Abstract

This research aims to optimize the handling of imported goods and the management of fabric documents to improve the quality of bonded warehouse services at PT Sunjaya Mentari Abadi Semarang. The method used in this study is a qualitative approach with descriptive analysis, which involves direct observation, interviews, and documentation studies. This study identifies inefficiencies in handling goods and document management and their impact on service time and customer satisfaction.  The results show that implementing optimization strategies, including increased coordination between departments and using more efficient information systems, can significantly improve the quality of bonded warehouse services. The study recommends system improvements that reduce wait times, improve document accuracy, and improve customer satisfaction. These findings are expected to be the basis for companies to formulate better policies in managing imported goods and documents

Abstract

Abstract The national education system of Indonesia aims to enlighten the nation's life by developing students' potential into individuals who are faithful, morally upright, healthy, capable, creative, independent, and responsible democratic citizens. The educational framework includes curriculum, teaching methods, evaluation, and management of educational institutions designed to shape character and moral values. Although the government has established National Education Standards related to the qualifications and competencies of educators and educational personnel, various issues still exist in their development and management. Therefore, new innovations are necessary to achieve holistic quality education. Purpose – This research aims to determine the qualification standards and competencies of educators in maritime education as well as understand the evaluation and supervision standards applied. Methodology – The research method employs a qualitative approach with literature analysis from various regulations related to higher vocational maritime education in Indonesia. Findings – The findings indicate that changes in educator standards are crucial for maintaining relevance with rapid developments in the maritime industry regarding technology and regulations. This change process involves analyzing industry needs up to continuous evaluation. However, challenges such as limited qualifications of educators; inability of standards to respond to changes; ineffective evaluation systems; lack of oversight; limited access to professional training; and misalignment between programs need addressing. Originality – Continuous professional training for educators must be conducted so that graduates possess skills aligned with industry needs in maritime sectors

Abstract

Kelalaian dalam pelaksanaan survei kelaikan kapal merupakan salah satu faktor penting yang berkontribusi terhadap terjadinya kecelakaan laut di pelayaran nasional. Dalam praktiknya, lemahnya pengawasan dan belum optimalnya pertanggungjawaban hukum terhadap surveyor dan lembaga klasifikasi menyebabkan kapal yang tidak memenuhi standar teknis dan keselamatan tetap dinyatakan layak laut. Penelitian ini bertujuan untuk menganalisis bentuk tanggung jawab hukum atas kelalaian dalam survei kelaikan kapal serta menilai efektivitas mekanisme hukum yang berlaku dalam menjamin keselamatan pelayaran. Metode penelitian yang digunakan adalah yuridis normatif dengan pendekatan peraturan perundang-undangan, konseptual, dan studi kasus. Hasil penelitian menunjukkan bahwa kelalaian dalam survei kelaikan kapal dapat menimbulkan tanggung jawab hukum perdata, pidana, dan administratif. Namun demikian, pengaturan mengenai akuntabilitas personal surveyor dan lembaga survei independen masih belum diatur secara tegas dan komprehensif dalam hukum nasional. Penelitian ini merekomendasikan penguatan regulasi, peningkatan fungsi pengawasan, serta harmonisasi hukum nasional dengan standar internasional guna meningkatkan akuntabilitas dan menjamin keselamatan pelayaran. Negligence in the conduct of ship seaworthiness surveys is a significant factor contributing to maritime accidents in national shipping. In practice, weak supervision and inadequate legal accountability of surveyors and classification bodies allow vessels that fail to meet technical and safety standards to be declared seaworthy. This study aims to analyze the forms of legal liability arising from negligence in ship seaworthiness surveys and to assess the effectiveness of existing legal mechanisms in ensuring maritime safety. This research employs a normative juridical method using statutory, conceptual, and case study approaches. The findings indicate that negligence in seaworthiness surveys may result in civil, criminal, and administrative liability. However, the legal framework governing the personal accountability of surveyors and independent survey institutions remains insufficient and lacks clarity. This study recommends strengthening regulatory frameworks, enhancing supervisory mechanisms, and harmonizing national laws with international maritime standards to improve accountability and ensure maritime safety.

Abstract

Transisi menuju pelayaran berkelanjutan menuntut penerapan green shipping practices sebagai respons atas meningkatnya emisi dan degradasi lingkungan laut. Instrumen hukum maritim internasional—termasuk MARPOL, UNCLOS, ISM Code, serta regulasi IMO—telah membentuk kerangka normatif yang mengatur pengendalian pencemaran, efisiensi energi, dan penggunaan teknologi ramah lingkungan. Meski demikian, efektivitas penerapannya di banyak negara masih terhambat oleh ketidaksinkronan regulasi nasional, kapasitas penegakan hukum yang terbatas, serta rendahnya kesiapan infrastruktur dan industri untuk beradaptasi. Kajian ini menganalisis kesesuaian serta kecukupan instrumen hukum internasional dalam mendukung green shipping, sekaligus mengidentifikasi tantangan implementasi di tingkat nasional. Dengan menggunakan pendekatan yuridis-normatif melalui analisis dokumen hukum dan literatur, penelitian ini menemukan bahwa kerangka internasional telah cukup komprehensif, tetapi keberhasilan implementasi bergantung pada harmonisasi regulasi domestik, transformasi digital, dan komitmen industri pelayaran terhadap kepatuhan lingkungan. Temuan ini menegaskan perlunya integrasi hukum–teknologi dan peningkatan kapasitas negara untuk memastikan pelayaran berkelanjutan dapat diwujudkan secara konsisten.   The transition toward sustainable shipping requires the adoption of green shipping practices in response to increasing emissions and marine environmental degradation. International maritime law instruments—such as MARPOL, UNCLOS, the ISM Code, and various IMO regulations—establish the normative framework governing pollution control, energy efficiency, and environmentally friendly technologies. However, their effectiveness remains constrained by gaps in national regulatory harmonization, limited enforcement capacity, and the maritime industry's uneven readiness to adapt. Using a normative juridical approach through legal document and literature analysis, this study evaluates the adequacy of international regulations in supporting green shipping and identifies key implementation challenges at the national level. The findings indicate that although the international framework is comprehensive, successful implementation depends on national regulatory alignment, digital transformation, and strong industry commitment. This study underscores the need for integrated law–technology governance and strengthened institutional capacity to realize sustainable maritime operations.
