Abstract

Perairan Pulau Sebatik dan sekitarnya kerap dimasuki oleh armada tangkap Malaysia yang menggunakan alat tangkap trawl skala besar. Selain kerugian ekonomi, praktik-praktikillegal fishing tersebut telah merusak ekosistem laut dan sumber daya ikan. Oleh karena itu, tujuan penelitian ini adalah mengkaji akar permasalahan illegal fishing di wilayah perairanPulau Sebatik dan menganalisis kebijakan baganisasi yang dilaksanakan oleh pemerintah pusat dan pemerintah daerah sebagai upaya pemberantasan illegal fishing. Penelitian ini merupakan penelitian deskriptif analitis, yang menggunakan analisis kuantitatif dan kualitatif. Berdasarkan analisa dihasilkan bahwa illegal fishing di wilayah perairan Pulau Sebatik disebabkan oleh: (a) rendahnya patroli laut; dan (b) dan lemahnya koordinasi aparat penegak hukum. Sementara kebijakan baganisasi berdampak positif, karena: (a)  menghambat masuknya nelayan asing; (b) menunjukkan penguasaan perairan oleh Republik Indonesia; dan (c) kapalTentara Angkatan Laut Negara lain segan masuk ke wilayah perairan Pulau Sebatik dan sekitarnya.Kata kunci: baganisasi, illegal fishing, nelayan asing, penegak hokum, Pulau Sebatik

Abstract

Fishermen are the most vulnerable social community against the climate change. Marine environment change directly influences their livelihood system. This paper aims to discuss the extend of resilience of the fisherman communities in the coastal of Grajagan Village, Banyuwangi, East Java, in responding the impacts of climate change. To understand the resilience of fisherman communities, this paper compares the fishing unit typology and the working characteristics from various fisherman communities in responding the climate change impacts. Finding of this research shows that there is different resilience strategy among different fishing units, namely Slerek, Payang, and Jukung. The jukung fisherman community has a better resilience in responding the climate change impacts compared to the Slerek and Payang fisherman communities. The jukung fisherman community has various fishing units, which can be operated in different seasons.

Abstract

The failure of government to provide water supplies for industries and households in DKI Jakarata and its surrounding will exacerbates the condition of water resources in Jabodetabek. Therefore, gratification in ground water services occurs in the permit process, especially on the stage in obtaining technical recommendation which is proposed in order to conduct drilling to decide the the location of ground water and subsequently recommendation letter will be issued as consideration to grant permit for taking ground water (SIPAT). Gratification can be occurred in law enforcement process. Since the enactment of the law no 7/2004 on water resources, violence is not categorized as administrative sanction only but also criminal. Based on this law the police can arrest the offenders. Gratification practice occurs when there is an effort to shifting from criminal sanction to non criminal. The others thing related to public services is the enactment of new taxation law comes into force 2011 where previously tax manage by provincial level now transfer to city/regent level. With this enactment there is probability to eliminate the fundamental function of ground water as temporary replacement of surface water. Ground water is seen as source to increase local revenue. This trend is predicted gives significant impact to the condition of ground water in the future.

Abstract

The aim of this study is to give an understanding on the behavior of forest intruders cultivating commercial plants in Buffer Zone National Park Kerinci Seblat. The research results can be summarised as follows: The Cinnamon mixed garden (Ladang tumpangsari system) is a form of the agricultural adaptation developed by most farmers to meet life necessities. The flexibility of harvesting system enables the farmers to develop Cinnamon mix garden. These plants can be harvested any time that is suitable to the farmer. Cinnamon tree can function as savings. They can also be harvested to meet special needs (travel, marriage, education fee, pilgrimage, etc). The development of Cinnamon mixed gardens has caused farmers to take into account the fertility of the land. Therefore, they have cleared away another location to cultivate vegetable anew. The farmer has two strategies: the firSt that they clear away the forest area and the second is to clear away the Cinnamon bark plant cultivation area. However, viewed from an ownership aspect and the age variation of Cinnamon bark plant, it can be said that farmers in Kerinci do not poses pennanent shifting cultivation pattern. The ownership pattern of Cinnamon cultivation is not identical with the ownership of wet paddy field cultivation, which is still controlled by customary laws (by turns through matrilineal channel). Hence, the cultivation system of Cinnamon is no longer controlled by customary laws but became private property. Compared to wet paddy filed the ownership pattern, Cinnamon trees utilization rights are unlimited and no institution has control as in case of wet paddy filed. This research paper used primary data based on reaserch conducted in 1999. The analysis unit is Cinammon farmers. Qualitative and quantitave approach is used in this research paper.
