Abstract

Kebutuhan akan tempat tinggal merupakan kebutuhan dasar yang harus dipenuhi oleh manusia. Bertambahnya jumlah manusia tidak dibarengi dengan peningkatan taraf hidup masyarakat. Hal itu berdampak pada peningkatan angka backlog perumahan karena keterisian rumah yang tersedia tidak dapat dipenuhi oleh masyarakat. Kebijakan perumahan dikeluarkan pemerintah untuk menekan angka backlog melalui program sejuta rumah. Penelitian ini bertujuan untuk menganalisis berbagai literatur tentang program sejuta rumah di Indonesia. Metode literatur review digunakan untuk untuk mengumpukan, menyaring, dan menentukan literatur yang layak untuk dianalisis. Sumber literatur didapatkan dari database Google Scholar dengan subjek program sejuta rumah sebagai kriteria utama. Hasil penelitian menunjukan terdapat 25 literatur tentang program sejuta rumah yang terbit pada tahun 2015-2021. Literatur tesebut digolongkan berdasarkan pandangan umum tentang program sejuta rumah dan fokus penelitian yang dilakukan. Evaluasi program dalam skala mikro dengan memperhatikan implementasi standar pembangunan dapat diperhatikan lebih lanjut untuk menambah fokus literatur tentang program sejuta rumah

Abstract

Sinergitas Pemerintah, Dunia Usaha Dan Masyarakat Sipil (Civil Society) Melalui Corporate Social Responsibilty (CSR) Dalam Program Pengentasan Kemiskinan di Kota Cilegon merupakan komitmen bersama dalam pembangunan yang berkelanjutan. Sinergitas ini akan berguna untuk membantu perusahaan dalam memperbaiki financial performance dan akses pada modal, meningkatkan corporate image dan penjualan/layanan jasa, memelihara kualitas kerja, memperbaiki keputusan pada isu-isu kritis, serta menangani resiko secara lebih efisien dan mengurangi biaya jangka panjang. Dengan dukungan berbagai stakeholder pada ranah ekonomi, sosial dan lingkungan, yang diaplikasikan dalam kegiatan-kegiatan prioritas dalam meningkatkan kesejahteraan masyarakat dan memperbaiki lingkungan. Sumber pendanaannya dihasilkan dari kemitraan pemerintah, dunia usaha dan masyarakat sipil (civil society) berdasarkan kesepakatan-kesepakatan yang dibangun bersama, untuk kepentingan ke depan dalam jangka panjang yang lebih baik. Sebagai outputnya adalah pemberdayaan masyarakat Cilegon dalam pengentasan kemiskinan melalui kerangka good corporate governance.

Abstract

This research was conducted with the aim of creating a series of policies to overcome the problems of industrial relations disputes that often occur in Bekasi Regency. Bekasi Regency is a district whose revenue is supported by the existence of the industry. Bekasi Regency is the largest industrial area in Indonesia, this is causing the more complex characteristics of society in Bekasi Regency. With the increasing industrial sector in Bekasi Regency, this has an impact on the high problem of industrial relations disputes in Bekasi regency. This is indicated by the continuous increase of disputes between workers and employers every year in the jurisdiction of industrial relations of Bekasi Regency. This research uses descriptive analysis with qualitative approach, it is intended to be able to arrange a right policy concept to overcome the problems of industrial relations that often occur in Bekasi Regency.

