Abstract

Innovation in environmental management is an important effort to enhance the efficiency and effectiveness of governance, particularly in addressing increasingly complex waste management issues. The Environmental Agency of Pangkep Regency has implemented a waste-to-fuel processing innovation (Badriah) based on Refuse Derived Fuel (RDF) through the Badriah Plant, aimed at reducing waste accumulation in landfills (TPA) while simultaneously producing environmentally friendly alternative fuel. This study employs a descriptive qualitative approach to analyze the implementation of the RDF innovation and evaluate aspects such as relative advantage, compatibility, complexity, trialability, and observability. The results show that the RDF innovation has significant advantages in reducing dependence on fossil fuels, although it still faces challenges regarding community acceptance and technology optimization. This innovation reflects the local government's commitment to sustainable waste management and supports renewable energy production while also generating economic value. However, to ensure the sustainability of this innovation in the future, improvements in environmental impact mitigation and community involvement are necessary.

Abstract

Information systems are used by organizations to help the organization's operations become more efficient in their role as a tool to win the competition. Data processing has become an important part of the Management Information System that will affect every organization's activities. Universitas Hasanuddin's management information system has developed an online information system through the website, namely the Learning Management System. The Universitas Hasanuddin Learning Management System is prepared to support and expedite the learning process. However, the current learning management system has not been understood by lecturers and students due to poorly understood features, slow system access, and a lack of socialization of the use of the learning management system at the department or study program level, so that it does not encourage lecturers and students to use it more often. Learning Management System. This study aims to determine how the system's quality significantly affects the intensity of use. This type of quantitative descriptive research uses a survey approach in this study. The respondents in this study were adjusted for lecturers with a sample of 100 people and students with a sample of 100 people. Data collection techniques included Questionnaires and Document Studies. Data analysis techniques using Structural Equation Modeling will be processed using AMOS software version 24.00. This study found that the effect of system quality on the intensity of use resulted in a cr value of 0.328 < 1.96 and a p-value of 0.74 > 0.05, so there was no significant effect of system quality on the intensity of use. This answers the hypothesis in the study. Namely, H0 is rejected, and H1 is accepted.

Abstract

Organizational capacity development is a crucial element in improving the effectiveness of public services, especially for strategic institutions such as the Manpower and Transmigration Office (Disnakertrans). This research aims to deeply analyze the capacity development of the North Kalimantan Province Manpower and Transmigration Office in carrying out its duties and functions in the employment sector. Using a descriptive qualitative approach, this study adopted Potter and Brough's (2004) Systemic Capacity Building model which includes nine elements of capacity. Data were collected through in-depth interviews with key informants, observation, and documentation, then analyzed using an interactive model. The results showed that the Kaltara Disnakertrans has good capacity at the structural, system and role levels, characterized by the existence of collaborative forums and a clear division of tasks. However, significant challenges are still found in the foundational elements, namely performance capacity (limited human resources, budget, and equipment) and facility capacity (the absence of a provincial Vocational Training Center), which has implications for workload capacity. This study concludes that capacity development in the Disnakertrans of Kaltara has not been operationally optimized due to an unsound resource foundation, thus requiring a holistic approach that strengthens internal and external capacity simultaneously.
