Abstract

Technology has helped humans in various fields, for example in the field of research and service. The Institute for Research and Community Service (LPPM) Universitas Negeri Semarang (UNNES) in its role in realizing the responsibility for the Tri Dharma of Higher Education, has changed the procedure for evaluating the instrument which was originally manual to be more effective and efficient through an application called SIPP (Management Information System). Research and Service) which can be accessed on the website. This change is expected to create even better conditions. However, these existing facilities are not well received. This can be seen from the many researchers who are late in collecting research instruments and even less familiar with this SIPP application. Data analysis techniques used in this study include transcripts of the results of field surveys, observations and interviews, data reduction, analysis, data interpretation and triangulation.

Abstract

Perubahan dalam Peraturan Menteri Keuangan No: 23/PMK.05/2020 membawa berbagai konsekuensi teknis bagi proses pertanggungjawaban keuangan dana penelitian dan pengabdian kepada masyarakat. Peneliti selama ini memang sering mengeluhkan proses penyusunan laporan keuangan yang membuat kerja penelitian menjadi terhambat. Di sisi lain peneliti juga harus bekerja optimal dalam membuat penelitian yang baik dan menghasilkan luaran sesuai target. Akan tetapi, dana Negara yang dialokasikan harus dipertanggungjawabkan. Penelitian ini menggunakan data primer dengan teknik accidental sampling. Alat analisis yang dipakai adalah Analytical Hierarchy Process untuk menyusun prioritas strategi adaptasi dalam implementasi PMK tersebut. Tujuannya agar peneliti lebih siap dalam penyusunan laporan keuangan. Berdasarkan hasil analisis AHP maka didapatkan kriteria pada strategi adaptasi peneliti terhadap implementasi PMK Nomor: 203/PMK.05/2020 Tahun 2020 yang menjadi prioritas utama yaitu kelembagaan. Kemudian disusul oleh kriteria pendampingan dan sistem informasi. Sedangkan pada alternatif, maka upaya yang dapat dilakukan sebagai strategi adaptasi peneliti terhadap implementasi PMK Nomor: 203/PMK.05/2020 Tahun 2020 yang pertama adalah memberikan sosialisasi awal dan berkala kepada reviewer dan peneliti, pengabdi. Kedua yaitu menyediakan layanan asistensi kepada peneliti dan pengabdi dengan mengacu pada standar layanan Unnes. Ketiga yaitu penyusunan template dokumen yg harus disiapkan oleh peneliti, pengabdi guna pencairan dana penelitian pada laman SIPP dan seterusnya berdasarkan urutan prioritas yang terakhir

Abstract

This paper presents the performance accountability at Universitas Negeri Semarang in relation to the importance of zona integritas or integrity zone in increasing the accountability at Universitas Negeri Semarang. This urged an investigation into the extent to which an integrity zone development has been built as a means of increasing accountability at Universitas Negeri Semarang. A quantitative descriptive analysis was carried out in this investigation, starting from data reduction, data presentation, and conclusion drawing. In details, based on respondents’ responses calculated using a Likert scale, it was known that the leader involvement gained the effectiveness of 73.42% in increasing the accountability at Universitas Negeri Semarang. In addition, the leader presence in all stages of planning preparation by 86.25% and 80% of leaders were directly involved in preparing the plans. Meanwhile, the leader monitor for performance achievement on a regular basis gained 85.38%. Of these results, it is suggested that the integrity zone needs to always be improved in terms of maintaining the availability of supporting documents for Universitas Negeri Semarang in the leadership components, involving the parties involved in the leadership components, and completing the management organizational structure.

Abstract

In order to improve the achievement of development of the Cooperative and MSME sectors and to find out the extent of the effectiveness of the programs/activities that have been carried out towards achieving targets in accordance with the organization's vision and mission, it is necessary to conduct an evaluation of the program or activity and its recommendations. Through this evaluation activity, the weaknesses or obstacles faced will be identified, so that the results can be used as information to make corrections or improvements to the implementation of the program in the future. The purpose of this study is to conduct evaluations and provide recommendations for various programs in the strategic plan that have been implemented by the cooperative and UMKM service in Central Java. The quantitative approach aims to provide recommendations for the cooperative and UMKM development program of the Central Java provincial government using the ANP (Analytic Network Process) method. This study uses Logical Framework analysis to determine the evaluation of the cooperative and UMKM development program of the Central Java provincial government.
