Abstract

This article analyzes the capacity of the Bandung City Government to handle the COVID-19 pandemic. There is a gap between the policies implemented and the high curve of the spread of the virus in Bandung city. This study used a qualitative approach, and the data sources were from various documents, observations, and interviews. This article finds two factors that influence the capacity of the Bandung City Government: (i) the relationship between the central government and regional governments and (ii) the capacity of individuals to process information and exercise discretion. The weak capacity of the Bandung City Government affects trust, which has implications for the low participation of Bandung City residents. The article that elaborates on the state (government) capacity approach from Williams (2019) shows that individual capacity directly affects government capacity in crisis conditions, such as the COVID-19 pandemic.

Abstract

According to some experts, Indonesia in addition to using the New Public Service paradigm also uses the dynamic governance paradigm in the delivery of its public services, for the sake of achieving better quality public services and public welfare. For this reason, a strategy is needed to prepare the implementation of dynamic governance properly, especially in the service of the Lebak Regency BPJS. There are several problems in BPJS services in Lebak Regency, first, supporting facilities for registration of BPJS health staff in Lebak Regency are still very minimal in supporting services for inputting data for prospective BPJS candidates, second, the online BPJS registration system often experiences obstacles in data verification because it always invalid, so prospective participants must come to the BPJS health office directly to register; third, the facilities and infrastructure provided in the waiting room for the BPJS health office are still very minimal, the number of seats available for potential participants is still inadequate, toilets are available available is only used for employees, and parking spaces provided for potential participants are very small and insufficient for many vehicles while BPJS participants who register online or directly must all do activation or exchange e-IDs with BPJS health card members to health offices nan BPJS health. And finally, the absence of Human Resources (HR) in accordance with expertise to provide services to answer and assist prospective participants by explaining information on filling in the health BPJS form, health BPJS registration requirements, and information regarding BPJS health membership in the BPJS health office. , it can be seen from the security officers who are supposed to be in charge of guarding the security, helping the prospective participants fill out the registration form. HR in the BPJS office is still very inadequate. The approach used is qualitative with the research method used is descriptive analytic, which seeks to describe and provide an explanation of the readiness of implementing "dynamic governance" in the implementation of BPJS in Lebak Regency. The results showed that the community felt the benefits of the Health BPJS even though there were still obstacles in their implementation. The limited access and range of services of the Health BPJS Lebak Regency is important to be an evaluation material so that it can be used as a strategy to improve BPJS services in the Lebak Regency in the context of readiness to face "dynamic governance".

Abstract

This research discusses the DP3AKKB Strategic Planning (Office of Empowerment of Women, Child Protection, Family and Family Planning). Province of Banten In Prevention of Violence Against Children Study Cases PATBM Program. The aim of this research was to find out how DP3AKKB Strategic Planning in Banten Province in Prevention of Violence Against Children Study Program PATBM. This research uses a descriptive method with a qualitative approach. The Determination of informants uses purposive sampling techniques. Data collection techniques are observation, interview and documentation. The trustworthiness  of the data using triangulation of data sources and member checks associated with the theory of the Strategic Planning Process according to Michael Allison and Jude Keye, 2005. Data analysis techniques use Miles and Hubbermman. The results showed that the Strategic Planning of DP3AKKB (Office of Empowerment of Women, Child Protection, Population and Family Planning) is still not optimal. In strategic planning has obstacles such as in the Pre-preparation of proposals with facts out of sync, in assessing the external environment lacking coordination and synergy across sectors with DP3AKKB City, LPA District, District/ Village, human resources in the evaluation field are inadequate, there are still those who have not conducted PATBM training, the carrying capacity of service facilities and infrastructure is inadequate such as not having a Technical Service Unit, PATBM does not yet have a budget allocation from the local village. The necessity of synchronize violence prevention programs between Provinces and Regencies / Cities.

Abstract

The number of problems that have occurred that accompany the occurrence of the disaster of the spread of covid 19 or corona, which is a pandemic disaster in Indonesia, shows the need for a breakthrough model using the strength of the knots of society that are already owned in the culture of the Indonesian nation and the smallest government structure in Indonesia such as Rukun Tetangga or Rukun Warga, as well as communities that are concerned about disasters or humanity in Indonesia. In development administration science, there is a concept, namely participatory development-autonomous participation, which can be used in disaster management in Indonesia. This study uses a qualitative approach and descriptive analysis method with data collection techniques library research due to ongoing government policies lock down and social distancing as well as physical distancing. This study argues that the use of information technology based on Community Capacity Building Online can tackle disasters in Indonesia based on the aspects of efficiency, effectiveness, transparency and accountability.

