Abstract

This study aims to determine the extent to which Corona virus control policies have been implemented in the tourist village of Warung Boto. This research uses descriptive qualitative method. The theory used is the theory of public policy implementation from George Edward III. The results of the study show that self-assessment control standards and assessment results have not been carried out by the Boto Warung tourism village due to uncertain pandemic conditions and crowd restrictions. Managers feel that their own assessment is more focused on tourist objects, not tourist villages. Many standard facilities and infrastructure are available with assistance from various parties, especially from the Department of Tourism. Standards for the availability of human resources in the control and prevention of Covid-19 are available in collaboration with the urban village covid handling group. Standard SOP procedure documents are available. Funding sources still rely on assistance from stakeholders regarding the control and prevention of Covid-19. Communication between organizations in the tourism village network, the village Covid-19 control and prevention group and the tourism office is very important to reduce limited resources. The legality of the tourism village management organization strongly supports access to funding for various parties. The management status of the Boto shop location is one of the obstacles to the weak control and prevention of Covid-19 in the tourist village of Boto stalls.

Abstract

This study aims to analyze the application of collaborative governance in developing Nologaten's Ecotourism, a tourist area located in RW 04, Nologaten, Caturtunggal, Sleman Regency. This area was previously a slum on the banks of the Gajah Wong River, but has been successfully revitalized through the City Without Slums (Kotaku) program since 2017. The research uses a qualitative approach with a case study method, involving eight informants from elements of the village government, ecotourism managers, and the community. Data were collected through in-depth interviews, direct observations, and documentation, then analyzed using thematic analysis techniques. The study results show that the development of Nologaten Ecotourism involves multi-stakeholder collaboration with structured roles, facilitative leadership, and a strong communication and trust-building process. This collaboration promotes environmental conservation, cultural conservation, and local economic improvement, although there are still challenges in waste management and tourism promotion. This study concludes that collaborative governance is an effective approach in realizing participatory and community-based sustainable tourism governance. This finding is expected to be a reference for the development of other tourist villages in Indonesia.

Abstract

This research aims to analyze the PESTEL factors faced by Sukunan Tourism Village. The research method used a qualitative approach to explore in-depth information about external factors affecting the development of Sukunan Tourism Village through PESTEL analysis. The research subjects included tourism village managers, community leaders, and local government parties involved in the management or development of Sukunan Tourism Village. The results showed that Sukunan Tourism Village was successfully developed through attraction enhancement, community empowerment, collaboration, and monitoring and evaluation. PESTEL analysis of Sukunan Tourism Village development: (1) Politics, Politically, Sukunan Tourism Village is designated as a tourism village through the Governor's Regulation and Sleman Regent Decree Number 56 /Kep.KDH /A / 2022 concerning Tourism Villages in 2022. (2). Economically, Sukunan Tourism Village develops and sells recycled waste handicraft products, homestays, and educational tour packages on waste processing. (3). Socially, village development involves the community socially. (4) Technology, Sukunan Tourism Village utilizes technology such as biopores for organic waste management and social media. (5) Environmental, Sukunan Tourism Village manages waste into biogas, sells inorganic waste, and recycles waste into crafts. (6) Legal, This village is officially authorized by the Regent of Sleman and verified by Jadesta. The Sukunan Tourism Village Development Strategy was prepared based on the PESTEL analysis, namely: The political dimension focuses on government and private cooperation and optimization of policies to support the operation of tourist villages. The economic dimension emphasizes improving homestay infrastructure and empowering local MSMEs to increase Village Original Income (PADes). The social dimension includes community participation, and preservation of local culture. Technology is used for promotional digitization, while the environmental dimension focuses on waste management and renewable energy innovation. The legal dimension ensures regulatory compliance and protection of intellectual property rights of local products. The strategy aims to create a sustainable tourism village, empowering the community, protecting the environment, and preserving culture. Penelitian ini bertujuan untuk menganalisis faktor-faktor PESTEL yang dihadapi Desa Wisata Sukunan. Metode penelitian menggunakan pendekatan kualitatif untuk menggali informasi mendalam tentang faktor-faktor eksternal yang mempengaruhi pengembangan Desa Wisata Sukunan melalui analisis PESTEL. Subjek penelitian mencakup pengelola desa wisata, tokoh masyarakat, dan pihak pemerintah daerah yang terlibat dalam pengelolaan atau pengembangan Desa Wisata Sukunan. Hasil penelitian menunjukan Desa Wisata Sukunan berhasil dikembangkan melalui peningkatan daya tarik, pemberdayaan masyarakat, kolaborasi, serta monitoring dan evaluasi. Analisis PESTEL pengembangan Desa Wisata Sukunan: (1) Politik, Secara politik, Desa Wisata Sukunan ditetapkan sebagai desa wisata melalui Peraturan Gubernur dan Surat Keputusan Bupati Sleman Nomor 56 /Kep.KDH /A / 2022 Tentang Desa Wisata Tahun 2022.(2). Dari segi ekonomi, Desa Wisata Sukunan mengembangkan dan melakukan penjualan produk kerajinan daur ulang sampah, homestay, dan paket wisata edukasi pengolahan sampah.(3). Sosial, Pengembangan desa melibatkan masyarakat secara sosial. (4) Teknologi, Desa Wisata Sukunan memanfaatkan teknologi seperti biopori untuk pengelolaan sampah organik dan media sosial. (5) Environmental, Secara lingkungan desa wisata Sukunan mengelola sampah menjadi biogas, menjual anorganik, dan mendaur ulang sampah menjadi kerajinan. (6) Legal, Desa ini disahkan secara resmi oleh Bupati Sleman dan terverifikasi oleh Jadesta. Strategi Pengembangan Desa Wisata Sukunan disusun berdasarkan analisis PESTEL yaitu: Dimensi politik berfokus pada kerja sama pemerintah dan swasta serta optimalisasi kebijakan untuk mendukung operasional desa wisata. Dimensi ekonomi menekankan peningkatan infrastruktur homestay dan pemberdayaan UMKM lokal untuk meningkatkan Pendapatan Asli Desa (PADes). Dimensi sosial mencakup partisipasi masyarakat, dan pelestarian budaya lokal. Teknologi digunakan untuk digitalisasi promosi, sedangkan dimensi lingkungan berfokus pada pengelolaan sampah dan inovasi energi terbarukan. Dimensi legal memastikan kepatuhan regulasi dan perlindungan hak kekayaan intelektual produk lokal. Strategi ini bertujuan menciptakan desa wisata yang berkelanjutan, memberdayakan masyarakat, menjaga lingkungan, dan melestarikan budaya.

