Abstract

Implementation of Village Digitization is a program that is currently being pushed by the central government to advance village governments in developing governance and services provided to the community, this also encourages Pagerwangi Village in West Bandung Regency to be able to carry out village digitization. The program implemented by the Pagerwangi Village Government is a village administration service system in collaboration with the Village Development Study Center which aims to make it easier for the community to receive services provided by the village government, one form of the village administration service system designed by the Pagerwangi village government. related to correspondence needed by the community in the hope of being more affective and efficient than the previous service. The village administration service system is currently still in the drafting process because there are still some shortcomings and obstacles faced so that it takes time to be applied to the community

Abstract

Objectives: This study aims to evaluate the Affordable Food Movement (Gerakan Pangan Murah, GPM) program in Bandung City, which seeks to stabilize food supply and prices by providing food at prices below the market rate, making it affordable for low- and middle-income communities despite their dependence on external food sources. Research Methodology: This research was conducted using a qualitative descriptive approach based on the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam (1985). Data were gathered through document analysis, observations, and interviews with local government officials and community representatives Results: The findings reveal several challenges: uneven implementation across districts, limited execution in areas affected by stunting and low socioeconomic status, protracted coordination processes, inadequate budgeting, ineffective public communication, and flawed operational mechanisms. These constraints hinder the program’s objective of ensuring access to affordable food for vulnerable populations. Conclusion: The evaluation reveals that the Affordable Food Movement (Gerakan Pangan Murah, GPM) program in Bandung faces challenges in consistent implementation, coordination, and outreach, limiting its effectiveness in assisting vulnerable populations. Comprehensive improvements in program design and management are essential to enhance its impact on food supply stability and community welfare. Limitations: The study’s limitations include reliance on qualitative data from a single region, which may affect the generalizability of the findings to other cities. Contributions: This research provides strategic recommendations to enhance food security programs, supporting policymakers and stakeholders in improving urban food systems and poverty reduction. Implementing these can stabilize food prices and expand access for underserved communities in Bandung.

Abstract

Purpose: This research aims to analyze the implementation of policies to prevent underage marriage in Garut Regency, identify inhibiting factors, and formulate strategic efforts that can be made to strengthen the effectiveness of this prevention. Methodology/approach: This research uses a descriptive qualitative method to analyze the implementation of child marriage prevention policies, and uses the implementation theory of Van Meter and Van Horn. Results/findings: The research results show that policy implementation has not been optimal. This is due to the suboptimal performance of policy implementers, characterized by limited human resources and budget, weak implementation of comprehensive outreach, and minimal public awareness of the negative impacts of child marriage. Conclusions: The implementation of child marriage prevention policies in Garut Regency is still not optimal because it faces various structural, technical, and cultural obstacles, so strategic efforts are needed in the form of sharpening guidelines, increasing the capacity and collaboration of implementers, strengthening accountability, optimizing social communication, and empowering the youth economy so that the policy can run more effectively. Limitations: This research is limited to a qualitative descriptive analysis of policy implementation and the factors influencing it. It does not provide quantitative data on public engagement metrics, behavior change, or comparative analysis with other government agencies. Contribution: This research contributes to the development of public policy implementation studies in the field of child protection and provides strategic recommendations that can be used as a reference for local governments in strengthening the effectiveness of child marriage prevention.
