Abstract

The image of government services is still considered unsatisfactory to the public. Various complaints from the implementation of services continue to color the world of public services in Indonesia. Reluctance and negative image in the service process faced by the community is still felt when they have to deal with government agencies in a service. This shows an indication that the government has yet to succeed in providing quality and satisfying services to the community. This research is part of an effort to make continuous improvements in service quality. The objectives of this study are 1) to identify the quality of public service delivery in the sub-districts of the Sidoarjo Regency Government, 2) to identify the role of the local government in providing quality public services in the sub-districts of the Sidoarjo Regency Government. This research method uses a descriptive qualitative approach; by presenting the results of this study in depth about the phenomenon of public service in improving the quality of service in the sub-districts in the Sidoarjo Regency Government. The results showed that the implementation of public services in the sub-districts in the Sidoarjo Regency Government environment is relatively good enough. The role of the Sidoarjo Regency Government focuses more on the position as facilitator, dynamist and executor within the existing normative boundaries.

Abstract

The market is one of the places used to meet the needs of people's lives. Currently, it is necessary to realize that traditional markets are not the only trading centers. The increasing number of other trading centers such as modern markets, both in the form of minimarkets, hypermarts and malls which in turn can make traditional markets must be able to survive in the competition so as not to be crushed by the flow of modernization. However, in practice, the people's market still faces problems. This study aims to analyze and describe the implementation of the People's Market Management Policy at the Sukodono Market, Sidoarjo Regency. The type of research used by the author in this study is descriptive qualitative. The data sources of this research are primary data sources which are obtained from research informants and secondary data sources obtained from books, journals, and documents related to this research. Then the data collection techniques used in this study were interviews with purposive sampling method, direct observation (non-participants), and documentation with related data. In addition, the data analysis technique used is using interactive data analysis. The results of this study show that the implementation of the people's market management policy in Sukodono Market has been implemented but has not been optimal as a whole. This can be seen in the efficient, accountable, public interest, environmentally friendly, social responsibility and mutual cooperation focus that have been implemented well. However, the effective and productive focus has not been implemented optimally.

Abstract

Participation is the involvement or participation of a person in certain activities or often related to development activities. The purpose of this study was to describe and analyze the role of the village head in increasing community participation in development in Warukin Village, Tanta District, Tabalong Regency. The type of research used in this research was descriptive qualitative with data collection techniques in the form of observation, interviews, and documentation. The research location was in Warukin Village, Tanta District, Tabalong Regency. The focus of the research was the role of the village head in increasing community participation in development in Warukin Village, Tanta District, Tabalong Regency. Sources of research data were primary data and secondary data. In summary, the results of the study stated that the village head had provided opportunities for the community to participate in the Village Musrembang. It increased the willingness of the community to participate in activities organized by the village government and the community's ability to participate in village development activities.

Abstract

This study aims to identify and describe the SOAR Analysis Model in the Waste Management Strategy at the Mojokerto City Environmental Service. The problem in this study is focused on an increase in the amount of waste generation which has implications for the performance of the Mojokerto City Environmental Service as a regional work unit authorized in the implementation of waste management. The research method used in this research is a qualitative research method with a descriptive approach. The theory used is the SOAR analysis from Stavros & Hinrichs (2009) which was identified based on the components of the waste management subsystem. The results showed that the SOAR analysis model in the waste management strategy at the Mojokerto City Environmental Service had been implemented but was not maximal enough, especially in the financing aspect which affected the operational speed of waste management. However, in terms of institutional, regulatory, community participation, and technical operations, the best efforts have been shown to generate positive energy in achieving effective waste management in Mojokerto City.

Abstract

As a result of the Covid-19 pandemic that hit all countries including Indonesia, it has an impact on all business sectors including MSMEs. The condition of the Micro Businesses in the Sidoarjo Regency is not much different from the Micro Enterprises in other areas. The purpose of this research is to describe the Micro Business Empowerment Strategy Fostered during the pandemic at the Office of Cooperatives and Micro Enterprises, Sidoarjo Regency. The research method used in this research is the descriptive qualitative research method. The location of this research is in the Office of Cooperatives and Micro Enterprises, Sidoarjo Regency. The focus of this research is on the Strategy for Empowerment of Fostered Micro Enterprises in the Pandemic Period at the Office of Cooperatives and Micro Enterprises, Sidoarjo Regency. Sources of data used in this study are primary data and secondary data. Data collection techniques used in this study, namely observation, interviews, and documentation relating to existing information in the field. The results of the research can be said that the empowerment of Fostered Micro Enterprises during the pandemic carried out by the Sidoarjo Regency Cooperatives and Micro Enterprises has been running by following the applicable rules. And there is a need for better data collection for the Micro Businesses that exist in each sub-district in Sidoarjo Regency

Abstract

Pilanggede Village is one of the villages that has a village economic institution called BUMDesa Pilanggede Gemilang. Which BUMDesa has succeeded in building a tourist village destination. The development of this tourist village is named the Taman Pinggir Gawan Tourism Village (TPG) which presents a characteristic of the panoramic beauty of the Bengawan Solo River. However, behind the panoramic beauty, the Bengawa Solo River is a river that is prone to flood disasters when the rainy season arrives. So that BUMDesa Pilanggede makes efforts to minimize the impact of disasters and also to maintain the existence of tourist villages. This research aims to examine how the BUMDesa strategy is in the development of the TPG tourism village, Pilanggede Village, Balen District, Bojonegoro Regency. The research method used is descriptive qualitative by describing the facts that occur in the field. Data collection techniques using observation, interviews, documentation, and triangulation. The results showed that in the process of developing a tourist village, several programs had been designed. The program includes establishing the image of tourism with the addition of new vehicles and also improving facilities and infrastructure, improving the quality of human resources through training, carrying out activities to maintain environmental hygiene, and also promoting through social media.

