Abstract

Trafficking (perdagangan manusia) dalam modus pengantin pesanan di Singkawang Kalimantan Barat adalah dipicu oleh kemiskinan dan tidak tersedianya lapangan pekerjaan, sehingga para perempuan yang tinggal di Singkawang melakukan kawin kontrak untuk merubah taraf hidup mereka. Faktor berikutnya adalah tingkat pendidikan yang rendah, ini disebabkan oleh pola pikir orangtuamerekabahwa tidak penting sekolah tinggi-tinggi hanya menghabiskan waktu dan uang saja sehingga seringkalimereka terpaksamenerima pekerjaan yang bersifat eksploratif, faktor lainnya adalah tingkat konsumerisme, para perempuan di Singkawang ingin memiliki barang mewah dan bagus untuk sehinggamereka diakui dilingkungan mereka, dan faktor yang terakhir adalah kesamaan etnis, orangtua mereka mendoktrin anak-anak mereka dengan mengatakan bahwa orang-orang keturunan Cina di Singkawang satu keturunan dengan orang-orang Taiwan, ini dilakukan orang-tua agar anak-anak mereka tidak merasa kalau mereka dijualoleh orangtua mereka.  Kondisi demikian ini dimanfaatkan oleh para calo/perantara perkawianan sebagai sasaran bagi calo-calo pemburu calon pengantin perempuan untuk menjaring korbannya dengan mudah dengan tujuan untukmendapatkan keuntungan berupa uang. Bentuk komunikasi yang terjadi antara pengantin pesanan dengan calo/makelar di Singkawang Kalimantan Barat adalah komunikasi interpersonal yang bersifat dua arah/sirkuler dan satu arah, feedback, persuasive terjadi dengan baik sehingga informasi yang diberikan calo/makelar kepada pelaku pengantin pesanan dapat dengan mudah diterima oleh pelaku pengantin pesanan tanpa noise/gangguan. Jadi bentuk komunikasi interpersonal yang bersifat dua arah, satu arah, feedback, persuasive merupakan bentuk yang efektif untuk mempengaruhi calon korban pengantin pesanan untuk melakukan kawin kontrak

Abstract

Sexual violence and bullying were projected to increase significantly in 2023, particularly within school environments. This PKM initiative was conducted at SDN 28 Sungai Kakap, Sungai Kakap District, Kubu Raya Regency. The aim of this activity is to educate students about bullying behavior and sexual violence, as well as the psychological impacts caused by these behaviors. The activity utilized a lecture method accompanied by video and song media to facilitate understanding for children. The results of this PKM activity have shown a positive impact on students' knowledge about bullying behavior and sexual violence. Students were becoming increasingly aware of the negative impacts of these behaviors, aided by the media presented by the resource person in the form of videos and songs. Additionally, to motivate students and spread awareness to stop bullying behavior and sexual violence, the committee provided several prize packages.

Abstract

The study aims to evaluate the impact of the Program Keluarga Harapan (PKH) through Family Development Session (FDS/P2K2) in Kubu Raya Regency, present a relevant and significant area of research. This poverty alleviation initiative is expected to contribute to efforts in reducing poverty rates and improving the capabilities of low income families. The initial problems identified include changes in the mindset and behavior of beneficiaries in accessing health and education services before and after participacing the PKH program, limited participation of beneficiaries in fulfilling their obligations to attend Family Development Session (FDS/P2K2), the tendency of beneficiaries to use PKH assistance primarily for consumptive needs and to remain dependent on the assistance, also the emerging impacts of P2K2 implementation in Kubu Raya Regency. The writing of this thesis aims to determine the impact of P2K2 on changes the mindset and behavior of beneficiaries through P2K2 in Kubu Raya Regency. Data were obtained through interviews conducted with various predetermined subjects, namely PKH beneficiaries, PKH social assistants, social assistance coordinators, and the head of the Social Service Office of Kubu Raya Regency. The results of this study indicate that the impact of P2K2 requires further optimization to ensure that beneficiaries can consistently access health and education services. Beneficiaries attendance in P2K2 activites is generally satisfactory; however, participation of elderly beneficiaries remains low and requires improvement. Beneficiaries remain dependent on PKH assistance; therefore, training and empowerment programs are necessary to promote self reliance. In the short term, the impact of PKH is primarily limited to fulfilling consumptive needs, whereas medium and long-term impacts require sustained efforts through the collaboration of all PKH implementing stakeholders in Kubu Raya Regency.

