Abstract

This research was conducted with the aim of creating a series of policies to overcome the problems of industrial relations disputes that often occur in Bekasi Regency. Bekasi Regency is a district whose revenue is supported by the existence of the industry. Bekasi Regency is the largest industrial area in Indonesia, this is causing the more complex characteristics of society in Bekasi Regency. With the increasing industrial sector in Bekasi Regency, this has an impact on the high problem of industrial relations disputes in Bekasi regency. This is indicated by the continuous increase of disputes between workers and employers every year in the jurisdiction of industrial relations of Bekasi Regency. This research uses descriptive analysis with qualitative approach, it is intended to be able to arrange a right policy concept to overcome the problems of industrial relations that often occur in Bekasi Regency.

Abstract

AbstrakManfaat dari penyelenggaraan kerja sama yang dilakukan oleh pemerintahan daerah terjadinya sinergitas dalam pembangunan di suatu kawasan/wilayah sehingga dapat saling memberikan keuntungan bagi daerah-daerah yang melakukan kerja sama, serta menekan kebutuhan akan pembiayaan pembangunan di daerah. Kerja sama antara daerah dalam rangka meningkatkan kesejahteraan masyarakat dilakukan secara efektif dan efisien dimana efektifitas tersebut memperhatikan petensi daerah dan kemampuan yang dimiliki daerah sehingga dapat membantu dan mendorong pembangunan, tentunya kerjasama daerah merupakan kegiatan yang dilakukan oleh pihak-pihak tertentu dalam mencari keuntungan dan manfaatnya sehingga besar sekali kemungkinan menghadapi kendala, tantangan, dan permasalahan terkait kerjasama daerah tertersebut, baik kerjasama dalam negeri maupun kerjasama dengan luar negeri yang ada di wilayah Kabupaten Bekasi.

Abstract

The problem of this research is explore licensing dan non-licecensing policy services in Bekasi Regency. That must be carried out properly to the community. but in practice, the implementation of licensing in Bekasi Regency is still not going well, this condition actually keeps the concept of licensing away from the ideal concept, standard rules regarding the institution and authority of the Investment Agency and One Stop Integrated Service which are not yet clear have triggered various problems in the permit processing process. existing businesses in Bekasi Regency. The researcher conducted an in-depth analysis using a qualitative descriptive analysis method where the results of this study concluded that efforts to improve and improve licensing and non-licensing services in Bekasi Regency were divided based on several series of priority choices. Determination of priority options based on parameters of depth of resolution efforts, length of time for problem handling and readiness of human resources executing policies, programs and government activities in Bekasi Regency. Errors in the interpretation of national regulations related to licensing and non-licensing policies will result in the unclear function of permits. The same function is regulated in different regulations so that it is over regulated. It is necessary to improve the licensing and non-licensing policies, where based on the results of this study there are still many permits that were born because of the discretion of the regional government, or were born in the daily practice of governing. Abstract

West Java Provincial Government in order to create innovation in order to accelerate the achievement of the vision of the Governor of West Java through the development of a strong regional economic structure. The innovation in question is to produce policies in the form of Regional Regulation Number 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Various efforts have been made by the West Java Provincial government in order to accelerate the development of BIJB. The problem led to problems in land acquisition which was hampered by the rejection of some residents of the implementation of the BIJB and Kertajati Aerocity development. Another problem also arises related to the analysis of the readiness of the BIJB as the manager and support of the government in implementing BIJB and Kertajati Aerocity policies and related to the carrying capacity of water resources which are important for the sustainability of the existence of an area which is taken into consideration for implementing BIJB and Kertajati Aerocity in Majalengka Regency. West Java province. This basically requires qualified strategic steps for the realization of Kertajati aerocity in Majalengka Regency. The collaboration model of academic, business, government and civil society on Kertajati Aerocity policy is ultimately deemed qualified to realize aerocity Kertajati programs and policies. Abstract

Penelitian yang dilakukan oleh penulis berlokasi di Desa Kutawaringin Kecamatan Kutawaringin Kabupaten Bandung. Masalah dari pelaksanaan program tersebut yakni kualitas dan kuantitas sumber daya manusia masyarakat yang belum memadai, komunikasi antar organisasi terkait dan masyarakat dalam kegiatan pelaksanaan program sabilulungan Bandung seribu kampung belum terjalin secara optimal, kurangnya pengetahuan masyarakat tentang program sabilulungan Bandung seribu kampung dan kurangnya modal bagi pengrajin jeans menengah ke bawah. Tujuan dari penelitian yaitu untuk mengetahui gambaran objektif di dalam pelaksanaan implementasi program sabilulungan Bandung seribu kampung di Kabupaten Bandung (terkait dengan keberadaan kampung jeans di Desa Kutawaringin Kecamatan Kutawaringin Kabupaten Bandung), hambatan-hambatan yang dihadapi dan upaya-upaya apa saja yang dilakukan untuk mengatasi hambatan tersebut, sedangkan metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan teknik pengumpulan data yang penulis pergunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Teknik analisis data dengan reduksi data, penyajian data, penarikan kesimpulan dan verifikasi.Hasil penelitian ini yaitu implementasi program sabilulungan Bandung seribu Kampung di Kabupaten Bandung (terkait dengan keberadaan kampung jeans di Desa Kutawaringin Kecamatan Kutawaringin Kabupaten Bandung) belum optimal karena masih adanya msyarakat yang belum mengetahui tentang program tersebut terutama bagi pengrajin jeans jarak rumahnya jauh dari Kantor Desa Kutawaringin. Di dalam pelaksanaan implementasi Program sabilulungan Bandung seribu kampung di Kabupaten Bandung terdapat 6 faktor yaitu ukuran-ukuran dasar dan tujuan-tujuan program, sumber-sumber program, komunikasi antar organisasi terkait dan kegiatan-kegiatan pelaksanaan, karakteristik badan-badan pelaksana, kondisi-kondisi ekonomi, sosial dan politik dan kecenderungan pelaksana (implementors) di mana masing-masing faktor memiliki pengaruhnya masing- masing. Dengan ini penulis memberikan saran yaitu seluruh organisasi terkait dan Desa kutawaringin harus berkomitmen dalam mencapai tujuan dari program tersebut serta seluruh stackholder yang berkaitan pada pelaksanaan program sabilulungan Bandung seribu kampung di Kabupaten Bandung (terkait dengan keberadaan kampung jeans di Desa Kutawaringin Kecamatan Kutawaringin Kabupaten Bandung).Kata Kunci : Implementasi Program, Sabilulungan Bandung Seribu Kampung
