Abstract

This research is to analyze the dynamics of collaboration, and collaborative actions of the Kalla Group with the Makassar city government in tackling COVID-19. This research method is qualitative research that focuses on examining the phenomena that occur in the dynamics of collaboration, and collaborative actions between the government and the private sector in the implementation of the COVID-19 response in Makassar City. Data collection techniques were carried out through in-depth interviews, observation and document review, namely collecting and studying relevant data and supporting research, literature, lecture materials, expert theories, and documents or archives that support this research. The informants from this study were 6 key informants selected purposively. The results of the study show that the Kalla Group has very good collaboration with the Makassar City Government in tackling COVID-19 in Makassar city. The role of the Kalla Group is in 2 stages, namely 1) Collaborative Dynamics, and 2) Collaborative Actions. There are 3 aspects in the dynamics of collaboration, namely the mobilization of shared principles, building shared motivation, and the capacity to take joint action. The Kalla Group carries out various collaborative actions so as to have an impact on the health, economy, and education sectors. The conclusion is that the Kalla Group Company has very good collaboration in Collaborative Governance for handling COVID-19 with the City Government of Makassar.

Abstract

This study aims to determine the development of Tourism Villages located in Pao Village, Tombolo Pao District, Gowa Regency. The method used in this study is a qualitative method, with data collection techniques through observation and interviews. The data analysis is carried out, starting from reduction, presentation of data, verification and drawing conclusions. The results showed that human resource capacity development in the development of tourism villages in Pao Village had not gone well. Recruitment has not been good because there are no clear procedures, the training system for Tourism Village object managers is not sustainable, and the a lack of training support infrastructure. The payroll system for Tourism Village object managers does not have a special budget, and working conditions are not good due to the lack of availability of supporting facilities and infrastructure for workers or tourism object managers so work quality and work motivation are low.

Abstract

Inovasi Layanan Aplikasi TA-YO (Kita Mengayomi) di Lembaga Pembinaan Khusus Anak Kelas II Kota Kendari (Dibimbing oleh Moh. Thahir Haning dan Nurdin Nara)  Penelitian ini bertujuan untuk menganalisis aplikasi TA-YO dengan menggunakan indikator inovasi pelayanan publik dari Rogers yaitu Nilai lebih, Kesesuaian dengan masalah, Kerumitan, Kemudahan diamati dan Bisa dicoba. Penelitian menggunakan teknis analisis data kualitaif melalui interpretasi dan verifikasi cermat terhadap setiap informasi melalui wawancara, penghimpunan data sekunder maupun literatur dan sumber lainnya. Informasi ini diperoleh dari Kepala Kantor Lembaga Pembinaan Khusu Anak Kelas II Kendari, Ketua tim kerja pembangunan wilayah bebas korupsi dan wilayah birokrasi bersih melayani, Ketua kelompok kerja penataan tata laksana, keluarga anak binaan pengguna aplikasi TA-YO. Hasil Penelitian menunjukkan bahwa Aplikasi TA-YO di Lembaga Pembinaan Khusus Anak Kelas II Kota Kendari telah memenuhi semua indikator diantaranya yaitu 1. Nilai lebih (relative advantage), yaitu pemanfaatan teknologi secara masif sehingga menghasilkan sebuah aplikasi, hadirnya fitur-fitur yang membantu pelayanan dimasa pandemi covid-19 lalu penyempurnaan dari aplikasi sebelumnya. 2. Kesesuaian dengan masalah (compatibility/contextuality) bahwa aplikasi TA-YO merupakan sebuah solusi bagi pelayanan yang sempat terkendala akibat pandemi covid-19. 3. Kerumitan(Complexity) bahwa sampai saat ini belum ada kritik yang diterima oleh pihak LPKA dari pengguna aplikasi TA-YO, 4. Kemudahan diamati (Observability) bahwa tampilan sederhana yang langsung merujuk pada menu memberikan kemudahan bagi pengguna, 5. Bisa dicoba (Triability) bahwa jumlah pengguna yang sesuai dengan banyaknya anak binaan yang sedang menjalani masa tahanan di Lembaga Pembinaan Khusus Anak Kelas II Kota Kendari membuktikan bahwa keluarga tiap anak binaan telah menggunakan aplikasi ini yang bisa dicoba di berbagai kalangan. Hasil penelitian ini diharapkan dapat menjadi acuan bagi unit pelaksana teknis, khusus Lembaga Pembinaan Khusus Anak Kelas II Kendari untuk terus memberikan pelayanan terbaik bagi anak binaan dan masyarakat.
