Abstract

Kemajuan suatu negara sangat ditentukan oleh kualitas Sumber Daya Manusia (SDM) yang dimiliki. Indonesia sebagai negara yang berpenduduk padat wajib mengelola SDM sejak usia dini yang disebut PAUD (Pendidikan Anak Usia DINI). Tujuan penelitian ini untuk mengetahui sampai sejauh mana minat pembelajaran anak usia dini di desa Rahayu di tengah Pandemi Covid 19. Program kegiatan PAUD dilakukan dengan metode yang menyenangkan dan tidak membosankan melalui paket wisata edukasi ibu dan anak setiap hari sabtu dan minggu di Vila S 12 Kp. Cikeueus RT 01 RW 05 desa Rahayu Kabupaten Bandung. Berbagai program yang dilakukan meliputi taman baca untuk anak usia dini, Alat Pengenal Edukasi (APE), menu sehat, pengajaran, penyuluhan tentang pembuatan hand sanitizer, meningkatkan kreativitas masyarakat serta seminar literasi. Program APE dimulai dengan pengenalan APE, mengenalkan APE pulau-pulau di Indonesia baik dari jenis, bentuk dan huruf dalam wujud kolase sehingga mendidik anak untuk belajar menyobek, menempel dan konsentrasi dengan karyanya. Pojok baca meliputi pengenalan huruf dan cara membaca menggunakan metode flash cards, sistem elearning doing dan control raudhoh. Menu sehat dengan melatih kebiasaan anak untuk mengenal dan membuat makanan sehat sendiri. Kerajinan tangan dengan pelatihan kreativitas ibu-ibu untuk meningkatkan daya fokus pembuatan bunga, buket snack dan bros. Pelatihan pembuatan hand sanitizer dan konektor masker manik-manik kepada ibu-ibu posyandu dan pengajian YPAI RW 05. Hasil yang diperoleh selama satu bulan KKN (13/8-13/9 2021) telah menginspirasi ketua RW 05 untuk mendirikan paud alam yang dimulai dengan perintisan pojok baca/ perpustakaan alam di bawah bimbingan prodi PIAUD Universitas Muhammadiyah Bandung

Abstract

The aim of the research is to determine the mechanism and implications of pricing organic vegetables implemented by PT Bionic Farm on the welfare of CV Karunia Abadi Farm farmers. The research method uses a quantitative approach in the form of vegetable sales reports and a qualitative approach to analyze farmer welfare. The calculation results show that the mechanism for setting prices for organic vegetables is determined by the distributor, namely PT Bionic Farm, so that the role of farmers is only limited to price takers. The impact in terms of farmers' income is seen to receive quite a large margin as evidenced by the wages for organic vegetable care services received by farmers above the Regional Minimum Wage (UMR). Meanwhile, farmers have to bear large expenditures for capital and labor in producing organic vegetables such as asparagus. The solution is that farmers must be given socialization on determining the Cost of Goods Sold (HPP) for organic vegetables through Community Service (PkM) activities in order to encourage farmers to increase their productivity in real terms, thereby improving Indonesia's economic welfare.

Abstract

Penyalahgunaan narkotika yang akhir-akhir ini terjadi bahkan melibatkan aparatur sipil negara dan pegawai pemerintah lainnya sehingga memicu hilangnya kepercayaan masyarakat. Perlu diketahui bahwa, aparatur sipil negara (ASN) adalah pekerja sipil dibawah naungan pemerintah sehingga perlu memberikan contoh yang baik dan tepat dalam menjalankan tugas yang diberikan. Narkotika yang digunakan sebagai zat atau obat yang berasal dari tanaman atau bukan tanaman, baik sintetis maupun semi sintetis yang dapat menyebabkan kecanduan. Tujuan dibuatnya paper ini berdasarkan metode studi literatur untuk mengidentifikasi dan menganalisis terkait permasalahan yang menyangkut penggunaan narkotika yang dilakukan oleh ASN. Satuan Reserse Narkoba Polres Humbang Hasundutan telah menangkap pelaku kasus penyalahgunaan narkoba pada September 2025 lalu. Menurut data BNN (Badan Narkotika Nasional), periode 2021 sampai 2023, pengguna narkoba turun menjadi 1,73 %, atau sekitar 3,3 juta orang. Jumlahnya menurun 0,22 %. Peraturan yang berkaitan erat dengan penyalahgunaan narkoba oleh ASN diatur pada UU No. 35 Tahun 2009; PP No. 32 Tahun 1979; dan UU No. 20 Tahun 2023. Diharapkan adanya perubahan atau revisi kebijakan peraturan guna menghindari kerancuan pidana dan hukuman terhadap ASN yang menyalahgunakan narkoba.

