Abstract

Abstrak. Keberhasilan pembangunan dalam kerangka otonomi daerah tidak terlepas dari keberhasilan daerah tersebut dalam melaksanakan pembangunan ekonomi daerah. Pembangunan ekonomi daerah harus melibatkan para pelaku pembangunan, Pemerintah daerah tidak bisa sendirian dalam melakukan proses pembangunan karena pemerintah daerah memiliki berbagai keterbatasan baik sumber daya manusia maupun anggaran. Oleh karena itu, diperlukan keterlibatan pihak lain, dalam hal ini adalah pihak Swasta atau penanam modal.Pemerintah daerah hanya bertanggung jawab secara lebih penuh dalam bentuk kebijakan dasar yang diperlukan bagi pembangunan daerah, salah satunya berupa kebijakan dasar pengembangan penanaman modal. Kabupaten Garut memiliki potensi daerah yang sangat banyak dan bervariasi. Kekayaan alamnya meliputi gunung, rimba, laut, pantai, sungai, bahan tambang, tanah yang subur dan panorama yang sangat indah. Potensi ini, jika dikelola dengan baik akan menjadi faktor pendorong yang sangat besar bagi percepatan pembangunan daerah.Permasalahan yang akan menjadi topik perhatian pada kajian ini adalah masalah bidang usaha unggulan  berupa potensi dan peluang investasi  yang akan ditawarkan kepada investor . Saat ini informasi mengenai  bidang usaha unggulan tersebut belum tersedia sesuai dengan kebutuhan.Manfaat dalam kajian ini adalah: Memperoleh gambaran potensi ekonomi berupa komoditas/produk yang ada di Kabupaten Garut. Memperoleh gambaran produk unggulan dan potensi/peluang investasi terpilih di Kabupaten Garut.Desain penelitian yang dipergunakan dalam kajian ini adalah descriptive analysis. Desain ini bertujuan untuk memperoleh gambaran tentang gejala-gejala yang diteliti pada saat sekarang. Dari hasil gambaran tersebut, selanjutnya dicari jawaban bagi pemecahan masalah atau fenomena-fenomena yang ada.Hasil dari penelitian ini adalah biasa mengidentifikasi potensi unggulan  untuk dilakukan sebuah investasi dari berbagai sektor wilayah Garut selatan Kabupaten Garut. Abstract. The success of development within the framework of regional autonomy can not be separated from the success of the region in implementing regional economic development. Regional economic development must involve development actors, local governments can not be alone in the development process because local governments have various limitations both human and budgetary resources. Therefore, it requires the involvement of other parties, in this case the private sector or investors. Local government is only responsible more fully in the form of basic policies needed for regional development, one of which is the basic policy of investment development. Garut Regency has the potential of a very large and varied areas. Its natural wealth includes mountains, the jungle, the sea, the coast, rivers, minerals, fertile soil and beautiful panoramas. This potential, if managed properly will be a huge driving factor for the acceleration of regional development.The problem that will be the topic of attention in this study is the issue of the leading business field of potential and investment opportunities that will be offered to investors. Currently, information about the leading business areas is not available as required.Benefits in this study are: Gain a picture of economic potential in the form of commodities / products that exist in Garut regency. Obtained a picture of superior products and potential / investment opportunities selected in Garut regency.The research design used in this study is descriptive analysis. This design aims to obtain a description of the symptoms studied in the present moment. From the results of the picture, then sought answers to solving problems or phenomena that exist.The result of this research is usually to identify the superior potential to be done an investment from various sectors Garut region south of Garut regency.

Abstract

Investment is one of the economic drivers in various countries, because investment will be able to have a very significant impact on economic development. Therefore, this investment growth has special attention in various regions to support the smooth development of investment. Therefore, investment services, especially in licensing development, have changed dynamically in line with global economic developments. This situation requires innovation in investment and licensing processes to improve the investment climate. Handling efforts can be carried out in various ways such as human resource development or organizational management aimed at facilitating services for the business community. Based on the newest phenomena and facts supported by data, the problems were analyzed using qualitative method approaches and descriptive analysis methods. Thus, a descriptive analysis method is applied to find facts by accurately interpreting and describing the group and individual characteristics of the phenomena found from the results of this study. The results of this research showed that the bureaucratic path in completing licensing was very long and had an impact on the increasingly expensive licensing fees, so that this will not support the objectives of investment policies in the region. It can be concluded that the problem lies in the institutional aspect of the agency that handles licensing and investment issues that exist in each region which are still weak in formal and informal regulations and their enforcement, so that the implementation of policies on investment is still very difficult to be implemented, or bad implementation. The implementated of law enforcement both formal and informal, one of them is supported by the synergy between policy actors and harmonization of communication among organizations because this will have an impact on making licensing easily for investment to cut long bureaucratic paths as well as expensive costs