Abstract

Melalui Program Kawasan Desa Mandiri Pangan, diharapkan masyarakat desa mampu memproduksi dan memenuhi produk-produk pangan yang dibutuhkan dengan didukung unsur-unsur sumber daya alam, sumber daya manusia, kelembagaan, permodalan, sarana dan prasarana, sehingga dapat mengurangi risiko kerawanan pangan. Namun dalam pelaksanaannya masih ditemui banyak kendala seperti antara lain pelatihan yang diberikan belum mencakup kebutuhan seluruh kluster,belum adanya mitra usaha tetap untuk pemasaran hasil produksi dan olahan, kurang aktifnya tim pendamping dan sosialisasi yang dilakukan oleh Dinas Ketahanan Pangan dan Perikanan Kabupaten Serang belum dilakukan secara menyeluruh. Dengan menggunakan teori dari Duncan (dalam Steers, 2012:53) dengan 3 (tiga) indikator yaitu pencapaian tujuan, integritas dan adaptasi. Dengan menggunakan metode kuantitatif dengan 104 responden, hasil penelitian menunjukkan efektivitas program mencapai 64 persen. Maka rekomendasi penelitian adalah  melakukan pendampingan kelompok tani di setiap kluster yaitu budidaya, pengolahan dan pemasaran, penyampaian sosialisasi program yang maksimal serta pelaksanaan monitoring dan evaluasi program.

Abstract

Community empowerment as the main paradigm of good governance thatinvolves the State/Government, businesses and communities need a clear path in theimplementation of development programs through the clarity of the structure. Theorganizational structure is intended to divide all the tasks and functions of all membersof the organization that runs the appropriate authority of the duties and functions ofeach, in order to optimally achieve program objectives. Not stopping there, the clarityof the structure determines the success of policy implementation. With the structure, itcan be known who is doing what and how the flow goes organizational authority. Theresults show the organizational structure and work flow procedures of governmentbureaucracy in the implementation of PNPM Mandiri fragmented in terms of interagencycoordination, facilitator and program implementers. These circumstancesresulted in the throwing authority and responsibility because of the vagueness of theirroles, responsibilities and functions, resulting in inaccuracies in determining thequantity and quality of resources needed,

Abstract

The mandate of Village Law No.6 of 2014 that Village has an allocation of Village Fund (ADD) at least 10% of balancing funds received by Regency/City in Regional Budget In addition, the village also get the allocation of funds from the state budget, the allocation of the budget is directed to the village determined 10% (Ten percent) from and beyond the On Top Transfers gradually. As a consequence of the receipt of these funds, it is necessary to understand the importance of village administration to the management of village finances in accordance with prevailing laws and regulations with village financial management principles such as participation, accountability, transparency and budget discipline. Tirem Village is one of the villages that get the village funds in 2014 amounting to Eight Hundred Million Rupiah (Rp 800.000.000,00). The crucial problem faced by the village government is how to manage the large village funds effectively, efficiently and accountably. Village financial management is a cycle consisting of planning, budgeting, implementation, administration, reporting and accountability. The research method used descriptive with qualitative approach. The research informants are village apparatus, BPD, community leaders, religious leaders, and the people of Tirem village. The results show that the financial management of village funds is still not optimal. Most of them are used for physical/ infrastructure development such as rehabilitation of village office buildings that are not feasible and the construction of village roads that are still in the form of land. In terms of village financial reports, village apparatuses, especially financial treasurers, have difficulty in making accountability reports and concerns about errors in budget usage. In the oversight function, the use of village funds is monitored and recognized by Village Consultative Bodies and the community. The village apparatus is experiencing difficulties in understanding the rules of taxation so as not to know the expenditure component which contains the elements of tax and procurement activities of goods and services, especially the infrastructure that uses the auction system. Recommendation is running technical guidance activity of financial accountability report preparation that must be done by local government.

Abstract

Model analysis of the socioeconomic impact of South Ring Road development policy inCilegon City, on first year research obtained a description of the areas affected bysocio-economic impacts, either positive or negative effects in addition to theidentification of policy tools at the local level (local government) in overcoming theproblems of socio-economic southern ring road. This condition seemed to be a demandsupplycycle due to the lack of control on both the impact, causing both the socialimpacts to surface. Looking at the various phenomena and problems found, the authorintends to examine more deeply in the proposed second year of research on ModelAnalysis of Social Economic Impact Development Policy South Ring Road in CilegonCity in order to produce a design/model analysis of the impact of development is amodel of heightened economic and social empowerment in order to applicable andbeneficial to Cilegon city government to improve the quality of life and well-being ofpeople in Cilegon in general and the people who live around that areas in particular ina sustainable manner. Designs in this study, using a qualitative descriptive approach inthe form of case studies that focus on a particular unit of the various phenomena thataims to describe, summarize a variety of conditions, different situations or variousphenomena of social reality. The resulting model in this study is that the model of socioeconomicanalysis of the impact of development policies south ring road Cilegon needto require regulation, the readiness of the Human Resources (HR), Institutional,Financial and Technology Infrastructures.