Abstract

Tragedi Gagal Ginjal Akut Progresif Atipikal (GGAPA) tahun 2022 di Indonesia merupakan titik balik fundamental dalam diskursus hukum kesehatan nasional yang mengungkap kerentanan sistemik dalam tata kelola farmasi. Artikel ini bertujuan untuk menganalisis kegagalan struktural negara dalam menjamin keamanan obat sebagai pelanggaran terhadap hak konstitusional warga negara dan mengevaluasi efektivitas reformasi regulasi pasca-2022 melalui lensa kewarganegaraan farmasi (pharmaceutical citizenship). Menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan, konseptual, dan kasus, penelitian ini menelaah transformasi dari Undang-Undang Kesehatan lama ke Undang-Undang Nomor 17 Tahun 2023 serta peraturan pelaksananya hingga tahun 2025. Hasil penelitian menunjukkan bahwa integritas rantai pasok farmasi sebelum 2022 sangat rentan akibat ketergantungan impor bahan baku sebesar 90% dan lemahnya pengawasan terhadap eksipien non-farmasi. Meskipun reformasi regulasi melalui pengawasan berbasis risiko dan digitalisasi pelaporan telah memperkuat otoritas Badan Pengawas Obat dan Makanan (BPOM), masih terdapat kesenjangan signifikan antara norma hukum dengan implementasi di lapangan, terutama terkait akuntabilitas ganti rugi korban dan transparansi kajian risiko. Artikel ini menyimpulkan bahwa pemulihan hak warga negara menuntut reposisi peran negara dari sekadar regulator administratif menjadi pelindung aktif hak atas obat yang aman sebagai bagian integral dari hak untuk hidup.

Abstract

The circulation of traditional medicines containing Chemical Drug Substances (BKO) is a serious problem that has the potential to endanger public health and violate consumer rights. The addition of BKO to traditional medicines is done to provide a quick effect, but this practice is contrary to applicable legal provisions in Indonesia. This study aims to analyze the legal basis governing the circulation of traditional medicines containing BKO and the forms of legal protection for consumers. The research method used is a literature study with a qualitative approach, through a review of relevant regulations, books, and journal articles in the period 2016–2026. The results show that consumer protection has been expressly regulated in Law Number 17 of 2023 concerning Health, Presidential Regulation Number 49 of 2023, West Java Regional Regulation No. 3 of 2025, and various BPOM regulations. Legal protection is carried out through preventive efforts in the form of supervision and education, as well as repressive efforts in the form of administrative and criminal sanctions against business actors. However, the implementation of legal protection still faces obstacles, so that strengthened supervision and increased public legal awareness are needed.

Abstract

The misuse of prescription-only drugs, particularly antibiotics, has become a critical public health issue in Indonesia, driving antimicrobial resistance (AMR) which caused 147,000 deaths in 2021 and an annual economic loss of IDR 2.4 trillion. Despite regulations, illegal access remains as high as 41% in licensed pharmacies. This study examines prescription drug regulations, the role of pharmacists, and legal sanctions, while integrating professional integrity with national defense (Bela Negara) values. Using a normative analytical literature review of primary sources (Health Law No. 17/2023, PMK No. 73/2016, BPOM regulations) and secondary data, the results indicate a dominance of non-prescription amoxicillin sales driven by low pharmacist knowledge and weak field oversight, rendering current regulations ineffective. This is exacerbated by poor public education and the lack of reliable prescription verification. In conclusion, a digital transformation for real-time prescription validation is required, alongside strengthened pharmaceutical care standards (assessment, counseling, and MTM). These measures must be supported by consistent criminal sanctions and civic-based education (PKn) to bolster practitioner integrity, break the chain of AMR, and ensure rational drug use.
