Abstract

Penelitian ini berjudul “Partisipasi Masyarakat Dalam Pembangunan Infrastruktur (Fisik) Di Desa Kemutug Lor Kecamatan Baturraden Kabupaten Banyumas. Penelitian bertujuan untuk mengetahui tingkat partisipasi masyarakat dalam pembangunan infrastruktur (fisik) di Desa Kemutug Lor. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Teknik pengumpulan data yang terdiri dari studi kepustakaan dan penelitian lapangan. Penelitian lapangan terdiri dari: wawancara, observasi, dan studi dokumentasi dengan pihak eksternal dan pihak internal. Berdasarkan hasil penelitian dapat disimpulkan Partisipasi Masyarakat Dalam Pembangunan Infrastruktur Di Desa Kemutug Lor Kecamatan Baturaden Kabupaten Banyumas yaitu, dengan menggunakan teori tingkatan partisipasi masyarakat menurut Huraerah diantaranya: berbagi informasi bersama (sosialisasi), konsultasi/mendapatkan umpan balik, kolaborasi/pembuatan keputusan bersama, dan pemberdayaan/kendali. Tingkatan partisipasi masyarakat dalam Pemberdayaan/kendali masih rendah karena kurangnya kepedulian warga masyarakat mengenai pengawasan terhadap pembangunan infrastruktur mereka lebih menyerahkan semuanya kepada pemerintah padalah pemerintah desa memberikan informasi kepada masyarakat melalui laporan-laporan anggaran dan pelaksanaan pembangunan desa yang menggunakan Anggaran Dana Desa yang ditempel di papan pengumuman desa tujuannya agar masyarakat bisa memantau hasil dan laporan anggaran pembangunan desa.

Abstract

This study aims to determine Generation Z perceptions of digital communication in the modern era, particularly among students at the Faculty of Social and Political Sciences (FISIP) at Pramita Indonesia University. This study employed a qualitative approach, employing observation, interviews with four informants, and literature review. The results indicate that WhatsApp and platforms like Zoom and Discord are the primary choices for academic activities, while social media platforms like Instagram and TikTok are used more for non-academic interactions. While digital communication offers convenience and efficiency, it also faces challenges such as internet instability and the spread of misinformation and misunderstandings. These findings are expected to provide important insights for developing more effective digital communication strategies in both academic and social contexts, as well as provide further insight into the impact of communication technology on young people's behavior in various areas of their lives. These findings form the basis for this research. Furthermore, the study could be expanded to include respondents from diverse backgrounds and geographic locations for more representative and comprehensive results.

Abstract

This study examines the Spiral of Silence phenomenon in the context of social media as a reinterpretation of mass communication theory in the digital era. The Spiral of Silence theory, proposed by Elisabeth Noelle-Neumann, explains the tendency of individuals to choose silence when their opinions are perceived as different or in the minority, in order to avoid social isolation. In traditional mass communication, the media plays a dominant role in shaping majority opinion. However, the development of social media has created a participatory, interactive, and algorithm-based communication space, giving rise to new dynamics in the formation of public opinion. Social media not only provides a space for expression but also creates social pressure through comments, likes, shares, and the potential for cyberbullying. This situation contributes to individuals' continued fear of social isolation, even within the seemingly free digital space. This study uses qualitative methods with a literature review approach to analyze how the Spiral of Silence operates in the social media environment and how mass communication theory needs to be reinterpreted in a digital context. The results show that the Spiral of Silence does not disappear on social media but instead undergoes a transformation. Individuals tend to engage in self-censorship, use anonymous accounts, or choose silence when confronted with dominant opinions. These findings confirm that social media continues to function as a mass communication medium with ideological power in shaping public opinion and individual communication behavior.
