Abstract

During the COVID-19 pandemic, cases of the increase in positive patients in Indonesia were getting out of control and increasing in number, therefore the Government is ready for a vaccine that will be given in stages according to the priority of the recipient as an effort to tackle the spread of COVID-19 transmission. Vaccination can be carried out in health agencies such as in Puskesmas. The purpose of this research was to evaluate the quality of service in the implementation of the COVID-19 vaccination at Puskesmas Mojo Surabaya. The research method used is a qualitative approach with descriptive methods. The data technique used was observation, interview, and documentation study and then analyzed using an interactive data analysis model. The results of this study are the quality of the COVID-19 vaccination service at Puskesmas Mojo Surabaya based on the dimensions of public service Tangibles, Reliability, Responsiveness, Assurance, and Emphaty. Applicable in the process of vaccination services at Puskesmas Mojo Surabaya on complicated online data collection and scheduling, because not all of the facilities and population data are available where there have never been residents who have moved, therefore the result is a long queue to update the data. The quality of vaccine services at Puskesmas Mojo Surabaya is satisfactory in terms of facilities, services, and resources and it is necessary to make efforts to schedule and collect data more regularly to overcome service process constraints

Abstract

The purpose of this study is to describe implementation of COVID-19 vaccination policy, to find supporting and inhibitings factors or efforts to overcomes them in Surabaya city. Theoretical approach used is the George C. Edward III policy implementation approach. Thiss research use qualiitative methods with a descriptives approach. Data collection carried out through observatiion and interviews. Analysis data techniques in this reseacrh consisted of data collections, data condensations, data presentations, and drawing conclusions according to Miles-Huberman model. Results show that  implementation of COVID-19 vaccination policy in the City of Surabaya in fact found a number of problems in implementation of the COVID-19 vaccination on Surabaya, including realization  vaccines to targets far from the target set, the reluctance of potential vaccine recipients to inform the cause of their absence to health facility officers, less the active target group of potential vaccine recipients to come according to the set schedule. Another cause that is no less important is the lack of synchronization of data on potential vaccine recipients obtained by health facilities as administrators, because some of the data entered are potential vaccine recipients who are survivors, some were even founds to have vaccinated elsewhere. So, socialization from the local government regarding implementation of COVID-19 vaccination policy in Surabaya City important and provides education. Therefore, researchers suggest that there be improvements and synchronization of data on potential vaccine recipients, so that vaccine recipients are well monitored and integrated.

Abstract

This study aims to determine how the policy implementation of South Ring Road development in Tuban District that analyzed using the policy implementation model from Van Meter and Van Horn (1775). The type of research used is the type of qualitative research with data collection techniques in the form of observation, interviews, and documentation. The results of the study indicate that all indicators of the policy implementation model from Van Meter and Van Horn (1975) as a measure of the success of the policy implementation of South Ring Road development in Tuban District are due to minimal financial resources, causing poor road construction. failure to achieve standards, inaccuracies and inconsistencies in communication during the policy implementation process which caused problems, and the presence of people who did not support the development policy of the Ring Road. So it can be concluded that the policy implementation of South Ring Road development in Tuban District has not run optimally
