Abstract

Penelitian ini bertujuan untuk mengetahui proses perencanaan pembangunan daerah berbasis pengembangan wilayah di Kabupaten Polewali Mandar. Penelitian ini dilakukan di Polewali Mandar dari bulan Agustus 2022 – Pebruari 2023 dengan melakukan kajian pustaka dan Focus Discussion Group dengan pemerintah daerah melalui Badan Penelitian, Pengembangan dan Perencanaan (Balitbangren) Daerah Kabupaten Polewali Mandar, Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Daerah.   Penelitian ini menggunakan metode Interactive planning, untuk membuat perencanaan di masa yang akan datang yang didasarkan pada permasalahan-permasalahan yang dihadapi saat ini kemudian merancang desain perencanaan untuk mengatasi masalah-masalah tersebut, dengan menggambarkan proses perencanaan pembangunan daerah berbasis pengembangan wilayah di Kabupaten Polewali Mandar.Hasil penelitian menunjukan bahwa, penyusunan dokumen  Rencana Kerja  Pembangunan Daerah (RKPD)  masih belum berpihak pada kebutuhan masyarakat, belum mempunyai alur perencanaan yang jelas dan tepat sebagaimana diatur dalam Surat Edaran Menteri Dalam Negeri No.50 Tahun 2008, dan belum ada keterkaitan substansi antar dokumen perencanaan yang satu dengan dokumen perencanaan yang lain, guna merespon paradigma dan pendekatan perencanaan pembangunan, misalnya dari perencanaan top-down ke perencanaan buttom-up, dari budaya petunjuk ke budaya partisipasi. Padahal didalam proses menyusun dokumen RKPD ada beberapa tahapan-tahapan atau sub sistem yang merupakan bagian yang tersistem dalam menyusun RKPDKesimpulan yang didapat bahwa proses penyusunan RKPD menunjukan masih terdapat kompleksitas permasalahan. Kompleksitas yang dimaksudkan adalah tahap penyusunan mulai dari Musrenbang tingkat Desa/Kelurahan, Musrenbang tingkat kecamatan, forum SKPD, sampai Musrenbang tingkat Kabupaten. Pendekatan Interactive planning mengelompokan kompleksitas tersebut dalam 3 (tiga) tahap. Strukturisasi permasalahan, mendefinisikan sistem permasalahan dan membangun model konseptual.

Abstract

This research analyzes the contextualization of indigenous community identity and the adaptation process resulting from the establishment of Adat Villages in Jayapura Regency. Using a qualitative approach as a foundation, the study applies social identity theory in the case study of Keitemung Adat Village. Data were collected through observation, interviews, documentation studies, and Focus Group Discussions (FGD), involving 14 informants from various levels of government and the indigenous community. Data analysis was conducted through data reduction, presentation, conclusion drawing, and verification. The findings show that the social structure based on customary norms and cultural values plays a crucial role in maintaining community integration and stability. Effective leadership, the practice of mutual cooperation, and conflict resolution based on deliberation strengthen the role of cultural norms as coordination tools. Despite organizational changes due to government policies, cultural values continue to function as the main pillars, supporting social harmony and reinforcing collective identity within the cultural and social framework.

