Abstract

Regional development is usually a manifestation of the desire of the people in a region to grow and develop in the economic, political, social, cultural and security fields, in geographical dimensions. The level of regional development can be seen from the ratio of the built-up area to the total area. The greater the ratio, the higher the level of regional development. Regional expansion, or rather dividing an autonomous region into several regions, aims to bring closer and optimize government services to the community, accelerate development growth in order to improve the welfare of the people in the area. Regional expansion is a phenomenon that accompanies the implementation of regional government in Indonesia. This can be seen from the increase in the number of New Autonomous Regions (hereinafter referred to as DOBs) in the territory of the Unitary State of the Republic of Indonesia (hereinafter referred to as the Republic of Indonesia) during 2003 to 2022, there are 511 new autonomous regions, and currently Indonesia has 542 autonomous regions consisting of 38 provinces, 415 districts and 97 cities. The presence of Law Number 23 of 2014 concerning Regional Government (hereinafter referred to as Law No. 23 of 2014), regional autonomy which is expected to be able to improve services and welfare for the community. The provision of public services is aimed at creating community welfare. Public service is defined by Sinambela as "providing services (serving) the needs of people or society who have an interest in the organization in accordance with the basic rules and procedures that have been determined".

Abstract

This research aims to see how Excellent service-based public services are implemented at UTD PMI Surabaya City as mandated by law No. 25 of 2009 concerning Public Services as well as the mandate and Regulation of the Minister of Health (PMK) of the Republic of Indonesia Number 83 of 2014 concerning Blood Transfusion Units, Banks Blood. and Blood Transfusion Services Network. The research design used qualitative methods and a descriptive approach was used (Sugiyono, 2017), to answer the research problem, a theoretical approach to the characteristics of excellent service was used (Wijaya, 2022). The research results showed that the theoretical dimensions existed, namely: appearance, politeness and friendliness, willingness to serve, knowledge and expertise, punctuality and promise, honesty and trust, efficiency, legal certainty, openness are all in accordance with existing theoretical indicators. Recommendations for UTD PMI Surabaya City must be additional human resources so that public services can be more optimal, especially for managing patient and non-patient visitor traffic, in the future.

Abstract

This study aims to determine how student empowerment in the implementation of community service programs for great parents schools (SOTH) in Lakarsantri District, Surabaya City. In this study, the analysis used the Human Resource Development Theory Approach, with empowerment dimension indicators related to the title and using a descriptive qualitative approach method. Observations were made by conducting individual discussion methods  on 4 informants who knew about the problems of SOTH activities. From the results of observations made related to the existing dimension indicators, namely: Ability Dimension; Fluency Dimension; Consultation Dimension; Cooperation Dimension; Guiding Dimension; Supporting Dimension, all show that Human Resource Development (HRD) through Empowerment of Surabaya Technology University (UTS) students in SOTH 2025 activities in Lakarsantri District, Surabaya City, has been carried out optimally and is expected to be able to make SOTH activities a success.

Abstract

This study aims to determine how the development of human resources for the apparatus in the Regional Personnel Agency of Banten Province through the Empowerment of Functional Positions of the HR Apparatus Analyst. In this study, the analysis used was the Human Resource Development Theory Approach with the dimension indicator of employee empowerment related to the title and used a descriptive qualitative approach Observations were made by conducting the interview method on 4 informants who knew the problem. From the results of observations made related to the existing dimension indicators, namely: Dimensions of Ability; Smoothness Dimension; Consulting Dimension; Cooperation Dimensions; Guiding Dimensions; The Supporting Dimensions all show that the Development of Apparatus Human Resources through the Empowerment of Functional Positions of Apparatus Human Resources Analysts at the Regional Personnel Agency (BKD) of Banten Province, has been carried out optimally and is expected to facilitate the main tasks and organizational functions.

