Abstract

Tujuan penelitian ini untuk mengetahui dan menganalisis pengaruh alokasi anggaran dinas, integrasi penggunaan teknologi, dukungan pemerintah pusat, realisasi program dan kegiatan secara langsung terhadap efektivitas pengelolaan anggaran dan pengaruh tidak langsung alokasi anggaran dinas, integrasi penggunaan teknologi, dukungan pemerintah pusat, terhadap efektivitas pengelolaan anggaran melalui realisasi program dan kegiatan. Metode penelitian kuantitatif adalah penelitian yang hasilnya disajikan dalam bentuk deskripsi dengan menggunakan angka dan statistik dengan spss dan uji sobel untuk menguji hipotesis penelitian. sampel dalam penelitian ini yaitu pegawai Dinas Ketahanan Pangan Kabupaten Penajam Paser Utara,yang berjumlah 100 responden.Hasil penelitian ini menemukan bahwa Alokasi anggaran yang dilakukan oleh Dinas Ketahanan Pangan Kabupaten Penajam memiliki berpengaruh positif dan signifikan terhadap efektivitas pengelolaan anggaran, Integrasi penggunaan teknologi pada Dinas Ketahanan Pangan Kabupaten Penajam, tidak menunjukkan pengaruh yang signifikan terhadap efektivitas pengelolaan anggaran, Dukungan pemerintah pusat berpengaruh tidak signifikan terhadap efektivitas pengelolaan anggaran. Realisasi program dan kegiatan berpengaruh positif signifikan terhadap efektivitas pengelolaan anggaran. Alokasi anggaran dinas berpengaruh negatif dan signifikan terhadap realisasi program dan kegiatan. Integrasi penggunaan teknologi berpengaruh positif dan signifikan terhadap realisasi program dan kegiatan. Dukungan pemerintah pusat berpengaruh positif dan signifikan terhadap realisasi program dan kegiatan. Alokasi anggaran dinas berpengaruh tidak signifikan terhadap efektivitas pengelolaan anggaran melalui realisasi program dan kegiatan. Integrasi penggunaan teknologi berpengaruh positif dan signifikan terhadap efektivitas pengelolaan anggaran melalui realisasi program dan kegiatan dan dukungan pemerintah pusat berpengaruh positif dan signifikan terhadap realisasi program melalui efektivitas pengelolaan anggaran. Kata Kunci: Alokasi Anggaran, Integrasi Integrasi Penggunaan Teknologi, Dukungan Pemerintah Pusat, Realisasi Program Dan Pengelolaan Anggaran Yang Efektif

Abstract

Payment for Environmental Services (PES) is an environmental service compensation activity conducted by Forest Programme IV (FP-IV), designed to be implemented in the Mamasa Sub-Watershed of the Saddang Watershed. The implementation of this PES plan will be collaborated with parties such as the Bakaru Watershed Forum, Hydroelectric power plant (PLTA), and Forest Farmer Groups (KTH) in selected villages over a 5-year contract. However, the challenge is that the target community lacks trust in PES activities and most refuse to join, making the formation of KTH Mappideceng problematic. The purpose of community service is to enhance the capacity of KTH Mappideceng based on the requirements and criteria established by the PES model scheme. The methods used include primary socialization (door-to-door) such as surveys, lectures, and discussions. The results of the community service activities in KTH Mappideceng, Betteng village, showed an increase in the number of members from 12 to 21, with 15 being new members and 6 being existing ones. After the socialization carried out by the team, enthusiasm and motivation to join increased; however, the intervention location and funding limitations were predetermined by the PES model mechanism (FP-IV).

Abstract

Immaturity in students' career planning is often not caused by a lack of information, but rather by mental barriers in the form of irrational thought patterns and cognitive distortions. This study aims to map the overview of previous career guidance implementations, identify the methods used, and analyze the opportunities and relevance of Cognitive Restructuring techniques as an alternative approach to improving the effectiveness of career guidance services. The method used in this study was library research by analyzing literature from accredited national journals from 2020-2025. The results of the study indicate that although various career guidance methods such as classical guidance, the use of digital technology media, and problem-solving techniques have proven effective in improving professional insight and student motivation, there are gaps where students' internal cognitive aspects have not been deeply touched. The research findings confirm that Cognitive Restructuring techniques through Doyle's seven-step procedure have very strong relevance in filling this gap. This technique has a great potential to help students identify, challenge, and replace irrational career-related thoughts with more rational, adaptive, and realistic mindsets. The conclusions of this study emphasize the importance of integrating a cognitive approach into career guidance services to ensure students not only have sufficient career information but also the mental maturity to make future decisions.