Abstract

This article presents a review of the latest literature on Bureaucratic Reform in Indonesia and explores the development and changes of bureaucratic reform studies. This review includes 249 articles published in the Journal in the period 1998 to 2020. First, we conducted a bibliometric analysis that highlighted various matters regarding articles published in journals; second, we conducted a literature review that identified context, content, process, results, and topic changes. Our findings concentrate on the lack of detail about change processes and outcomes and the gaps between general theories used to study evolution. We propose an agenda for the study of bureaucratic reform of public organizations that focuses on its complex nature by building theoretical bridges and undertaking more in-depth empirical and comparative studies of change processes.

Abstract

The task of the State Civil Apparatus as mandated in the Act is to provide good service to the community, therefore it is very important if the State Civil Apparatus has an entrepreneurial spirit in providing services to the community, so that the services provided have the characteristics of fast and timely service. But in reality, the public services that we meet in the community still have a very long bureaucratic span, because one of them is related to the characteristics of human resources than the ASN who still do not have an understanding of the competencies they have. The method used in this paper is by taking data based on literature reviews from various sources relating to what is studied in this paper and describing some findings that describe the slowness of public services in one area in West Java. The san that becomes an obstacle for ASN still has an entrepreneurial spirit because it collides with some old rules that have been entrenched, so that it has an impact on the weak characteristics of the ability of the State Civil Apparatus in providing public services to the community.

Abstract

The task of the State Civil Apparatus as mandated in the Act is to provide good service to the community, therefore it is very important if the State Civil Apparatus has an entrepreneurial spirit in providing services to the community, so that the services provided have the characteristics of fast and timely service. Abstract

To improve the economic capacity of a region, one of which is by investing in accordance with the paradigm of Endogenous Development strategy, which is to harmonize natural forces with human resource strengths. However, we still encounter many problems when we are about to make this investment, one of the problems is related to licensing which is still very complicated, requires a very long and complicated bureaucratic route. This is what prompted the researchers to conduct research on what is the problem with the difficulty of the licensing process. The researcher conducted this research using a qualitative research method in which he analyzed data from interviews with informants involved in the investment. The results obtained in this study are that there is still a large gap between investment interest and investment realization, which is one of the reasons for the weakness in policy implementation and communication between organizations.

Abstract

The Endowment Development Strategy paradigm is one of the keys to success in carrying out development in our country. In the principles of the Endowment Development Strategy, one way to market the regional economic power is by opening up investment opportunities. However, the reality that has occurred regarding the development of investment in various regions (especially in Garut Regency) is still very far from expectations, where investment interest with investment realization is still far from the targeted figure. As for the purpose of this research is to find objective facts in the hope that the results of the research can be accepted as the truth. The research method used is a qualitative approach method with the object of institutional research, as well as the unit of analysis in this research is the DPMPT and other related Technical Services. The data analysis technique uses the triangulation method by synchronizing the data obtained among one informant and other informants. The results of the study show that existing SOPs at other Technical Services have not been integrated into the DPMPT so that they are still implemented partially. Based on field results there are still problems related to delays in issuing permits, this shows that the principle of excellent service, service that is fast, precise, certain, efficient and effective in accordance with the principles of good governance have not been maximized. The characteristics of implementing organizations in Garut Regency are still relatively weak, this is indicated by the unpreparedness of the human resources of the policy implementer, this is proved by the lack of understanding of the main tasks and functions (TUPOKSI) as well as Standards and the objectives of the policy itself. Based on this research, it is suggested that the implementing apparatus in the field should be involved in technical meetings in the context of integrated licensing services in order to understand the real purpose of the integrated licensing services policy. Building good and effective communication so that policy implementers have the courage to ask superiors about things they do not understand, especially about the objectives of the policies being implemented, the leaders must display a more responsive attitude, not arrogant and not authoritarian.
