Abstract

The government has declared the Covid-19 pandemic a national disaster. Since then, various regulations related to preventing the spread of Covid-19 have been issued. The government's policy must be followed by the whole community. Policy socialization can be adopted more quickly with community participation. First, by participating in implementing the policy and second, participating in disseminating the policy. PMI as a national humanitarian institution also plays a role. Through PMI's SIBAT Team, government policies can be disseminated to the public. The Abdimas team then helped train the SIBAT team in order to increase their capacity and assist in the implementation of community-based outreach programs. Keywords: Capacity, Socialization, Health Protocol, SIBAT PMI Pandemi Covid-19 dinyatakan pemerintah sebagai bencana nasional. Sejak itu berbagai peraturan terkait pencegahan penyebaran Covid-19 dikeluarkan. Kebijakan pemerintah tersebut harus diikuti oleh seluruh masyarakat. Sosialiasi kebijakan bisa lebih cepat teradopsi dengan adanya partisipasi masyarakat. Pertama, dengan ikut melaksanakan kebijakan dan kedua, ikut mensosialisasikan kebijakan. PMI sebagai lembaga kemanusiaan nasional turut berperan. Melalui Tim SIBAT PMI, kebijakan pemerintah dapat disosialisasikan kepada masyarakat. Tim Abdimas kemudian membantu melatih tim SIBAT agar dapat meningkatkan kapasitasnya dan pendampingan pelaksanaan program sosialisasi berbasis masyarakat. Abstract

Since the issuance of the Regulation of the Republic of Indonesia National Police No. 8 of 2021 concerning Handling of Criminal Acts Based on Restorative Justice, the National Police has increasingly emphasized its policy to implement Restorative Justice. Restorative Justice is a step to resolve problems outside of retributive law enforcement mechanisms. In restorative justice, the principle of ultimum remedium applies, where criminalization is the last alternative for punishing a crime. Therefore, there needs to be an in-depth study for Bhabinkamtibmas members regarding the implementation of Restorative Justice. The goal is for Bhabinkamtibmas members to be more professional in carrying out their duties as fosterers of public security and order, especially related to the implementation of Restorative Justice in resolving criminal cases in their environment. The method used is through interactive discussions on various problems encountered in the field and the delivery of learning materials by Abdimas. Based on the results of the implementation during PkM, there was an increase in knowledge among Bhabinkamtibmas members, especially in-depth study of the implementation of Restorative Justice, communication and conflict management. It is hoped that this can improve the professionalism of Bhabinkamtibmas members in implementing Restorative Justice in accordance with their field of duty.

After training and mentoring, there is a program of activities held in the context of socializing and educating health protocols, especially for school children, carried out by the SIBAT team where PKM is carried out.

Abstract

The criminal act of beatings still occurs every year in the jurisdiction of the Ujungberung police sector. The perpetrators of the crime of beatings were not only committed by adults, but also by children. So that children who are in conflict with the law do not continue to the criminal justice process, they require serious handling from investigators. Therefore, the urgency of research regarding the role of investigators in implementing Restorative Justice for criminal acts of beatings in the jurisdiction of the Ujungberung police sector is urgently needed. The aim of this research is to find out the role of obstacle mechanisms and investigators' efforts in implementing Restorative Justice for the crime of beatings. This research method uses descriptive analysis. The data sources used are primary data sources, namely data obtained directly from the Criminal Investigation Department of the Ujungberung police sector and secondary data sources obtained through books, police legal regulations, documents and internet media related to research. The results of the research are that investigators have a very important role in handling cases of criminal acts, especially those committed by children, by using another alternative, namely Restorative Justice, in resolving the problem of criminal acts of children so that the case is not forwarded to the criminal justice process.