Abstract

ABSTRACT The economic crush experienced by capture fishermen at PPN Karangantu, Serang City, Banten has forced the fishermen to move by making good use of the facilities and infrastructure and developing the potential for tourism development. This is done for the sake of survival and improvement of the level of the economy. Given these conditions, a research was conducted with the aim of reviewing the empowerment strategies carried out by catch fishermen in increasing income through tourism development at PPN Karangantu. The research was carried out with a descriptive qualitative approach and to examine and answer the existing problems, a SWOT analysis was prepared. The results showed that the strategy of empowering fishermen to increase their income through tourism development at PPN Karangantu requires active participation and support from the parties. PPN Karangantu, Serang City Government, Community Leaders and State Apparatus, so that PPN Karangantu can become a more attractive tourist destination accompanied by improvement and better management of facilities and facilities. Abstract

This research aims to analyze the normalization of the Kepandean Market in Serang City and its impact on advancing the urban economy. The Kepandean Market, a vital economic center, has faced challenges related to infrastructure, spatial planning, and vendor management, which have hindered its potential. This study employs a qualitative descriptive method, collecting data through observation, in-depth interviews with traders and the market management, and documentation. The findings indicate that normalization efforts, including infrastructure revitalization, vendor relocation, and improved management, have significantly enhanced the market's functionality and aesthetics. These changes have led to an increase in visitor numbers, improved transaction volumes, and a more orderly trading environment. The implication of this normalization is a positive stimulus for the local economy, creating a multiplier effect that supports the vision of an advanced Serang City economy. This study concludes that a structured and well-managed market normalization is a key strategy for urban economic development.

Abstract

This research is an interdisciplinary study that aims to see how the implementation of good governance in East Java through the CETTAR program. This research was conducted using a qualitative method with a descriptive approach and using secondary data sources from several scientific publications that were collected and then reviewed and deepened so that conclusions could be drawn. The results of the study show that the implementation of good governance has been carried out optimally which was achieved in the 4th year after the CETTAR program was implemented in 2019, especially with the use of Digital technology. This research is expected to be a reference for other researchers who want to conduct in-depth research related to the CETTAR program in East Java Province.

Abstract

Latar belakang penelitian didasari adanya  perhatian yang mendalam terkait perkembangan keterbukaan informasi publik di wilayah Provinsi Jawa Timur yang dikelola oleh Komisi Informasi . Bagaimana Optimalisasi pelaksanaan dan Peranan dari  Komisi Informasi Jawa Timur menjadi tujuan utama  dan focus dari penelitian. Design Penelitian  dilakukan dengan Metode  Kualitatif melalui  pendekatan yang  bersifat desktriptif,agar mendapatkan gambaran yang nyata dan sebenarnya terhadap situasi yang ada. Observasi yang dilakukan dengan melakukan pengamatan lapangan yang disertai wawancara  pada  6  orang informan yang dianggap mengetahui permasalahan terkait topik yang diangkat. Untuk menjawab masalah penelitian dilakukan pendekatan dengan  teori peranan, selain itu interpretasi hasil  penelitian  dianalisa dengan 4 tahapan berdasarkan model  miles and Huberman sehingga bisa dilakukan penarikan kesimpulan. Penelitian yang dimulai May 2025 hingga Juli  2025  menunjukan hasil  bahwa analisis interpretasi yang dilakukan peneliti melalui  3 (empat) pendekatan indikator pengukuran yaitu: Dimensi Regulatory, Dimensi Enabling, Dimensi Direct Provision Good  and Services menunjukan adanya efektifitas yang baik dalam ketercapaian atau kesesuaian yang mendekati harapan sesuai amanah undang undang No.14 tahun 2008 tentang keterbukaan informasi Publik. Selain itu hal yang penting adalah  pada tahun 2024 diadakan Focus Group Discussion (FGD) yang menghasilkan 19 Rekomendasi bagi Komisi Informasi Jawa Timur untuk meningkatkan  pengelolaan Keterbukaan Informasi yang berkelanjutan dan terarah.
