Abstract

Pemerintah Indonesia perlu mengkaji kembali kebijakan yang dapat mengatur perilaku digital masyarakatnya. Undang-Undang Informasi dan Transaksi Elektronik (ITE) telah diberlakukan di Indonesia sebagai landasan hukum agar masyarakat tidak sembarangan dalam menggunakan internet. Undang-Undang ITE tidak mampu mewujudkan tujuannya, yaitu memberikan rasa aman di dunia digital. Undang-Undang ITE semakin ditanya fungsinya karena sejauh ini Undang-Undang ITE lebih bersifat reprensif daripada preventif. Penelitian ini dilaksanakan untuk merumuskan kembali alternatif kebijakan yang dapat mengatasi perilaku masyarakat di dunia digital. Metode penelitian menggunakan studi literatur dengan pendekatan kualitatif. Sumber data memanfaatkan data sekunder yang digunakan dalam penelitian ini bersumber dari studi kepustakaan, sepeti buku refrensi, jurnal, artikel, dan sumber lain yang relevan dengan penelitian. Penelitian menghasilkan beberapa alternatif kebijakan untuk mengatasi perilaku digital di Indonesia. Peniliaian alternatif kebijakan dilakukan dengan mempertimbangkan kriteria kebijakan menurut Bardach. Alternatif kebijakan yang dipilih sebagai rekomendasi untuk mengatasi perilaku digital di Indonesia adalah memberlakukan persyaratan khusus seperti menggunakan E-KTP atau identitas lain untuk memperoleh akun di salah satu platform digital agar menciptakan “one person one account”.

Abstract

The population in urban areas continues to increase while the land owned is limited which results in slum settlements in urban areas. Slum settlements in Medan City often appear in areas where buildings should not be allowed, such as in watersheds. Deli River as a large river that divides Medan City, there are still many slum settlements in the watershed. Management of slum settlements based on sustainable development is needed to provide a long-term impact, especially for the preservation and restoration of the function of the Deli River. This study aims to analyze the management of slum settlements based on sustainable development indicators in achieving sustainable development, namely ecological sustainability, economic sustainability, socio-cultural sustainability, political sustainability, and defense and security sustainability. The research method used is descriptive qualitative. Sources of research data by collecting primary data through interviews and secondary data through documentation and observation studies. The management of slum settlements based on sustainable development in the Deli watershed is still not optimal in terms of ecological sustainability, economic sustainability, and defense and security sustainability. Meanwhile, socio-cultural sustainability and political sustainability are quite optimal. The government must manage slum settlements based on sustainable development through an approach with the community and provide viable housing alternatives so that people do not live in watershed areas.

Abstract

This study aims to analyze the potential, constraints, and synergy strategies between the sports, tourism, and culture sectors as drivers of the regional economy in Serdang Bedagai Regency. The research background is based on the large potential of natural resources, the richness of multi-ethnic culture, and the increasing trend of community sports that can be integrated into the regional development framework. However, the utilization of this potential still faces various obstacles, such as institutional fragmentation, limited infrastructure, suboptimal promotion, unequal community capacity, and limited regional budgets amidst national fiscal efficiency policies. This study uses a qualitative method with a literature review approach to examine concepts, theories, and empirical findings relevant to the development of sports tourism, community-based tourism, collaborative governance, and sustainable development. The results of the study indicate that the integration of the sports, tourism, and culture sectors has the potential to create an economic multiplier effect through increased tourist visits, development of MSMEs, job creation, and increased Regional Original Income (PAD). Recommended strategies include the development of an integrated event calendar, development of local culture-based sports tourism, strengthening branding and digital marketing, implementing public-private partnerships, increasing community capacity, innovation of thematic tour packages, development of integrated facilities, and a monitoring and evaluation system based on performance indicators. With a collaborative governance approach and integrated planning, the synergy of sports, tourism, and culture is expected to be a resource efficiency strategy as well as a driving force for inclusive, competitive, and sustainable economic growth in Serdang Bedagai Regency.

Abstract

This study analyzes the comparative green tourism policies of Indonesia and Malaysia from a comparative public administration perspective. The effectiveness of sustainable tourism is determined not only by the substance of the policy but also by the institutional structure and governance capacity of the country. The study uses a qualitative approach with a comparative public policy design. The results show that Indonesia implements a decentralized participatory green governance model that emphasizes community empowerment and regional flexibility, but faces the challenge of fragmented implementation due to variations in institutional capacity. In contrast, Malaysia has developed a centralized regulatory green governance model that is more consistent in standardizing and overseeing policies through strong federal coordination. Differences in state administrative structures have been shown to be a determining factor in the design and effectiveness of sustainable tourism policies. This study confirms that strengthening green tourism requires a balance between national regulatory consistency and local participation as the foundation of sustainable governance.

Abstract

Kuliah Kerja Nyata (KKN) Karisma di Kelurahan Karang Berombak, Medan Barat, pada 15 September 2025 hingga 24 september 2025 dilaksanakan untuk mendukung pengembangan potensi lokal sekaligus melestarikan tradisi masyarakat. Kegiatan meliputi pendampingan UMKM, pelestarian budaya melalui tari dan permainan tradisional, edukasi anak-anak, kegiatan keagamaan, serta kerja bakti. Program ini menggunakan metode observasi, sosialisasi, dan pendampingan masyarakat. Hasilnya menunjukkan peningkatan keterampilan UMKM, penguatan karakter anak, serta kesadaran masyarakat dalam menjaga budaya lokal. KKN ini berhasil mempererat hubungan mahasiswa dengan warga serta memberi dampak sosial, budaya, dan ekonomi. The Karisma Community Service Program (KKN) in Karang Berombak, Medan Barat, held in 2025 September 15 to 24, aimed to develop local potential and preserve community traditions. Activities included MSME assistance, cultural preservation through dance and traditional games, children’s education, religious events, and communal work. Methods used were observation, socialization, and mentoring. The results showed improvements in MSME skills, children’s character building, and community awareness of cultural preservation. This program strengthened student-community relations and created social, cultural, and economic impacts.