Abstract

This study aims to examine the typology of community participation in the tourism village development program in Timusu Village, Liliriaja District, Soppeng Regency. Using a qualitative descriptive approach, this study integrates in-depth interviews, observations, and documentation to explore the role of the community in the tourism village development process. The concept of community participation from Tosun (1999), which includes spontaneous participation, encouraged participation, and forced participation, is used as an analytical framework. The results of the study indicate that community participation in Timusu Village is dominated by encouraged participation, where the community is involved at the direction of the local and village governments. However, spontaneous initiatives from the community are still very limited, indicating the need for a more inclusive empowerment strategy. This study provides important insights into the dynamics of community participation in the context of tourism village development, while highlighting the importance of collaboration between the government, the community, and other stakeholders. The practical implications of these findings can be used to improve the effectiveness of sustainable and community-based tourism village development programs Abstrak Penelitian ini bertujuan untuk mengkaji tipologi partisipasi masyarakat dalam program pengembangan desa wisata di Desa Timusu, Kecamatan Liliriaja, Kabupaten Soppeng. Dengan menggunakan pendekatan deskriptif kualitatif, penelitian ini mengintegrasikan wawancara mendalam, observasi, dan dokumentasi untuk mengeksplorasi peran masyarakat dalam proses pembangunan desa wisata. Konsep partisipasi masyarakat dari Tosun (1999), yang mencakup partisipasi spontan, partisipasi dorongan, dan partisipasi paksaan, digunakan sebagai kerangka analisis. Hasil penelitian menunjukkan bahwa partisipasi masyarakat di Desa Timusu didominasi oleh partisipasi dorongan, di mana masyarakat terlibat atas arahan pemerintah daerah maupun desa. Meski demikian, inisiatif spontan dari masyarakat masih sangat terbatas, menunjukkan perlunya strategi pemberdayaan yang lebih inklusif. Penelitian ini memberikan wawasan penting mengenai dinamika partisipasi masyarakat dalam konteks pembangunan desa wisata, sekaligus menyoroti pentingnya kolaborasi antara pemerintah, masyarakat, dan pemangku kepentingan lain. Implikasi praktis dari temuan ini dapat digunakan untuk meningkatkan efektivitas program pengembangan desa wisata yang berkelanjutan dan berbasis komunitas.

Abstract

The researchers evaluate how Blue Economy principles apply during the development of marine tourism activities in Makassar City Indonesia. This study uses qualitative case methods alongside Mintzberg’s strategic dimensions: plan, pattern, position, perspective, and play for examining marine tourism governance over institutions and between communities and policy structures. Interviews with government officials alongside community leaders and tourism stakeholders together with field observation and document evaluation served as the data collection methods. Data shows that institutional bodies have started adopting Blue Economy principles yet its practical implementation continues to remain scattered. The absence of legal norms and insufficient regulatory framework exists while stakeholders play unclear roles and environment sustainability takes a backseat priority to quantitative performance targets. The responsible development practices initiated by communities and NGOs create a foundation linking with Blue Economy concepts even though their work remains informal and separate from official programs. The analysis exposes major strategic differences between actors together with a need for tactical fixes because organized plans are missing.

Abstract

This study explores the organizational capacity of the Jeneponto District Government in implementing the Integrated Local Health System (ILP), focusing on infrastructure, technology, and financial resources. Using a qualitative case study approach, data were gathered through interviews, observations, and document analysis involving key stakeholders such as government officials, health workers, and community members. The findings highlight several challenges, including inadequate health infrastructure, limited availability of medicines, and a shortage of health workers in remote areas. The use of digital systems for monitoring remains suboptimal due to technical limitations and lack of ICT support. Financially, support for Posyandu operations and incentives for cadres are uneven, with budget commitments from local governments needing improvement. The study emphasizes the need for stronger organizational capacity through better infrastructure, improved digital health systems, and sufficient financing. Collaboration across sectors and firm political commitment are essential to ensuring the success of ILP and advancing primary health care services.

Abstract

This study aims to evaluate the quality of digital public services through the Web Inslite platform at the Library and Archives Office of Pinrang Regency. The main focus is to assess the effectiveness of digital services using the five SERVQUAL dimensions: reliability, responsiveness, assurance, empathy, and tangibles. This research employs a qualitative case study approach with data collected through in-depth interviews, observations, and documentation. The results indicate that Web Inslite significantly enhances public access to literacy with flexible and adaptive services. Adequate physical and digital infrastructure, a user-friendly interface, and staff commitment to data privacy and security are key factors supporting the success of the system. The study highlights that applying the SERVQUAL model in the context of local digital libraries contributes meaningfully to evaluating e-Government-based service quality, especially in underexplored areas such as Eastern Indonesia. In conclusion, Web Inslite effectively meets the public's digital information needs and enhances overall service quality, while promoting inclusive and sustainable digital transformation.

