Abstract

Partisipasi masyarakat dalam pembangunan kampung menjadi landasan utama yang tercantum pada Undang – Undang No 6 Tahun 2014 menjadi sebuah hal yang subtansi untuk bisa praktikkan dalam mendorong pembangunan dan kesejahteraan Desa. Oleh karena itu, partisipasi masyarakat adalah ujung tombak dari kesejahteraan dan pembangunan desa dimana aktivitas masyarakat yang ditandai dengan keterlibatan secara langsung dalam perencanaan pembangunan. Dengan hadirnya partisipasi masyarakat dalam perencanaan pembangunan merupakan sebuah amanat yang harus dijalankan sebagai upaya dalam mewujudkan tata kelola pemerintahan kampung yang baik, memiliki efektivitas penyelenggaraan pemerintahan kampung yang terprogram sesuai dengan kebutuhan dan kepentingan masyarakat. Pendampingan partisipasi masyarakat kampung menjadi penting sebagai upaya mendorong kapasitas masyarakat dalam perencanaan pembangunan kampung. Dengan diseminasi akan pemahaman, memberikan gambaran serta penguatan pentingnya masyarakat hadir dalam proses perencanaan pembangunan kampung yang pada gilirannya akan berdampak terhadap kesejahteraaan dan pembangunan yang berorientasi atas kepentingan masyarakat.Dalam pendampingan partisipasi masyarakat dalam perencanaan pembangunan kampung diperlukan sebuah pedoman  sebagai kerangka acuan bagi masyarakat untuk dapat pemahami alur sebuah kegiatan perencanaan  pembangunan kampung.  Melalui Pedoman akan menjadi solusi untuk mengatasi suatu masalah dan menghindari resiko masyarakat terjebak dalam ketidakfahaman dalam proses partisipasi perencanaan perencanaan kampung. Selain itu, pedoman perencanaan pembangunan kampung akan mempermudah masyarakat dalam mengoptimalkan dan meningkatkan peran masyarakat dalam perencanaan pembangunan kampung.

Abstract

Collaboration is the key word in building relationships among actors gathered in the development of tourism based on local wisdom. This study tries to describe and analyze the pentahelix model in the development of tourism based on local wisdom. Local Wisdom-based Tourism Development is the flagship program in changing the Merauke Regency Medium-Term Development Plan for 2016-2021. This research carried out by using the literature study (library research). Local wisdom-based tourism with collaboration between actors in the pentahelix model, supports to prioritize all forms of uniqueness that grow and develop in society, as well as providing agricultural values, which use both material and non-material.

Abstract

Environmental degradations are generally caused by two factors: natural occurrences and human interference. One of the environmental damage is the occurrence of abrasion along the coast. This study aims to describe the factors that need to be considered to overcome coastal abrasion in the Merauke Regency area. The research was conducted in Merauke Regency using primary and secondary data which were then presented in a descriptive qualitative manner. The results of this study indicate that the level of coastal abrasion in Merauke Regency is of great concern. Abrasion not only causes damage to nature but also causes damage to other public facilities such as roads and public housing. To prevent the spread of abrasion, factors supporting prevention efforts are required, including economic, ecological, social, political, and cultural factors. Some of these factors are expected to be a source of concern for decision-makers to make environmental policies to overcome abrasion in Merauke Regency.

Abstract

Policy Formulation is a process of formulating policies or strategies to achieve the desired goals. There is no Regency Tourism Development Management Agency that should be regulated in the Regent's Regulation, so the government is expected to immediately form a tourism management body so that the forum together with the Tourism Office always synergizes in the process of planning, organizing, supervising, and controlling activities related to tourism, including promotion, development of tourism products, and conservation environment and culture. The method used in this research is descriptive qualitative research, with data collection techniques by observation, in-depth interviews(depth interview), Focus Group Discussion (FGD), and documentation study. The results of this study, namely the formulation of collaborative tourism management policies in Merauke Regency involve five parties, namely local government, academics, communities, tourism business actors, and the mass media. The Pentahelix collaboration is very important to create synergy and cooperation in tourism management which is accommodated by the Regency Tourism Management Board, the formation of a tourism management body will allow tourism development to be more directed and integrated, to optimize the resulting economic, social, and environmental benefits.

Abstract

The food crisis and climate change have become two critical challenges facing the lives of local communities in various parts of the world. This research aims to analyze and understand the impact of the food crisis and climate change on local communities and how they adapt to these increasingly complex conditions. This study uses a qualitative approach by collecting data through in-depth interviews, participatory observation, and document analysis. The research sites involve several communities in areas that are exposed differently to food crises and climate change. The results of the study show that the food crisis and climate change are seriously affecting the daily lives of local people. Decreasing food availability, shifting weather patterns, and natural disasters further exacerbate their social and economic conditions. Local communities experience difficulties in meeting basic needs such as food, clean water and proper housing. In addition, climate change also has an impact on the agricultural sector which is the main source of livelihood for local communities. Traditional cropping patterns are no longer suited to unstable weather, and pest attacks and drought often destroy crop yields. This has resulted in reduced incomes and greater dependence on government assistance or humanitarian organizations. However, this study also identified several adaptation efforts made by local communities to deal with the food crisis and climate change. Some communities have changed cropping patterns and are cultivating crop varieties that are more resistant to climate change. The community is also actively developing local resources such as fish ponds and food processing to reduce dependence on imported food. In facing this challenge, inter-community cooperation and support from the government and international institutions are key in increasing food security and adaptation to climate change. Increasing access to sustainable agricultural technologies and financial assistance for local communities can strengthen competitiveness and reduce inequalities in the face of the impacts of the food crisis and climate change. In conclusion, this research highlights the importance of an in-depth understanding of the impact of the food crisis and climate change on local communities and adaptation efforts that can be made to strengthen their resilience. The increasing complexity of these challenges demands collective action from all parties involved to achieve sustainability and prosperity for local communities in the era of globalization and climate change.
