abstract

In the past, Indigenous Papuans had a unique way of teaching their cultural values of hard work, honesty, openness, and authority. These values are contained in the Noken. Noken is a handicraft product made from natural materials which has the same function as a bag. It is used to fill crops, groceries, and personal items and is used in ceremonies as a souvenir and an accessory for women. The philosophy of the Noken is full of values, including transparency and integrity, wherein Papuans were taught an anti-corruption culture from their early life. This contradicts the current situation, where corruption practices are increasing, especially among public officeholders. This study aims to analyse the degradation of Papua’s anti-corruption culture after the implementation of special autonomy by using a qualitative perspective, namely gathering information from selected informants through focus group discussions and in-depth interviews. The results of this study indicate that the causes of the degradation of the anti-corruption culture are due to changes in consumptive lifestyles and weak supervision, a high-cost political system, and convoluted bureaucratic flows. The consequence of this degradation is the fading of Noken-based anti-corruption culture, dependence on special autonomy funds, and the sharpening of social conflicts. For this reason, political action and goodwill from stakeholders are needed to revitalise Noken's noble values through internalising said values in social life.
