Abstract

In this study, Sembilang fish (Plotosus canius) were studied to determine catches, gonadal maturity levels, gonadal maturity index, and fecundity in Angger Permegi Swamp. Fish sampling was carried out between September and October 2022, using gill nets with a 3 cm mesh at two research stations. The results showed that during the study period, a total catch of Sembilang fish was obtained as many as 10 fish, consisting of 6 males and 4 females. The gonad maturation stage (GMS) in Sembilang female fish was identified as GMS III and IV in September and October. Meanwhile, male Sembilang fish had GMS I, II, and III in September, and GMS III in October. The fertility of Sembilang fish ranged from 313,164 to 491,916 eggs. This was observed in fish with total lengths ranging from 30 to 44 cm and total weights ranging from 228.12 grams to 434.08 grams.

Abstract

Blorep Swamp is one of the swamps in Merauke Regency, with the status of a swamp being City Forest. Blorep Swamp is one of the swamps that has enormous potential for fish resources and can provide a decent life for the people living around Blorep Swamp. This study aims to analyze the social conditions of the community in ecosystem-based inland fisheries management (EAFM), where the indicators used include stakeholder participation. The time of the research was carried out from March to May 2023. The data collection method used observation, interview and documentation techniques. The results showed that the social condition of the community in the management of Blorep Swamp on the stakeholder indicator was at a low status, this was because the existence of Blorep Swamp could be said to be very secretive which resulted in several government agencies not knowing the existence of the swamp. Meanwhile, the indicators of fisheries conflict and utilization of local knowledge are in good status.

Abstract

Ketahanan air menjadi tantangan global yang semakin kompleks akibat perubahan iklim dan pertumbuhan populasi. Studi ini mengkaji peran kearifan lokal dalam pengelolaan sumber daya air oleh komunitas adat di Merauke, Papua Selatan. Menggunakan metode studi kasus kualitatif dengan wawancara mendalam, observasi partisipatif, dan analisis dokumen, penelitian ini menemukan bahwa praktik adat seperti ritual, zonasi wilayah, dan norma sosial secara efektif menjaga kelestarian sumber air. Struktur sosial komunitas, khususnya peran tokoh adat dan perempuan, berperan penting dalam menjaga tata kelola dan regenerasi pengetahuan. Namun, integrasi antara sistem adat dan kebijakan formal sering mengalami hambatan akibat pendekatan teknokratis yang dominan. Oleh karena itu, pengakuan hukum terhadap kearifan lokal dan kolaborasi antara pemerintah dan komunitas adat menjadi kunci untuk meningkatkan ketahanan air secara inklusif dan berkelanjutan. Temuan ini memberikan kontribusi penting bagi pengembangan model pengelolaan air yang adaptif dan kontekstual di wilayah dengan keberagaman sosial budaya.

Abstract

Climate change and public policy dynamics pose significant challenges to water resources management, especially in marginal tropical areas such as Merauke Regency. This study examines adaptation strategies for community-based water resources management by integrating local wisdom, ecosystem approaches, and responsive and participatory policies. The research method uses a qualitative approach with data collection through in-depth interviews, field observations, and policy document analysis. The results show that effective adaptation requires synergy between stakeholders and strengthening of local institutions to increase socio-ecological resilience to climate change. The resulting strategy framework can be a model for sustainable and applicable adaptation in areas with similar geographic and social conditions. This study makes an important contribution to the development of responsive and inclusive climate change adaptation policies

Abstract

Utilizing swampland as a source of food production is a crucial strategy for supporting national food security amidst limited productive agricultural land and the increasing pressures of climate change. This study aims to analyze the effectiveness of swampland utilization in supporting food security through the implementation of a rice farming expansion program in Merauke Regency, as well as to identify supporting and inhibiting factors in the governance of these resources. This research employed a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and documentation studies, which were then analyzed using thematic analysis based on the perspectives of public policy implementation and natural resource governance. The results indicate that swampland utilization in Merauke has strategic potential in supporting national food production, but its implementation effectiveness remains suboptimal. This is influenced by limited infrastructure, the complexity of swampland characteristics, and weak institutional integration and local community participation. Furthermore, the dominance of a top-down approach in policy implementation also impacts program effectiveness at the local level. This study confirms that the success of swampland development is determined not only by technical aspects of agriculture but also by the quality of governance and multi-stakeholder synergy. These findings have important implications for strengthening sustainable swamp ecosystem-based food security policies.
