Abstract

Penelitan ini bertujuan:untuk mengetahui hubungan pengaruh antara variabel bebas yaitu belanja pendidikan, kesehatan dan ekonomi berpengaruh terhadap variabel terikat dalam hal ini mutu sumber daya. Dengan penelitian ini, maka akan dapat dibangun teori yang dapat berfungsi untuk menjelaskan, meramalkan dan mengontrol suatu gejala. Pendekatan yang digunakan dalam penelitian ini secara kuantitatif. Adapun lokasi penelitian ini yaitu 17 provinsi yang berada dalam kawasan timur Indonesia yang berdasarkan peraturan presiden nomor 2 tahun 2015 wilayah Timur Indonesia yaitu provinsi yang berada di Kalimantan, Sulawesi, Maluku, Nusa Tenggara dan Papua. Metode analisis data yang digunakan dalam penelitian ini yaitu menggunakan data panel. Data panel merupakan gabungan antara data antar tempat (Cross Section) dan data antar waktu (time series). Dalam penelitian ini cross section yang digunakan sebanyak 17 provinsi yang berada dikawasan Timur Indonesia dan terkait time series dalam penelitian ini menggunakan data tahunan yaitu 2013-2022. Berdasarkan hasil penelitian dan pembahasan,Belanja pendidikan berpengaruh positif terhadap mutu sumber daya manusia. Artinya semakin besar belanja pendidikan akan berbanding lurus dengan tingkat mutu sumber daya manusia di kawasan Timur Indonesia dan belanja kesehatan berpengaruh terhadap mutu sumber daya manusia di kawasan Timur Indonesia terakhir belanja ekonomi tidak berpengaruh terhadap mutu sumber daya manusia di kawasan Timur Indonesia.Berdasarkan hasil analisis dapat diketahui bahwa IPM di Kawasan Timur Indonesia cenderung naik tiap tahunnya pada masing masing daerah, dengan kata lain pencapaian sasaran pembangunan di Kawasan Timur Indonesia mengalami kemajuan. Nilai IPM tertinggi berada di Provinsi Kalimantan tengah, hal tersebut dapat dikatakan bahwa dalam upaya membangun kualitas hidup manusia didaerah tersebut berhasil. Sedangkan IPM terendah berada di Provinsi Sulawesi Tengah dan Nusa Tenggara Timur.

Abstract

Purpose — The purpose of this study is to determine the convergence of economic growth in the regencies and cities of South Sulawesi.Method — The type of data utilized in this study is quantitative, sourced from secondary data obtained from the Indonesian central statistics agency/ Badan Pusat Statistik of the districts and cities within South Sulawesi Province. The convergence analysis in this study is divided into two categories, namely sigma convergence and beta convergence. The application of sigma convergence aims to assess the level of disparity based on economic growth.Result — The results of the sigma convergence analysis indicate that there has been sigma convergence in South Sulawesi Province from 2015 to 2022, as evident from the decreasing Unweighted Coefficient of Variation value. Furthermore, the analysis of beta convergence was conducted using both absolute convergence and conditional convergence models, focusing on the economic growth of all districts/cities in South Sulawesi. The findings also reveal that the average length of schooling does not have a significant effect on economic growth. However, investment demonstrates a significant impact on the economic growth of districts/cities within the province of South Sulawesi.Contribution — The academic contribution of this study lies in its novel focus on convergence analysis of economic growth in regions/cities within South Sulawesi Province, specifically investigating the potential catching-up process and convergence in rising per capita income, which has been relatively overlooked in prior research predominantly centered on overall economic development at regional or national levels.

Abstract

Etlingera comosa adalah jenis tanaman yang unik dan baru ditemukan, berasal dari Tentena, Sulawesi Tengah. Meskipun diyakini bahwa genus Etlingera ini mengandung senyawa antioksidan, belum ada penelitian yang mendalam mengenai spesies Etlingera comosa. Oleh karena itu, penelitian ini bertujuan untuk mengidentifikasi kandungan senyawa metabolit sekunder pada ekstrak etanol daun dan batang tanaman Etlingera comosa, serta mengidentifikasi aktivitas antioksidan yang terdapat pada ekstrak etanol daun dan batang Etlingera comosa. Penelitian ini menggunakan metode ABTS (2,2-azinobis 3-etilbenzotiazolin-6-sulfonat) untuk menentukan aktivitas antioksidan ekstrak etanol daun dan batang Etlingera comosa. Hasil dari penelitian menunjukkan bahwa ekstrak etanol tanaman Etlingera comosa pada bagian daun positif mengandung senyawa metabolit sekunder golongan flavonoid, alkaloid, steroid dan tanin. Sedangkan bagian batang positif mengandung senyawa metabolit sekunder golongan flavonoid, alkaloid, dan tanin. Aktivitas antioksidan ekstrak etanol tanaman Etlingera comosa berdasarkan nilai IC50 bagian daun sebesar 11,75 μg/ml sedangkan bagian batang sebesar 83,11 μg/ml. Penelitian ini menunjukkan bahwa ekstrak etanol daun dan batang Etlingera comosa mempunyai senyawa antioksidan serta memiliki aktivitas antioksidan. Etlingera comosa is a unique and newly discovered plant species endemic to Tentena, Central Sulawesi. Although the Etlingera genus is believed to contain antioxidant compounds, there has been no thorough research on the specific species Etlingera comosa. This study aims to investigate thephytochemical content of the ethanol extract from the leaves and stems of Etlingera comosa, as well as to evaluate its antioxidant activity. The research utilized the ABTS (2,2'-azino-bis(3-ethylbenzothiazoline-6-sulfonate)) method with UV-Vis spectroscopy, measuring at a wavelength of 751 nm to assess the antioxidant activity of the ethanol extract. The findings indicated that the ethanol extract from the leaves of Etlingera comosa tested positive for secondary metabolite compounds, including flavonoids, alkaloids, triterpenoids/steroids, and tannins. In contrast, the stems showed positive results for flavonoids, alkaloids, and tannins. The antioxidant activity was quantified using the IC50 value, 11.75 μg/ml for the leaf extract and 83.11 μg/ml for the stem extract. These results demonstrate that the ethanol extracts of both the leaves and stems of Etlingera comosa contain antioxidant compounds and exhibit antioxidant activity. Abstract

The purpose of this study is to investigate how the public-private partnership model based on the construction-operation-transfer model in the case of infrastructure development in Makassar City is utilized in the construction of the Makassar City Toll Road. After satisfying the requirements set in each case, a public-private partnership contract is concluded. The construction of toll roads is basically done by the government, the Ministry of Public Affairs and a corporate body (in this case PT Bosova Margautama Nusantara) using a build-operate-transfer model (generally a model involving two parties). is constructed by public service users, governments, and service providers are involved in building and operating the infrastructure. After granting the right of use for 35 years as the organizer, it will be handed over to the government after the concession period.
