Abstract

The purpose of the study was to see how the lives of people with disabilities during the COVID-19 pandemic, including socio-economic life. Do people with disabilities get the same rights as other members of the community. This research was conducted in Medan Sunggal District, Medan City. This study will use qualitative research methods with a descriptive approach. Using data collection techniques from interviews, observations, and documentation studies. The result of this research is that the researcher targets to get scientific publications in the form of the Sinta Journal 3. The results of the study show that all the lives of people with disabilities experience changes during the COVID-19 pandemic like society in general, there is a decrease in income, restrictions on activities, implementation of health protocols and so on. The panic and fear of people with disabilities causes people with disabilities to have a traumatized nature when they meet strangers. However, to get training and empowerment from the government, not all disabilities get this due to the lack of data collection carried out by the local government plus there are families who sometimes still like to hide their children as disabilities so that the government also finds it difficult to collect data which leads to the absence of training and empowerment programs. specifically from the government for persons with disabilities in Medan Sunggal sub-district.

Abstract

nclusive education is an educational concept that allows each child to obtain the right to education. The aim is to provide equal opportunities in obtaining education, provide access and quality education services, and realize the implementation of respectful education based on equality. However, in its implementation, especially in Medan, inclusive education policies have not been able to achieve their goals. This study will describe the implementation of inclusive education policies in elementary schools in Medan and their supporting and inhibiting factors. This study used qualitative descriptive method. Data collection is carried out by interview, observation and documentation techniques. Data analysis was conducted using Van Meter and Van Horn policy implementation theory with six variables namely, policy standards and objectives, resources, implementing organizational characteristics, inter-organization communication, disposition, and social, economic and political environment. The results of this study show that the implementation of inclusive education policies in elementary schools in Medan has not been successful where there are no clear and specific policy standards and objectives, inadequate resources, the lack of seriousness of the actors involved and the lack of communication among them, as well as the economic, social and political environment also contribute to the implementation of this policy.Pendidikan inklusif merupakan konsep layanan pendidikan yang memungkinkan setiap anak untuk memperoleh hak pendidikan yang disesuaikan dengan kemampuan dan kebutuhan masing-masing anak. Tujuannya adalah untuk memberikan kesamaan kesempatan dalam memperoleh pendidikan sebagai warga negara, memberikan akses dan layanan pendidikan yang bermutu, dan mewujudkan penyelenggaraan pendidikan yang saling menghargai berdasarkan kesetaraan. Namun, dalam implementasinya, khususnya di Kota Medan, kebijakan pendidikan inklusif belum dapat mencapai tujuannya. Penelitian ini akan mendeskripsikan implementasi kebijakan pendidikan inklusif di satuan pendidikan dasar di Kota Medan serta faktor-faktor pendukung dan penghambatnya. Penelitian ini menggunakan metode deskriptif kualitatif. Pengumpulan data dilakukan dengan teknik wawancara. observasi dan dokumentasi. Analisis data dilakukan dengan menggunakan teori implementasi kebijakan Van Meter dan Van Horn dengan enam variabel yaitu, ukuran dan tujuan kebijakan, sumber daya, karakteristik organisasi pelaksana, komunikasi antar organisasi, disposisi serta lingkungan sosial, ekonomi dan politik. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan pendidikan inklusif di satuan pendidikan dasar di Kota Medan belum belum berhasil dimana belum ada ukuran dan tujuan kebijakan yang jelas dan spesifik, sumber daya yang kurang memadai untuk mendukung implementasi kebijakan, ketidakseriusan para aktor yang terlibat dalam menjalankan kebijakan dan komunikasi yang kurang diantaranya, serta lingkungan ekonomi, sosial dan politik juga turut menjadi penghambat implementasi kebijakan ini.

Abstract

USU's Social Welfare Study Program is a study program that prepares social workers. Law Number 14 of 2019 concerning Social Workers states that a social worker is someone who has the knowledge, skills and values of social work practice and gets a certificate of competence. In carrying out social work practices based on a)non-discriminatory, b)solidarity c)justice d)professionalism e)expediency f)cohesiveness g)partnership h)accessibility and i)accountability. As a prospective professional social worker, you must prepare yourself to provide social services to everyone without exception. This includes providing social services to persons with disabilities. One type of disability is a group that has hearing loss or can't hear at all, who are often called deaf or deaf people. They have difficulty communicating with listeners. Therefore a social worker must be able to understand or communicate with deaf people. The Mono Community Service Program 2021 with the title Improving Skills of Prospective Social Workers in Improving Social Services for Disabilities Groups Through Sign Language Training has started in August with training methods conducted face-to-face and via zoom. The trainess, who are students of the Social Welfare Study Program, already understand the culture of the deaf and can practice short letters and words using sign language.
