Abstract

With a governance shift in Indonesia, a heavy burden has been placed on local governments to act in their citizens’ best interests. This study generated evidence of economic structure, economic growth, and local government policies in the new autonomous city of Banjar Municipality, West Java Province, Indonesia. This study used location quotient, shift-share, and ordinary least squares regression analyses. Results reveal that from 2017 to 2019, agriculture, accommodations, business and trade, public services, and other sectors dominated the economic structure of Banjar Municipality. Notably, the Banjar city government's sustainability policy, aimed at developing local road infrastructure and protecting traditional markets, plays an essential role in maintaining the city’s economic growth. Policies oriented toward sustainability emphasize control, orderliness, and acceleration of economic activity; however, local authorities are at times faced with challenges when a transition of regional leadership occurs. This study provides critical insights that complement the theorization and evaluation of new autonomous cities' attempts to achieve community welfare.

Abstract

In this paper, the performance of a gas engine-driven heat pump (GEHP) was experimentally studied for space heating and cooling. An experimental test facility was developed for this purpose. The effect of key parameters on system performance was investigated under both cooling and heating modes. The results showed that as the engine speed increased from 1400 to 2000 rpm, the cooling and heating capacities increased by 23% and 28.5%, respectively while the GEHP system Primary Energy Ratio (PER) decreased by 13.5% and 11.7% in the cooling and heating modes, respectively. The system PER in the cooling mode was found lower than that in the heating mode. This indicated that heat recovery from the engine cylinder and exhaust gas was very important for improving the GEHP system performance. In the heating mode, the ambient temperature and condenser water flow rate had a large effect on the system heating capacity and PER, and insignificant effect on the gas energy input. In the cooling mode, the chilled water inlet temperature showed a large effect on both cooling capacity and gas energy input while the chilled water flow rate had a large effect on cooling capacity and insignificant effect on the gas energy input.

Abstract

This study examines how public policy and governance structures influence the effectiveness of Indonesia’s efforts to reduce stunting through the Posyandu reform under the Six Minimum Service Standards (6 SPM), and identifies relevant lessons from China’s Community Health Service (CHS) system. Using a qualitative descriptive–comparative research design, the study analyzes governance roles, coordination mechanisms, and institutional arrangements based on observations of Posyandu implementation in Bandung Regency and a structured review of China’s CHS model. The findings show that the success of Posyandu reform depends heavily on subnational governance capacity, particularly in coordinating multisectoral programs, ensuring data reliability, and providing clear operational guidance for community health services. Comparative insights from China highlight the value of standardized service packages, professional staffing, and unified data systems in strengthening implementation consistency. The study concludes that governance quality is a central determinant of stunting reduction outcomes and that Indonesia can benefit from adopting selected governance practices from China while maintaining its community-based approach. Future research should incorporate richer empirical data and deeper field-based comparisons.
