Abstract

AbstrakPresidential Decree No. 26 Year 2010 on Transparency of State Revenues and Regional Income Gained from Extractive Industries is a formal basis for the implementation process of Extractive Industry Transparency Initiative (EITI). This research is a quantitative research. The analysis used in this research is multiple linear regression analysis, to measure the size of communication, human resources, disposition, and bureaucratic structure can explain the dependent variable of the implementation of state income transparency policy from extractive industry. Hypothesis test is done by t-test to test the influence of independent variable partially to dependent variable. Meanwhile,F-test is used to test the independent variable simultaneously. The results of this study indicate that there are significant influences of communication, human resources, disposition and bureaucratic structure to the implementation of the state revenue transparency policy from extractive industry of 60.7 percent simultaneously. However, only disposition factors have no positive effect on the success rate of the policy. Meanwhile, the other three factors give a significant influence where the bureaucracy structure factor has a regression coefficient of 0.353, followed by resource factor with regression coefficient 0,184, and communication with regression coefficient 0,214, The results of this researchmay form a recommendation for the Coordinating Ministry for Economic Affairs to improve the planning documents’ utilization and increase the involvement of human resources in order to succeed the implementation of state revenue transparency policy from extractive industries. Keywords : implementation of policy, transprarant of national income, coordinating ministry for economic affairs AbstrakPeraturan Presiden No. 26 Tahun 2010 Tentang Transparansi Pendapatan Negara dan Pendapatan Daerah yang Diperoleh dari Industri Ekstraktif merupakan suatu landasan formal terhadap proses implementasi EITI. Penelitian ini adalah penelitian kuantitatif. Analisis yang digunakan dalam penelitian ini adalah analisis regresi linear berganda, untuk mengukur seberapa besar variabel-variabel komunikasi, sumber daya manusia, disposisi (sikap), dan struktur birokrasi dapat menjelaskan variabel dependen implementasi kebijakan transparansi pendapatan negara dari industry ekstraktif. Uji hipotesis dilakukan dengan t-test untuk menguji pengaruh variabel independen secara parsial terhadap variabel dependen. Sedangkan untuk menguji variabel independen secara simultan digunakan F-test. Hasil penelitian ini menunjukkan terdapat pengaruh yang signifikan dari variabel komunikasi, sumber daya manusia, disposisi (sikap), dan struktur birokrasi terhadap implementasi kebijakan transparansi pendapatan negara dari industri ekstraktif simultan sebesar 60,7 persen. Namun, hanya faktor disposisi yang tidak memiliki pengaruh yang positif terhadap keberhasilan kebijakan tersebut. Sedangkan ketiga faktor lainnya memberikan pengaruh yang signifikan, dimana faktor struktur birokrasi memiliki koefisien regresi 0,353, disusul faktor sumberdaya dengan koefisien regresi 0,184 dan komunikasi dengan koefisien regresi 0,214. Hasil penelitian ini dapat menjadi gambaran Kementerian Koordinator Bidang Perekonomian untuk memperbaiki penggunaan/pemanfaatan dokumen perencanaan dan meningkatkan jumlah dan keterlibatan SDM demi menyukseskan implementasi kebijakan transparansi pendapatan negara dari industri ekstraktif. Kata kunci: implementasi kebijakan, transparansi pendapatan negara, kementerian koordinator bidang perekonomian

Abstract

The main idea of this study was to evaluate the influence of export to regional economic development.  The cinnamon was superior export commodity of Kerinci regency, which support to regional economic development. The purpose of this study was to analyze cinnamon sector effect to regional economic development of Kerinci Regency of Jambi and to analyse cinnamon price integration on farmers and export corporation level.  The study used qualitative and quantitative methods.  The data consisted of primary and secondary data.  The primary data were collected from survey and interview with respondents, such as farmers, traders, cinnamon entrepreneurs, local government staffs and other informants.  The secondary data were collected from Badan Pusat Statistik, Central Bank of Indonesia and FAOSTAT.  The analysis model consisted of descriptive model, input-output model, OLS regression combined with co-integration model and error correction model (ECM).  The results showed that the cinnamon had low correlation to support regional economic development and indicate regional leakage.  The farmers’ level price had no significant integration to export corporation price.  Increasing quality and industry processing development is the most important strategy.   Key words: cinnamon, sectoral linkages, price integration, regional economics, agroindustry processing

Abstract

Indonesian bureaucracy since the beginning of the reform era has shown little progress because there are still many arrogant bureaucrats who practice corruption, collusion, nepotism, and waste as well as many abuses of government authority and power for personal gain at all levels and systems of government. With the various dynamics that occur, several strategies are carried out by the government for bureaucratic reform by implementing a merit system policy, forming an ethics committee board and encouraging transparency in publication or open complaints against any violation of regulations to issuing bureaucratic reform regulations and institutional transformation. The bureaucratic reform policy in Indonesia is carried out through bureaucratic simplification by transferring administrative positions to functional positions and forming a new work system. This study uses a qualitative descriptive research approach, using data triangulation techniques involving the use of various data sources to examine the same phenomenon, including interview data, observations, and supporting documents. The results of this study indicate that the implementation of the bureaucratic simplification policy in the Tangerang Regency Government has provided quite significant changes and in a positive direction. The implementation of the bureaucratic simplification policy has changed the organizational structure of regional apparatus by eliminating one level of organizational structure. Overall, this study concludes that the simplification of bureaucracy in the Tangerang Regency Government has gone well in terms of administration. However, further evaluation and monitoring are still needed to ensure the efficiency and effectiveness of this policy in accordance with applicable laws and regulations, especially in the aspects of work culture for communication changes, education and training for increasing resources, disposition to the new work system and the running of the bureaucratic structure after bureaucratic simplification.
