Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi kebijakan dana desa dalam menanggulangi dampak pandemi civid-19 di tingkat desa. Salah satu prioritas penggunaan dana desa adalah untuk menanggulangi keadaan darurat dan mendesak khususnya pandemi covid-19. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan fenomenologis. Sampel diambil secara purposif dengan mengambil sampel awal kepala desa Ringinanom sebagai key informan, dan selanjutnya sampel diambil mengikuti metode snowball sampling.Pengumpulan data dilakukan menggunakan wawancara mendalam (dept interview), observasi, dan dokumentasi. Analisis data dilakukan menggunakan model interaktif (Miles, Huberman, & Saldana, 2014). Hasil penelitian menunjukkan bahwa implementasi kebijakan dana desa dalam menanggulangi dampak pandemi covid-19 di desa Ringinanom berjalan sesuai ketentuan. Alokasi anggaran dana desa sebesar minimal 8% direalisasikan sesuai perencanaan yang telah ditetapkan. Simpulan dari penelitian ini adalah bahwa pemerintah desa dan masyarakat telah melaksanakan kegiatan penanggulangan dampak pandemi covid-19 di desa dengan dukungan dari anggaran dana desa yang bersumber dari APBN.

Abstract

Reformasi kebijakan tentang desa dapat terlihat jelas dalam undang-undang Nomor 6 Tahun 2014 tentang desa. Masyarakat desa selama ini lebih sering hanya menjadi penonton dalam pelaksanaan pembangunan di daerahnya. Namun melalui undang-undang nomor 6 tahun 2014 ini masyarakat diberikan kewenangan pengakuan terhadap hak asal usul (rekognisi), penetapan kewenangan berskala lokal dan pengambilan keputusan secara lokal untuk kepentingan masyarakat desa (subsidiaritas), keberagaman, kebersamaan, kegotong-royongan, kekeluargaan, musyawarah, demokrasi, kemandirian, partisipasi, kesetaraan, pemberdayaan dan keberlanjutan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Pemilihan metode penelitian kualitatif dalam penelitian ini dengan maksud agar dalam proses pencarian makna dibalik fenomena dapat dilakukan pengkajian secara komprehensif, mendalam, alamiah, dan apa adanya serta tanpa banyak campur tangan dari peneliti. Dengan metode kualitatif ini dapat di analisis mengenai pendekatan collaborative governance dalam mewujudkan kemandirian desa. Hasil penelitian ini menunjukkan bahwa di kabupaten Sidoarjo sudah ada beberapa kegiatan yang mendukung collaborative governance dalam mendorong terwujudnya kemandirian desa. Beberapa kegiatan tersebut diantaranya adalah terbentuknya Badan Koordinasi Antar Desa (BKAD), Program Kawasan Perdesaan (PROKADES), Desa Melangkah, dan Start Up Desa. Kata Kunci: Kemandirian Desa, Collaborative Governance, Recognisi, Subsidiaritas, Undang-undang Desa.   Abstract Policy reforms on villages can be seen clearly in Law No. 6 of 2014 about villages. The village community has only been a spectator in the implementation of development in their area. However, through law number 6 of 2014, the village community is given the authority to recognize the rights of origin (recognition), recognition of local scale authority and decision making locally for the benefit of the village community (subsidiarity), diversity, togetherness, mutual cooperation, kinship, deliberation, democracy, independence, participation, equality, empowerment and sustainability. This study uses qualitative research methods with a descriptive approach. The selection of qualitative research methods in this study with the intention that in the process of finding the meaning behind the phenomenon can be carried out comprehensively, deeply, naturally, and as it is and without much interference from researchers. This qualitative method can be analyzed about collaborative governance approaches in realizing village independence. The results of this study indicate that there are already several activities in Sidoarjo regency that support collaborative governance in encouraging the realization of village independence. Some of these activities include the establishment of an Inter-Village Coordination Board (BKAD), the Rural Area Program (PROKADES), Desa Melangkah, and Start Up Villages. Analysis of the Influence of Transformational Leadership on Employee Performance Through Organizational Citizenship Behavior (Study on Pamekasan Regency Health Service Employees.)  Postgraduate Program, Wijaya Putra University, Surabaya. Based on its approach, this research is included in the type of explanatory research. The research sample was 51 respondents. The objectives of this study were 1) To test and analyze transformational leadership has an influence on the performance of Pamekasan District Health Office employees. 2) To test and analyze transformational leadership has an influence on the organizational citizenship behavior of Pamekasan District Health Office employees. 3) To test and analyze organizational citizenship behavior has an influence on the performance of Pamekasan District Health Office employees. 4) To test and analyze transformational leadership has an indirect influence on the performance of Pamekasan District Health Office employees through organizational citizenship behavior. The research results show that: 1) transformational leadership has no significant effect on the performance of Pamekasan District Health Office employees with an original sample value of 0.126. 2) transformational leadership has a significant positive effect on the organizational citizenship behavior of Pamekasan District Health Office employees with an original sample value of 0.506. 3) organizational citizenship behavior has a significant positive effect on the performance of Pamekasan District Health Office employees with an original sample value of 0.516. 4) transformational leadership has a significant positive effect on the performance of Pamekasan District Health Office employees mediated by organizational citizenship behavior with an original sample value of 0.261.

The Influence of Information Technology on Improving the Quality of Public Services Through the Performance of Health Care Workers (A Study of Health Care Workers at the Pegantenan Community Health Center in Pamekasan Regency, Wijaya Putra University Graduate Program). The type of research is cross-sectional because within a specific time frame/simultaneously, the researcher conducted observations and recorded the responses provided by the respondents using a quantitative approach. The research sample consisted of 54 respondents. Data analysis was conducted using SEM-PLS. The objectives of the research include: 1) To test and analyze whether information technology has an impact on the quality of public services. 2) To test and analyze the influence of information technology on the performance of healthcare workers. 3) To test and analyze the influence of healthcare workers' performance on public service quality. 4) To test and analyze the indirect influence of information technology on public service quality through healthcare workers' performance. The research results indicate that: 1) Information technology significantly influences the improvement of public service quality. 2) Information technology has a significant impact on the performance of healthcare workers. 3) The performance of healthcare workers has a significant impact on improving service quality. 4) Information technology has an indirect and significant impact on improving service quality, mediated by the performance of healthcare workers.

Abstract

This article is the result of implementing community service assistance in managing the Berkah Berseri waste bank in Larangan village, Candi sub-district, Sidoarjo district. The main focus of the community service program carried out by the STIA Panglima Sudirman service team is on assisting Waste Bank activities using a triple helix model approach. The purpose of this activity is to encourage the realization of public awareness in waste management. the action research method used in the implementation of this community service program. The strategy used is to build a triple helix network model, which involves universities, industry, and the government. The result of this service program is the establishment of consolidation between communal waste banks in each RT/RW with the main waste bank at the village level. Cooperation with third parties, universities, industry and the government can be well established.
