Abstract

Penelitian ini memiliki tujuan utama untuk melakukan evaluasi terhadap kinerja Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Pulau Morotai dalam pelaksanaan fungsi legislasi, dengan fokus pada proses pembuatan regulasi daerah. Melalui pendekatan kualitatif, penelitian ini melibatkan pengumpulan data yang dilakukan melalui observasi langsung, wawancara mendalam dengan pihak terkait, serta studi dokumentasi dari berbagai sumber yang relevan. Hasil temuan penelitian menunjukkan bahwa kinerja DPRD Kabupaten Pulau Morotai dalam fungsi legislasi mendapat penilaian sebesar 33,3%, sementara fungsi pengawasan dinilai sebesar 38,1%, dan fungsi representasi sebesar 28,6%. Temuan ini mengindikasikan bahwa perlu adanya upaya peningkatan kinerja terutama dalam pelaksanaan fungsi legislasi. DPRD Kabupaten Pulau Morotai perlu fokus pada kualitas penyusunan peraturan daerah yang lebih responsif terhadap situasi dan kebutuhan masyarakat, selain memperhatikan jumlah perda yang dihasilkan. Hal ini dapat dilakukan dengan melibatkan partisipasi aktif masyarakat dalam proses legislatif dan memastikan keterbukaan terhadap masukan dari berbagai pihak terkait

Abstract

The study aims to determine the extent to which the Role of the Community and Village Empowerment Service of Morotai Island Regency in Improving the Performance of Village Government Apparatus. The research technique is a qualitative method, in this study the data collection process includes observation, interviews, documentation. The results of the study found that the Community and Village Empowerment Service of Morotai Island Regency has carried out performance in accordance with the provisions of performance measurement indicators in improving the performance of village government apparatus. There are various development programs implemented to encourage the performance of village government apparatus. The conclusion of this study is that the Role of the Community and Village Empowerment Service of Morotai Island Regency in Improving the Performance of Village Government Apparatus has not run optimally because there are inhibiting factors in improving the performance of village government apparatus, where most of the human resources of village government apparatus are still high school educated, so what is done by the Community and Village Empowerment Service in improving the performance of village government apparatus has not been well understood.
