Abstract

Early marriage has become a tradition in village communities. As happened in Jember Regency, in 2023 there will be approximately 905 of early marriage cases. Even though Law No. 16 of 2019 regulates that the minimum age limit for men and women to marry is 19 years. Apart from traditional factors, many other factors cause early marriage, such as promiscuity, economic factors, and also the lack of legal literacy in society regarding the age limit for marriage. Therefore, we are conducting counselling to increase legal literacy regarding early marriage in Pocangan Village, Jember Regency to reduce and prevent early marriage cases. The method used in this activity is Asset Based Community Development (ABCD), From all stages of service, it was successful in improving public literacy and understanding of marriage laws including age limits for marriage, as well as public awareness to comply with regulations, as well as being able to prevent early marriage and provide positive education to other communities. However, in terms of awareness regarding continuing education, the level of education is still low. Because there is no social or institutional support for continuing school.

Abstract

Environmental problems are increasingly diverse in all regions from small scale to serious large scale. Article 66 reporting on allegations of environmental pollution will be protected by the state. However, the current reality is that the victims are getting worse, deprived of rights and no legal protection by a party in the legal efforts taken. Researchers will examine more deeply the views of judges as law enforcers regarding the existence of Article 66. This empirical research used normative-descriptive, by describing the judges' opinions on the implementation of Article 66 on Strategic Legal Action Against Public Participation and analyzed with an Administrative Law Perspective. The study results indicate that the judge believes there are still few reports or lawsuits on environmental cases because Jember is not yet a large-scale industrial area. By law, article 66 is a form of protection that must be implemented properly. However, it must be careful and accommodate all existing values. Because the judiciary cannot reject every registered lawsuit.

Abstract

Sexual violence in higher education institutions is a serious issue that requires comprehensive attention, particularly through the strengthening of legal literacy and sustained preventive efforts. This community service program aims to enhance the legal understanding and awareness of the academic community at the State Islamic University of Kiai Haji Achmad Shiddiq Jember regarding the prevention and handling of sexual violence on campus. The program employed a Participatory Action Research (PAR) approach, which emphasizes three interrelated elements: participation, research, and action. The activities were implemented through workshops, focus group discussions (FGDs), and simulations or role-playing exercises. The participants included students, lecturers, and administrative staff. The results indicate a significant increase in the level of legal awareness among the academic community, particularly in relation to regulations on sexual violence, which rose by 41.3%, understanding of the forms of sexual violence by 30%, and knowledge of reporting mechanisms by 21%. In addition, awareness of prevention programs, access to information, and the roles of relevant institutional bodies also showed consistent improvement. it could be effective not only in strengthening conceptual understanding but also in improving the structural and procedural aspects. Strengthening legal literacy and preventive measures represents a strategic step for higher education institutions in fostering a safe, inclusive, and dignified campus environment. Strong legal awareness contributes to the development of a just academic culture that respects human rights and promotes collective responsibility, thereby making the prevention of sexual violence an integral part of campus life.