Abstract

Desa Wisata Gamol merupakan desa wisata yang dikembangkan dengan program Corporate Social Responsibility (CSR) dengan daya tarik objek wisata yang dikembangkan antara lain: edukasi pembudidayaan kambing peranakan etawa, edukasi pengolahan susu kambing etawa, edukasi pembudidayaan jamur tiram, dan edukasi kerajinan sampah anorganik. Permasalahan penelitian adalah bagaimana pengembangan desa wisata Gamol dan sejauh mana dampak sosial terhadap masyarakat.  Penelitian ini bertujuan untuk mengetahui dampak sosial pengembangan Desa Wisata Gamol. Metode penelitian yang digunakan dalam penelitian ini menggunakan metode kualitatif deskriptif. Hasil dari penelitian ini menunjukan bahwa pengembangan Desa Wisata Gamol menyuguhkan konsep wisata edukasi dalam berbagai komponen antara lain: pembudidayaan dan pengolahan Kambing Etawa, pembudidayaan dan pengolahan jamur tiram,media jamur tiram, pembudidayaan ikan, pembudidayaan tanaman anggrek,  serta edukasi pengelolaan sampah an-organik binaan dari program CSR PT.Pertamina Rewulu. Dampak sosial pengembangan Desa Wisata Gamol dapat memperbaiki kehidupan masyarakat Gamol. Dampak sosial lainnya yaitu terbentuknya  sikap dan perilaku seperti keramah tamahan terhadap wisatawan dan meningkatnya sikap gotong royong. Adapun keterbatasan pengembangan desa wisata diantaranya: sumber daya manusia masih terbatas dari sudut pandang penggunaan teknologi dan faktor usia, keterbatasan Sumber Daya Alam (SDA), dan keterbatasan fasilitas seperti toilet, tempat ibadah, dan tempat penginapan. Keterbatasan tersebut membutuhkan kontribusi dan sinergi antara masyarakat dengan stakeholder dari pemerintah desa. Adapun keterbatasan pengembangan desa wisata diantaranya: sumber daya manusia masih terbatas dari sudut pandang penggunaan teknologi dan faktor usia, keterbatasan sumber daya alam dan keterbatasan fasilitas seperti toilet, tempat ibadah, dan tempat penginapan. Sehingga dari keterbatasan tersebut dibutuhkan kontribusi dan sinergi antara masyarakat dengan stakeholder.
