Abstract

Since the issuance of the Regulation of the Republic of Indonesia National Police No. 8 of 2021 concerning Handling of Criminal Acts Based on Restorative Justice, the National Police has increasingly emphasized its policy to implement Restorative Justice. Restorative Justice is a step to resolve problems outside of retributive law enforcement mechanisms. In restorative justice, the principle of ultimum remedium applies, where criminalization is the last alternative for punishing a crime. Therefore, there needs to be an in-depth study for Bhabinkamtibmas members regarding the implementation of Restorative Justice. The goal is for Bhabinkamtibmas members to be more professional in carrying out their duties as fosterers of public security and order, especially related to the implementation of Restorative Justice in resolving criminal cases in their environment. The method used is through interactive discussions on various problems encountered in the field and the delivery of learning materials by Abdimas. Based on the results of the implementation during PkM, there was an increase in knowledge among Bhabinkamtibmas members, especially in-depth study of the implementation of Restorative Justice, communication and conflict management. It is hoped that this can improve the professionalism of Bhabinkamtibmas members in implementing Restorative Justice in accordance with their field of duty.

Abstract

This study aimed to determine the role played by the Criminal Investigation Investigators of the National Police in uncovering cases of criminal acts of fraud through online transactions, especially in the Bandung Police Legal Area. The research method used is descriptive analysis method, namely collecting actual data. The data is compiled, processed and analyzed to get the real picture. The implementation of this research was carried out by observation, interviews, literature study, documentation and researching data on activity reports carried out by the Bandung Police Criminal Investigation Unit. The results of the study show that the handling of cases of criminal acts of fraud through online transactions must be with complaints or reports from someone about the existence of a criminal act of fraud and also those who have been deceived or who have been harmed, only then do investigators know that an action that is suspected of being a criminal act of online fraud has taken place. The supporting and inhibiting factors in uncovering cases of fraud through online transactions, the lack of investigators who have the ability and experience in the field of ITE and limitations ITE tools owned by the Bandung Police. Efforts were made to uncover cases of criminal acts of fraud through online transactions to arrest the perpetrators, make appeals to the public and cooperate with state and private agencies.

Abstract

This study aims to analyze the implementation of Balanced Scorecard in the West Bandung Regency Transportation Agency as a strategic tool to measure and manage organizational performance in the public sector. Amid challenges in ensuring accountability and service quality, this research addresses the problem of performance inefficiency in public transportation services. The research method used is qualitative with a case study approach, which utilizes secondary data from performance reports, policy documents, and public satisfaction surveys. Through the analysis of four main perspectives of balanced scorecard —finance, customer, internal process, and learning and growth—this study shows that the implementation of balanced scorecard can improve the efficiency and effectiveness of public services. From a financial perspective, Dishub KBB can optimize budget management and resource allocation to support transportation infrastructure and public transportation subsidies. The customer perspective highlights the importance of measuring public satisfaction related to punctuality, safety, and service quality. Efficiency in internal processes allows for the identification and improvement of operational bottlenecks. Finally, learning and growth show that innovation and human resource development are key to facing challenges and improving service quality. This study makes a significant contribution to the development of performance management models in the public sector.

Abstract

This study aims to analyze the influence of leadership and competency on the performance of civil servants at the Regional Secretariat of Sumedang Regency. The background of this research is the observed low level of effectiveness and work productivity among government employees, which is allegedly influenced by poor leadership quality and suboptimal technical and behavioral competencies. This is a quantitative explanatory research using simple and multiple linear regression analysis. Data were collected through questionnaires from 65 respondents using a census technique. The results show that both leadership and competency have significant partial and simultaneous effects on performance, with a combined coefficient of determination (R²) of 70.7%. These findings highlight the importance of integrating leadership quality and employee competence in systematically enhancing public bureaucratic performance. Strategic recommendations are provided for strengthening merit-based HR development policies, transformational leadership training, and digitalized performance evaluations.

Abstract

This research aims to investigate the important role of public communication in increasing the effectiveness of public services with a locus in West Bandung Regency. As respondents, there were 153 people in the community who received various services from the district office during August 2023. The analysis focused on how effective public communication can influence positive results in providing services to the community. A quantitative approach was used in this research by collecting data through surveys and statistical analysis. The results of this research show that public communication has a positive and significant influence on public services. It is recommended that communication competency be one of the materials in training for new West Bandung Regency employees.