Abstract

This study was motivated by problems in the implementation of the duties of equalization officials within the Ministry of Religious Affairs in West Kalimantan, at IAIN Pontianak, and the Regional Office of the Ministry of Religious Affairs in West Kalimantan Province. The analysis is based on Hoogerwerf's four aspects that contribute to policy implementation failure: policy content, level of information received by actors, policy support, and distribution of potential. This research used a qualitative methodology, with data collected through focus group discussions and interviews. The findings reveal several issues: in the policy content aspect, there exists a competency gap among officials, and performance appraisals frequently do not align with their actual job roles. Furthermore, the information officials receive is often suboptimal. Policy support is adequate, but there is an income gap, and competency test requirements, formation, and job training constrain promotions. Lastly, the distribution of potential among officials indicates that many are still predominantly performing administrative tasks, which align more with general organizational duties. Based on these insights, the research offers several recommendations: first, the redistribution of officials to appropriate functional units should be prioritized, alongside implementing dynamic work systems, diversifying functional job descriptions to match organizational duties better, and facilitating strategic job transfers. Secondly, competency gaps must be addressed through continuous improvement. Thirdly, a comprehensive restructuring of functional positions by the fostering agency, BKN, and Kemenpan RB is crucial to establishing career certainty and ensuring welfare equality. Finally, it is recommended that functional officials consistently perform tasks aligning with their specific functional job descriptions.   Abstrak Penelitian ini dilatarbelakangi problematika pelaksanaan tugas pejabat penyetaraan pada Kementerian Agama di Kalimantan Barat, khususnya di IAIN Pontianak dan Kantor Wilayah Kementerian Agama Provinsi Kalimantan Barat. Analisis penelitian ini didasarkan pada empat aspek yang dikemukakan oleh Hoogerwerf yang berkontribusi terhadap kegagalan implementasi kebijakan: isi kebijakan, tingkat informasi yang diterima oleh aktor, dukungan kebijakan, dan distribusi potensi. Penelitian ini menggunakan metodologi kualitatif, dengan data yang dikumpulkan melalui diskusi kelompok terfokus dan wawancara. Temuan penelitian mengungkapkan beberapa isu: pada aspek isi kebijakan, terdapat kesenjangan kompetensi di antara pejabat, dan penilaian kinerja sering kali tidak sejalan dengan tugas jabatan yang seharusnya. Selain itu, Tingkat informasi yang diterima oleh pejabat sering kali tidak optimal. Dukungan kebijakan sudah memadai, tetapi terdapat kesenjangan pendapatan dan promosi terhambat oleh persyaratan uji kompetensi, formasi, dan pelatihan jabatan. Terakhir, distribusi potensi diantara pejabat menunjukkan bahwa banyak dari mereka masih menjalankan tugas administratif yang lebih sesuai dengan tugas dan fungsi organisasi. Berdasarkan kondisi tersebut, penelitian ini menawarkan beberapa rekomendasi: pertama, redistribusi pejabat ke unit fungsional yang sesuai harus diprioritaskan bersamaan dengan penerapan sistem kerja yang dinamis, mendiversifikasi uraian pekerjaan fungsional agar lebih sesuai dengan tugas dan fungsi organisasi, atau memfasilitasi mutasi ke jabatan lain yang sesuai kompetensi. Kedua, kesenjangan kompetensi harus ditangani melalui pelatihan berkelanjutan. Ketiga, restrukturisasi menyeluruh terhadap posisi fungsional oleh instansi pembina, BKN dan Kemenpan RB sangat penting untuk menetapkan kepastian karier dan memastikan kesetaraan kesejahteraan. Akhirnya, disarankan agar pejabat fungsional secara konsisten melaksanakan tugas yang sesuai dengan tugas dan fungsi jabatan fungsional.