Abstract

It is not easy to build understanding of poverty because it involves various dimensions. Understanding poverty is very diverse, ranging from the inability to meet basic consumption needs and improve conditions to a broader understanding that includes social and moral components. According to Presidential Regulation of the Republic of Indonesia Number 131 Year 2015 concerning Determination of Underdeveloped Regions in 2015 - 2019. Pandeglang Regency and Lebak Regency are included in the category of disadvantaged areas. Pandeglang Regency has a poverty rate of 9.74 percent, followed by Lebak Regency 8.64 percent, Tangerang Regency 5.39 percent, Serang Regency 4.63 percent, Tangerang City 4.95 percent, Cilegon City 3.52 percent, Serang City 5, 57 percent, and South Tangerang City 1.76 percent. For the Solidarity Line in Pandeglang District the latest data is in the range of 267,752 rupiah / capita / month, the sixth lowest after Lebak Regency (246,389) and Serang Regency (256,660). This research was conducted to analyze the causal factors and explore the potential for poverty alleviation in Pandeglang Regency, Banten Province. In this study using quantitative methods and supported by qualitative. Quantitative methods have the advantage of validating natural science: explicit, standardized procedures; precise numerical measurement; and replication. (Neuman, 2006). While the qualitative approach used as a support is a process of research and understanding based on a methodology that investigates a social phenomenon and human problems in which this approach, the researcher makes a complex picture, examines words, detailed reports from the viewpoint of respondents and conducts studies on situations which is natural (Creswell 1998). Research Results Show that the regional gap index represented by the Gini Ratio in Pandeglang District obtained an average Gini Ratio of 0.20 which can be categorized as Low Inequality, below the 2017 Province Gini Ratio in Banten which is 0.380 and the National Gini Ratio of 0.320. With Low Inequality indicates that most households have income that does not differ greatly from one another. However, other data obtained from observations and data collection in the field, critical area 1 is much lower Gini Rationya (0.15) compared to critical area 3 represented by Karangtanjung District (0.32). This means that in Sobang District the income gap between communities is relatively lower than in Karangtanjung District. Furthermore, a concerted effort is needed so that the gap does not get worse so that it triggers social jealousy among the community. The factors causing poverty gap in Pandeglang Regency, Banten Province are: a) Low Level of Education; b) Community life patterns; c) Skill limitations; d) Low population mobility; e) Number of family dependents. Keywords: Potential, Poverty Alleviation.

Abstract

Lahirnya reformasi merupakan babak baru dalam sistem ketatanegaraan karena dalam mewujudkan otonomi daerah, diperlukannya kerja sama antara pemerintah pusat dan daerah dalam proses pembangunan. Pemerintah sebagai pembuat kebijakan pembangunan membutuhkan partisipasi dari masyarakat yang bisa membuat banyak perubahan, yaitu dibutuhkannya peran pemuda sebagai tonggak perubahan. Dalam hal ini pemerintah pusat dan daerah saling berkaitan dalam mengimplementasikan kebijakan-kebijakan tentang pembangunan kepemudaan yang sudah dibuat, misalnya di Provinsi Banten. Setiap Kota dan Kabupaten di Provinsi Banten diberikan wewenang untuk melaksanakan program pembangunan kepemudaan, tak terkecuali di Kota Serang. Kegiatan kepeloporan pemuda di Kota Serang salah satunya dilaksanakan dengan diadakannya seleksi pemuda pelopor. Dinas pelaksana yang mengadakan seleksi pemuda pelopor di Kota Serang yaitu Dinas Pariwisata, Kepemudaan dan Olahraga (Disparpora) Kota Serang. Program pemuda pelopor bertujuan untuk mencari para pemuda yang memiliki potensi, ide maupun gagasan yang mempunyai pengaruh positif di lingkungan masyarakat. Pemerintah membuat Program Pemuda Pelopor yang pertama kali dicanangkan oleh Kementerian Pemuda dan Olahraga (Kemenpora) Republik Indonesia, yang mana sudah diselenggarakan sejak tahun 1985. Dalam program pemuda pelopor, adanya koordinasi antara Kemenpora RI dan Disparpora Kota Serang, yang mana pelaksanaannya harus sesuai dengan kebijakan yang telah dibuat oleh Kemenpora RI.  Kata Kunci : Desentralisasi, Kebijakan, Program Pemuda Pelopor

