Abstract

The global covid-19 pandemic has affected all sectors of human life. Humans have to adapt the new ways of life. One of the new ways of life is to use a mask when doing activities outside the home. Health protocol policies, including the use of masks, are a form of government responsibility in overcoming the covid-19 pandemic. The policy will not be able to achieve success if it is not supported by the public. Health protocol policies, including the use of masks, have the main goal of breaking the chain of the spread of covid-19. In Jombang regency regulation of health, protocols are regulated in Peraturan Bupati no. 57 Tahun 2020. This study was conducted to find out how the public adheres to these policies and regulations. This study uses qualitative methods using primary and secondary data. Data collections techniques used are interviews, observation and, documentation. The data analysis used in this study is the Miles and Huberman model which consists of data reduction, data display and, conclusion drawing or verification. The results of this study indicate that the public is obedient to the policies and rules for the use of masks, only to obey the regulation and avoid sanctions and not to realize the main goal of the policy, which is to break the chain of the spread of covid-19 so that the pandemic can end soon.

Abstract

General elections are a democratic process to directly elect representatives of the people. The process of organizing simultaneous elections will be held again in 2024. The potential for conflict will always accompany every stage of the election implementation. Both internal conflicts and external conflicts. For example, in the General Election Commission (KPU) of Jombang Regency, the conflict that arose was related to the problem of the recruitment system for the 2024 election adhoc body claimed to lack integrity. The purpose of this study is to describe the conflict in the recruitment of adhoc bodies as well as the efforts of the General Election Commission (KPU) of Jombang Regency in minimizing it. The research method uses descriptive qualitative with data collection techniques through document studies and in-depth interviews. The results of the research show that the potential for conflict in the recruitment of adhoc bodies is triggered by public disappointment so that they consider this institution to lack integrity, while efforts to minimize it include providing concrete data transparency.Pemilihan umum merupakan proses demokratis untuk memilih wakil rakyat secara langsung. Penyelenggaraan pemilu serentak kembali dilaksanakan pada tahun 2024. Proses penyelenggaraan pemilu akan selalu beriringan dengan potensi konflik. Baik konflik secara internal maupun konflik secara eksternal. Sebagai contoh di Komisi Pemilihan Umum (KPU) Kabupaten Jombang, konflik yang muncul terkait permasalahan sistem perekrutan badan adhoc pemilu 2024 diklaim tidak berintegritas. Tujuan penelitian ini untuk menggambarkan konflik dalam perekrutan badan adhoc sekaligus upaya Komisi Pemilihan Umum (KPU) Kabupaten Jombang dalam meminimalisirnya. Metode penelitian menggunakan deskriptif kualitatif dengan teknik pengumpulan data melalui studi dokumen dan wawancara yang mendalam. Adapun hasil dari penelitian menunjukkan potensi konflik perekrutan badan adhoc dipicu oleh kekecewaan masyarakat sehingga menganggap lembaga ini tidak berintegritas, sedangkan upaya untuk meminimalisir antara lain dengan memberikan transparansi data yang konkret.

Abstract

  Stunting is a condition of failure to thrive in children and toddlers caused by acute malnutrition. Data shows that the prevalence of stunting in Indonesia is relatively high. Likewise, in Jombang Regency. One of the problems that is quite influential in accelerating the reduction of stunting, especially in Jombang Regency, is data synchronization. Synchronizing this data is one of the obstacles to reducing stunting. Various problems occur in data synchronization, one of which is bureaucratic pathology. This research uses Max Weber's theory of ideal bureaucracy as well as theories about bureaucratic pathology. The method used in this research is qualitative with primary and secondary data sources. The data collection methods used were interviews, observation, and documentation, with data analysis methods using the Miles and Huberman model. The results of this study indicate a bureaucratic pathology in the synchronization of stunting data in Jombang Regency. The most fundamental is the lack of uniformity in the use of stunting data collection applications, resulting in data held by each Regional Apparatus Organization (APO). This unsynchronized stunting data is one of the obstacles to accelerating stunting reduction in Jombang Regency. This, of course, constitutes a bureaucratic pathology in the synchronization of stunting data. If this bureaucratic pathology can be minimized, it will reduce obstacles to synchronizing stunting data in Jombang Regency.