Abstract

The impact of the Covid-19 pandemic was felt by the Micro Businesses assisted by the City of Surabaya. The Surabaya City Government is making efforts in an empowerment strategy so that the Micro Businesses fostered continue to produce in a pandemic. This study aims to analyze and describe the Empowerment Strategy of Micro-Business Assisted During the Covid-19 Pandemic in the City of Surabaya using the indicators of the empowerment strategy of Ismawan (1995) in Prijono & Pranaka (1996). This type of research is qualitative with data collection techniques in the form of observation, interviews, and documentation. The research location is in DP5A Surabaya City, DINKOPUM Surabaya City, DISDAG Surabaya City. The focus of research is on Strategies for Empowering Micro Businesses During the Covid-19 Pandemic in the City of Surabaya. Sources of research data are primary data and secondary data. The results of the study said that the empowerment of Micro Patronage during a pandemic covid-19 made by DP5A Surabaya, DINKOPUM Surabaya,  DISDAG Surabayahas run according to the rules. However, empowerment still needs to be optimized and there is a need for better data collection for the Micro Businesses in each sub-district of the City of Surabaya.

Abstract

The commitment of the Jokowi – Jusuf Kalla government in developing villages is stated in the third the Nawa Cita which has been mandated to “Build Indonesia from the periphery by strengthening regions and villages within the framework of a unitary state”. The purpose of this study is to describe the efforts made by the government Sekapuk Village in the transformation of development towards an independent village and to describe the inhibiting and driving factors during the process of becoming an independent village. Data collection techniques in this study used interviews, observation, and documentation, in which the data were analyzed descriptively qualitatively. The informant withdrawal technique uses a purposive technique based on criteria. All data were examined for data validity using source and data triangulation techniques and were analyzed through the process of data reduction, data presentation, and conclusion drawing. The results of this study indicate that in the efforts made, the Sekapuk Village government is in the transformation of development towards an independent village through potential mapping, coaching, and mentoring, building synergies, and implementing village governance into a modern organization. Able to realize Sekapuk Village into an Independent Village. While the inhibiting factors in the transformation of development are in the form of rejection from the community, the problem of the lack of development funds, and the location of the village which is far from urban areas. the driving factors in the transformation of development in the form of a strong will from the community, the desire to reduce the number of unemployed, and the desire to reduce the problem of slums.

Abstract

This article aims to analyze the Small and Medium Industry Center Revitalization Program for ICM on Shopping Tourism. The problem with the results of the revitalization program on shopping tourism that has been carried out by the Industry Service Office of Sidoarjo Regency. In order to approach this problem, the theory of Stufflebeam CIPP is used, namely Context, Input, Process, Product. The data were collected through observation, interview, and documentation techniques and analyzed qualitatively. The results of this study indicate; The context of planning for the ICM Center Revitalization for Shopping Tourism is based on the roadmaps of the Ministry of Industry by revitalizing the ICM Center Area for Shopping Tourism with eight indicators. The implementation input is assisted by the stakeholders; Public Works and Resources originating from the Special Allocation Fund. The evaluation process for the ICM Center Revitalization program on shopping tourism went well and smoothly, although there were several indicators that had not been implemented. Product achievements in the evaluation of the ICM center revitalization program on Shopping Tourism have an impact on the physical changes of the center but the increase in sales is still not felt. This study concludes that there are several indicators that have not been realized.

Abstract

The study of collaborative governance, especially in the MSME sector, certainly does not only focus on government plans but also relates to the actions and temporary impacts felt by Pudak MSME players in Gresik District, Gresik Regency. Pudak is a traditional food from Gresik that must be developed and preserved in order to compete with modern foods in the community. This article aims to describe and analyze of collaborative governance practice to the development of Pudak MSMEs in Gresik District, Gresik Regency. This research was carried out by conducting observations and interviews at the Gresik District office, Cooperatives, Micro Enterprises, Industry and Trade office of Gresik Regency and Pudak MSME merchant in Gresik District and literature studies. This research uses collaborative governance theory from Emerson, Nabatchi, and Balogh in Retno Sunu Astuti et al (2020) which consists of collaboration dynamics, collaboration actions, and collaboration impact & adaptation. The results showed that Pudak MSME merchant in Gresik District still have not received a significant impact from the collaboration between the Government of Gresik Regency and stakeholders. This was because Pudak MSME merchant in Gresik Regency have never had the opportunity to take part in activities carried out by the Government of Gresik Regency and stakeholders. This is a heavy task for the government so that there needs to be more intense socialization and evaluation of the parties involved in collaboration.
