Abstract

After the end of the Cold War, the idea of peacebuilding has been central to the main narrative within the study of international peace. For a significant period, the narrative was dominated by liberal and secular approaches which put state as the primary actor in peacebuilding processes. Nevertheless, many cases show that non-state actors, in particular faith-based transnational actors, might have contributed significantly to the conflict transformation mechanism through their faith-based peacebuilding activities. This article explores the modification that Rüland, von Lübke, and Baumann have made on Lederach’s concept on peacebuilding, which categorises peacebuilding processes into two dimensions: conflict evolution and crisis intervention. The first dimension of conflict evolution focuses on the identification of the root causes of the conflict and its development, while the second dimension is more concerned with the management of conflict and its transformation, as well as its impacts to the peace establishment process in certain areas. Referring to the Indonesian Nahdlatul Ulama’s involvement in the Afghanistan peacebuilding process, this article shows how the model offered by Rüland, von Lübke, and Baumann can well explain the opportunity transnational non-state actors have to contribute significantly to promote the establishment of peace in conflict areas.

Abstract

This study examines the paradiplomatic collaboration between the Riau Islands Provincial Government and the State of Johor in safeguarding Indonesian migrant workers (PMI) from 2019 to 2024. As a critical gateway for Indonesian labor migration to Malaysia, the Riau Islands face ongoing challenges in providing adequate protection for migrant workers, particularly within border regions. Using David Criekmans' framework on paradiplomacy, this research explored the dynamics, challenges, and limitations of the cooperative efforts between these sub-national governments. The study employed a descriptive qualitative methodology, drawing on document analysis and case studies to provide a comprehensive understanding of the actions undertaken. The findings highlight significant barriers to effective collaboration, including (1) insufficient political representation and coordination between the two sub-national governments; (2) central government dominance in decision-making, limiting local authority; (3) bilateral agreements that inadequately address migrant worker protection; and (4) constrained sub-national diplomatic efforts under central government oversight. These factors impeded the ability of the Riau Islands Province and Johor State to act as pivotal actors in resolving migrant worker-related challenges. This research contributed to the discourse on paradiplomacy by identifying the structural and operational shortcomings in cross-border collaboration for migrant worker protection, offering insights for strengthening sub-national cooperation in similar contexts.

Abstract

This study explores women's empowerment through digital literacy within pesantren, focusing on three case studies: Nisaul Kamilah from Pesantren Maslakul Huda Lamongan, Mambaul Atiyah from Pesantren Sabiluth Thoyyib Pasuruan, and Munawara from Pesantren Tebuireng Jombang. Employing a qualitative approach, the research investigates how these female digital literacy advocates utilize technology to enhance students' reading, writing, and access to information. The findings indicate that digital literacy not only modernizes education in pesantren but also creates opportunities for women to work, express themselves, and contribute to da'wah. Nonetheless, challenges such as limited access to technology and concerns about its potential negative impacts remain. Support from pesantren leaders and the implementation of flexible policies are essential for empowering women and advancing education. Furthermore, women's involvement in shaping educational practices has a positive effect on the digital literacy environment, inspiring santriwati to participate in technology-based initiatives
