Abstract

The difference in fishing gear between traditional and modern fishermen triggers conflicts; for the sustainability of the Pieh Island Marine Tourism Park (TWP) area, efforts are needed to prepare an efficient conflict resolution plan by considering relevant data and information. The study aims to identify conflicts in the Pieh Island TWP area, identify data and information needs to develop conflict resolution, analyze the availability of management data in the Pieh Island TWP, and provide recommendations for data and information collection. The research was conducted in the form of field observations and structured interviews through several questions that have been systematically prepared, as well as focus group discussions (FGDs) with the managers of the Work Unit (Satker) who are directly responsible to the Pekanbaru National Marine Protected Area Workshop (LKKPN Pekanbaru) as the Technical Implementation Unit of the TWP National Marine Protected Area Pieh Island. The results of the study are qualitative and quantitative data through descriptive and comparative methods in the form of identification of the type/nature of conflict in TWP, data and information needed in the preparation of conflict resolution, data and information that is already available and that must be collected, the ability of managers to support technically but financially need additional funds, and appropriate conflict resolution as well as some descriptions of recommendations for collecting data and information in TWP. Abstract

Shark product traceability is a critical component in supporting sustainable shark fisheries management, particularly to prevent unreported, underreported, or misreported fishing practices. This study analyzes shark landing recording practices at the Nizam Zachman Ocean Fishing Port (PPS Nizam Zachman), Jakarta, one of Indonesia’s main fisheries landing ports. The research was conducted through two weeks of field observations and in-depth interviews with data enumerators, port officers, and fisheries stakeholders. The results indicate that shark landing records still rely on general fish landing standard operating procedures and lack specific guidelines for sharks, particularly for species-level identification and recording of physical condition. Sharks were frequently landed as juveniles, in non-intact conditions, and mixed with other fish species, complicating identification and increasing the risk of data inaccuracy. These conditions may undermine shark product traceability systems and sustainable shark resource management. This study recommends the development of shark-specific landing recording SOPs, capacity building for enumerators through species identification training, and the provision of visual documentation tools to improve data accuracy at landing sites. Abstract

Indonesia telah meratifikasi MARPOL, namun hingga saat ini kewajiban penyediaan, pengoperasian dan kecukupan kapasitas Port Reception Facilities (PRF) belum menjadi persyaratan operasional pelabuhan, khususnya pelabuhan perikanan. Kesenjangan antara komitmen internasional dan implementasi nasional ini menempatkan pengelolaan limbah kapal dalam posisi lemah dan tidak terintegrasi dalam sistem kepatuhan lingkungan pelabuhan. Keputusan kebijakan perlu segera diambil untuk menjadikan kecukupan kapasitas PRF sebagai persyaratan wajib operasional pelabuhan, bukan sekadar komponen pendukung atau opsi tambahan dalam dokumen perencanaan. Tanpa keputusan ini, implementasii MARPOL berisiko berhenti pada level normatif dan tidak menghasilkan perubahan nyata di lapangan. Ketiadaan standar teknis PRF yang operasional serta tidak berfungsinya AMDAL sebagai instrumen penyaring yang efektif memungkinkan pelabuhan tetap beroperasi tanpa kesiapan pengelolaan limbah kapal yang mencukupi. Kondisi ini paling nyata terjadi di pelabuhan perikanan, yang hingga kini tidak didorong untuk memasukkan kecukupan kapasitas PRF sebagai bagian dari kerangka keberlanjutan pelabuhan. Policy brief ini secara tegas menuntut pemerintah pusat dan pemerintah daerah untuk: (1) menetapkan kecukupan kapasitas PRF sebagai persyaratan operasional wajib pelabuhan; (2) menyusun dan menetapkan standar teknis PRF yang aplikatif; serta (3) memastikan AMDAL berfungsi sebagai filter kebijakan yang menolak operasional pelabuhan tanpa kesiapan PRF. Tanpa langkah-langkah tersebut, konsep ecofishing port dalam rangka Kebijakan Lingkungan Maritim akan terus kehilangan makna substantif dan tidak dapat dijadikan indikator keberlanjutan yang dapat diuji maupun ditegakkan.