Abstract

Organizational capacity development is a crucial element in improving the effectiveness of public services, especially for strategic institutions such as the Manpower and Transmigration Office (Disnakertrans). This research aims to deeply analyze the capacity development of the North Kalimantan Province Manpower and Transmigration Office in carrying out its duties and functions in the employment sector. Using a descriptive qualitative approach, this study adopted Potter and Brough's (2004) Systemic Capacity Building model which includes nine elements of capacity. Data were collected through in-depth interviews with key informants, observation, and documentation, then analyzed using an interactive model. The results showed that the Kaltara Disnakertrans has good capacity at the structural, system and role levels, characterized by the existence of collaborative forums and a clear division of tasks. However, significant challenges are still found in the foundational elements, namely performance capacity (limited human resources, budget, and equipment) and facility capacity (the absence of a provincial Vocational Training Center), which has implications for workload capacity. This study concludes that capacity development in the Disnakertrans of Kaltara has not been operationally optimized due to an unsound resource foundation, thus requiring a holistic approach that strengthens internal and external capacity simultaneously.

Abstract

This research is to analyze the dynamics of collaboration, and collaborative actions of the Kalla Group with the Makassar city government in tackling COVID-19. This research method is qualitative research that focuses on examining the phenomena that occur in the dynamics of collaboration, and collaborative actions between the government and the private sector in the implementation of the COVID-19 response in Makassar City. Data collection techniques were carried out through in-depth interviews, observation and document review, namely collecting and studying relevant data and supporting research, literature, lecture materials, expert theories, and documents or archives that support this research. The informants from this study were 6 key informants selected purposively. The results of the study show that the Kalla Group has very good collaboration with the Makassar City Government in tackling COVID-19 in Makassar city. The role of the Kalla Group is in 2 stages, namely 1) Collaborative Dynamics, and 2) Collaborative Actions. There are 3 aspects in the dynamics of collaboration, namely the mobilization of shared principles, building shared motivation, and the capacity to take joint action. The Kalla Group carries out various collaborative actions so as to have an impact on the health, economy, and education sectors. The conclusion is that the Kalla Group Company has very good collaboration in Collaborative Governance for handling COVID-19 with the City Government of Makassar.

Abstract

Dalam menghadapi dinamika kebijakan publik yang semakin kompleks dan cepat berubah, aparatur sipil negara (ASN) fungsional Kota Parepare dituntut untuk mampu merumuskan rekomendasi kebijakan yang tepat, berbasis data, dan komunikatif. Namun, dalam praktiknya, masih terdapat berbagai tantangan, seperti keterbatasan kemampuan analitis, minimnya pengalaman dalam menyusun dokumen kebijakan yang ringkas, serta rendahnya keterampilan dalam menyajikan pilihan kebijakan secara efektif kepada pengambil keputusan. Permasalahn tersebut bisa diatasi melalui peningkatan kapasitas ASN dengan kegiatan workshop dan pendampingan penyusunan policy brief dirancang untuk membekali ASN dengan keterampilan analisis kebijakan yang tajam, kemampuan merumuskan rekomendasi yang berbasis bukti, serta teknik menulis policy brief yang efektif dan berorientasi pada aksi. Kegiatan workshop ini telah dilakukan pada tanggal 22 Juli 2025 diikuti oleh 20 peserta ASN. Dalam workshop tersebut disajikan materi yang bernuansa konseptual dan pratek teknis pembuatan policy brief secara langsung yang didampingi oleh tim dosen dan mahasiswa dari Fisip Unhas. Untuk mengetahui sejauhmana efektivitas workshop, maka dilakukan metode evaluasi (pre-test dan final-test) untuk mengetahui tingkat pemahaman peserta terhadap materi workshop. Pada dasarnya pengabdian ini adalah kegiatan LPPM-Unhas, yang dirancang dalam beberapa tahapan. Tahap pertama melakukan sosialisasi dan koordinasi dengan pihak mitra yakni Bappeda Kota Parepare. Kemudian tahapan berikutnya yakni pelaksanaan workshop dan pendampingan pembuatan policy brief. Pada tahapan yang terakahir yakni kegiatan ekspose (pameran) hasil-hasil dan proses pengabdian yang dilaksanakan di Kota Parepare.

Abstract

This study aims to analyze the organizational capacity of the Inspectorate of Central Mamuju Regency in carrying out its supervisory and audit functions. The method used is a descriptive qualitative approach with data collected through interviews, observations, and documentation. The results of the study indicate that the capacity of human resources, infrastructure, technology, and strategic leadership play an important role in the effectiveness of supervision. Although the Inspectorate has implemented a good system, challenges such as the lack of qualified auditors and budget constraints still exist. This study recommends strengthening organizational capacity through improving human resources and adopting technology to support government transparency and accountability