Abstract

Information technology era began in developed countries, where there is utilization of digital technology (Digital Electronic Services) has produced a form of government bureaucracy a new mechanism, known by the term Electronic Government (e-Government). With e-Government is expected interactions between the government and its people are too bureaucratic, the mechanism of interaction is much more friendly. In other words the implementation of e-Government is an orientation of new digital technologies in the development of management information systems as a result of the utilization of information technology developments and breakthroughs in order to service to the community faster, easier, cheaper without the limitation of space and time. In principle, the e-government is one way of providing public services more effective, efficient, transparent and accountable in line with the principles contained in the good governance (good governance). In the development and implementation in both developed countries and in developing countries, so far, e-government brings a positive impact on the application of these principles around the concept of good governance and public service. Therefore the application of e-government, which must be accompanied by reforms of public sector management, good corporate governance reform and strengthening of civil society is a thing that can not be put off no longer.

Abstract

Urban poverty emerged as an important issue, which needs to be resolved in order to be removed. The structural dimensions of poverty arises because the city offers a lot of hope has been much in demand by people who want a fringe and rural life better. Therefore, through the implementation of the National Program for Community Empowerment ( PNPM) by taking the expected locus in Serang city poor communities can be empowered with an important role in the disposition factor of institutional PNPM Mandiri, the basis of the theory of Edward III (1980 ). Through this article, can be described that the presence of the implementing agency and has a major role in determining the success of policy implementation. It can be seen by looking at how the appointment of field officers involved in the implementation of the National Program for Community Empowerment ( PNPM), then whether they have sufficient skills and experience in carrying out its duties, as well as how the incentives provided for this in accordance with the severity of what works in implementation of PNPM Mandiri or not. The results of the research found that the appointment of field officers involved in PNPM Mandiri has not fully have the skills and experience to implement the program. This condition leads to lower people's understanding of the purpose of each activity and the implementation of PNPM Mandiri .

Abstract

Latar belakang penelitian ini adalah adanya perubahan kelembagaan penerima manfaat program dari Kelompok Usaha Bersama (KUB) kepada Lembaga Koperasi sebagai inovasi transformasi kelembagaan nelayan dalam implementasi program pemberdayaan nelayan tangkap di Pelabuhan Perikanan Nusantara (PPN) Karangantu Kota Serang, sejalan dengan berakhirnya periode Millenium Development Goals dan dimulainya periode Sustainable Development Goals hingga 2030. Perubahan tersebut diperoleh berdasarkan hasil evaluasi yang menurut Charles O. Jones (1984) adalah menjadi bagian dalam langkah sistematik dan menjadi bagian penting dari tahap awal evaluasi program, yang dipakai untuk menilai manfaat kebijakan.Desain dalam penelitian ini, menggunakan pendekatan deskriptif kualitatif dalam bentuk studi kasus yang memusatkan perhatian pada suatu unit tertentu dari berbagai fenomena yang bertujuan untuk menggambarkan, meringkaskan berbagai kondisi, berbagai situasi atau berbagai fenomena realitas sosial masyarakat. Hasil penelitian menunjukkan bahwaberalihnya penerima manfaat program yang dulunya beroperasi individu kemudian dikelompokkan menjadi sebuah kelompok kerjasama dan akhirnya sekarang berkoperasi, berbadan usaha agar dapat lebih memberikan nilai tambah dan manfaat bagi nelayan. Maksudnya bahwa pendapatan yang diterima nelayan melalui usaha koperasi dapat dimanfaatkan sebagai tata kelola aset, tata kelola pendapatan dan tata kelola tabungan yang dapat digunakan secara berkelanjutan dan berkesinambungan.