Abstract

This research focuses on the Implementation of Regional Spatial Planning Policy in Fulfillment of Green Open Space in South Tangerang City. The aim of the research is to find out how the Implementation of Regional Spatial Planning Policy in Creating Green Open Space in South Tangerang City. The theory of policy implementation from Van Metter and Van Horn, namely policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication, dispositions or attitudes of implementers and the social, political and economic environment. The research method used is descriptive qualitative method. The results of the research show that (1) the standards and policy objectives are not optima, (2) the resources are quite optimal, (3) the characteristics of the organization implementing the green open space policy are less than optimal, (4) the communication of implementing organizations is good, (5) the disposition or attitude of the executors is still not optimal, (6) the social, political and economic environment of green open space policies is less than optimal marked by the lack of support from the political elite for regional spatial planning policies in fulfilling green open spaces in South Tangerang City.

Abstract

The most important environmental problem to be solved immediately is the waste problem. This problem is almost every region that experiences it. Likewise, what happened in Margagiri Village, Bojonegara District, Serang Regency. The problem of this research is the efforts made by the margagiri village government to increase community participation in waste management. then find out how the level of community participation in waste management and the Factors Affecting the Community in waste management in Margagiri Village. The research method used by researchers in this study uses field research in the form of qualitative research that has non-statistical properties. In this research procedure, it will later produce descriptive data in thfe form of oral speech and observable behavior from the people (subjects) themselves. The results of the research on waste management in Margagiri Village have not been maximized. There are still obstacles from the Margagiri Village government.Keywords: Implementation Policy, Waste Management, Waste Problem.

Abstract

Pendidikan yang berkualitas perlu dibentuk dan dibina sejak usia dini. Usia dini khususnya usia SD merupakan masa kritis bagi pembangunan karakter seseorang. Pembentukan moral melalui pendidikan karakter sedini mungkin adalah kunci utama membangun karakter bangsa. Karakter adalah watak, tabiat, akhlak, atau kepribadian yang terbentuk dari internalisasi kebajikan, sebagai nilai moral dan norma, yang diyakini dan digunakan untuk cara pandang, berpikir, bersikap, dan bertindak. Pendidikan karakter adalah proses pendidikan untuk mengembangkan nilai, sikap, dan perilaku yang menanamkan akhlak mulia dan budi pekerti luhur. Pendidikan karakter pada siswa sekolah dasar penting sebagai pijakan untuk membangun karakter siswa ke arah yang lebih baik. PKM kepada orang tua siswa SDN Pasir Impun Kota Bandung yang dilakukan dengan teknik ceramah, game, dan pembuatan PVP (Pernyataan Visi Pribadi) dan PKP (Pernyataan Kinerja Pribadi) mampu menghasilkan model pelatihan pendidikan karakter yang efektif bagi orang tua. PKM berhasil memotivasi dan meningkatkan keterampilan orang tua untuk menjadi teladan bagi anak-anaknya. Pembentukan karakter diri orang tua sebagai karakter panutan dapat dibangun melalui teknik PVP dan PKP dengan prinsip SMART. Sebagai rekomendasi, disarankan untuk menindaklanjuti PKM ini dengan PKM yang melibatkan guru dan siswa.

Abstract

Health services are the main priority of the organizers because it is one of the community's fundamental rights, and its provisions must b carried out by the government. In order to fulfill the need for health facilities, the government has made efforts to improve the quality of health facilities, including by making health care guarantees. This Regional General Hospital is located as a Regional Technical Institution that supports the implementation of the Regional Government. However, phenomena related to services at the Regional Government were found. The goal to b achieved is to find out and analyze how Big the Level of Outpatient Service Quality is at the Tanjungpinang City Regional General Hospital. In this study, the population was consumers or outpatients at Tanjungpinang Hospital in January -November 2022, namely 35,181 people. (2022), and a sample of 100 people. This study uses descriptive statistics, which use data to explain or draw conclusions about a group. Based on the study's results, the service quality at the Tanjungpinang City Hospital is of high quality, with a score of 3.1. But there is still something that needs to b improved, namely Reliability with a value of 2.98 and Tangibles with a value of 2.90, where it seems that there are still doctors who do not come on time so that makes the patient wait.
